If this could be accomplished, this naturally would provide an opportunity for Anchor Motor to have more parking facilities for new cars from GM, and increase the capacity of the GM operations. It could also provide North Tarrytown with the opportunity for increased tax revenues and possibly additional land for municipal use too. My participation in thisiis as a representative of Anchor Motor Freight to help them carry this through from planning stage to completion. While my professional background is Real Estate and Insurance, I am also involved in the entire question of community planning both in Rockland County as a former member of the Clarkstown Planning Board and in New York City as the Chairman of Manhattan Community Planning Board #1 in lower Manhattan. I am also President of Community Development Consultants, Inc. 1 mention the above in order to explain that I understand the responsibilities of the North Tarrytown Village Board to make its decisions based on what is best for its community, and to use its authority to have any development fit into a comprehensive plan for North Tarrytown. I would like to meet with the North Tarrytown Village Board to discuss this proposition in depth. Gaeparovic, Chairman Planning Board Village of North Tarrytown 28 Beekman Avenue, No. Tarrytown, New York Dear Mr, Gasnarovic: \ Tn tny meeting with the Planning Board on January 19, 1967, we discussed the possibility of tying together the expansion of Anchor Motor freight parking lot through a land fill program on the Hudson and the relocation; of the new North/South State Highway. It was suggested at that time, that I acquire additional information regarding this new road and hoW it would relate to this proposed development. I have discussed this with the Westchester County Planning Department and subsequently with the New York State Department of Public Work*. Tt would appear to me that ;the new North/South road is being planned to run paralell and contiguous to the railroad and will have a direct access to the New York State ^Thruway. This should provide the opportunity to increase the vehicle capacity at Ceneral Motors Plant without increasing the traffic problem in the Village of North Tarrytown. Tn fact this road will completely eliminate this problem. I have also discussed this with the Hudson River Valley Commission and have been advised if the Villages of Tarrytown and North Tarrvtown would jointly request a study for the proper development and redevelopment of the Hudson River shoreline in their area, they would be happv to provide this service to municipalities. As I understand It, the Hudson Fiver Valeey Commission is staffed to help communities along the Hudson River to prepare immediate and long range planning for residential and commercial development. I believe that they could provide you with a wonderful service in this direction. Could you keep me Informed as to what steps we should take to help Implement our proposal. If possible, T would appreciate the opportunity to again appear before the Board to discuss this further. A meeting was held on 9/7/67, and permission was granted to me to subdivide my property. This was also verified by mail on 9/15/67, by Mr. Gasparovic, Building Inspector and Chairman of the Planning Board. I now have applied to Mr. Gasparovic for a Building Permit, and requested a front yard setback variance. Mr. Gasparovic referred me to the Zoning Board of Appeals, and said that I would have to seek and request a variance xoxx* from the Zoning Board. I hereby submijt my request for a front yard variance setback of 5 ft. from the front foundation wall to the front property line, and in the event that the second floor cantillver As measured, then I will need a 7 ft. front yard setback variavce. However the distance from the ground floor level to the front line will be 15 ft. instead of the required 20 ft. The reason for the variance request is explained in the supplemental sheet. Description of building to be erected 2 story colonial type building with 4 bedrooms, 2 baths on 2nd floor level, 1st floor level, will have kitchen, dining room, living room w/ fireplace i bath, laundry room, suspended porch off kitchen, center hall w/ stairs. Full cellar, w/ garage, and garage entrance to be on Hudson Terrace. SUPPELMBHTAL SHEET The reasons for the requested front yard variance list as follows; #1 Due to the Irregular shaped lot, the variance will permit better useage of the land in the erection of the building. #2 Due to the irregular shaped lot, the varianoe will permit the north west corner of the foundation wall to be set in closer to solid virgin soil, and further away from the 4 ft. high dry wall on the north side of the property, therefore insuring a sfcfer and better foundation wall with out the possibility of any shifting causing cracks or breaks in the foundation at a later date. #3 ..... Due to the irregular shaped lot, the lack of a varianoe would cause extreme fInlanela1 burden and hardship, due to the process that would be involved to insure a solid conorete corner wall. #4 — Due to the irregular shaped lot, the varianoe will allow me to have a distance of 25 ft. at the extreme short point rear north west corner of the building, to the south side Bedford Hd. curb line* #5 - — — At the present time, there are other buildings on the west side of Hudson Terrace, that have about 15 ft. front yard setback and even less. The Board of Trustees, at their matting hold on December '. also received a request from a Mr. Robert Linger, a copy of whi is encloeed, requesting a change in the soning ordinance on Baekman Avenue. Mr. Langer is interested in reopening the Strar Theater. The Board of Trustees would like the Planning Board to revi„, the present soning on Baekman Avenue, Cortlandt Street and Valley Street with a view towards the relief of off-street parking.
