Board was held at 7:30 PM in Village Hall, North Tarrytown, New
York.

Mr. Weeks plans to renovate the second story of his home and
presented his plans to the Board for approval of the design.
After a very short discussion, a motion to approve the plans was
made by Lou Falasca, seconded by Elena Malunis.
Motion was
passed unamiously.

Mr. Nazemetz plans to enlarge the second floor of his home by
raising the dormers. Bob Barstow asked if the second floor was
visible to the street, and applicant indicated it would be more
so in the winter than in summer. Mr. Barstow also commented that
drawings presented to the Board should have the name of the person or firm doing the drawings. Ms. Malunis agreed.
At this point, a discussion took place among the board as to what
procedures should be followed. Mr. Falasca suggested that plans
should be received by the ARB prior to meetings for review and
the applicant should come before the ARB as the first step before
appearing before any other boards such as the Planning or Zoning
Board. Mr. Barstow suggested that someone from the ARB should
also look at the structure when it is completed and before the CO
is issued.
After the discussion, Mr. Nazemetz was asked to sign the drawings.
A motion to approve the drawings for design as submitted was made
by Mr. Barstow, seconded by Ms. Rice.
Motion was passed

in the matter of James D'Orio.

A preliminary hearing was held with regard to the proposed design
of a 10 unit condominium to be built on Chestnut Street.

�Mr. D'Orio presented a colored sketch of the design and indicated
that site approval for the project had been given by the Planning
Board last year. He planned to start building after the approval
was granted, but was asked to wait to appear before the Architectual Review Board.
The drawings indicated a three story, light stucco colored structure with staircases leading up to individual doorways and
canopies over each door.
The drawings also showed a horizontal
wood border that went the length of the building and a mansard
roof.
A lengthy discussion ensued regarding the use of the mansard
roof.
It was suggested that a pitched or gabled roof with
dormers be used in a colonial design. It was also suggested that
a staggered roof line be used.
Because of zoning requirements, certain window styles could not
be used, however, it was also suggested to Mr. D'Orio that
archways could be used in the doorways.
Mr. D'Orio reiterated that approval already had been given for
the project and that he has waited patiently to start construction, however, if the Board was unhappy with the design, he would
be opened to suggestions.
In addition to previous ideas, the Board suggested that a smaller
complex be built. Mr. Barstow and Mr. Arvan both prepared brief
sketches for Mr. D'Orio with ideas that they thought the Board
would go along with.
Mr. D'Orio was asked to come before the Board again with revisions of his original design.
Mr. Arvan announced that the next meeting of the ARB would be
August 23, at 7:30 PM.
A brief meeting was held to discuss the agenda for the ARB hearing.
Being no further business, the meeting adjourned at 9:30

Mr. Pena plans to change the sign and awning in front of his
store. He submitted sample of the material used in the awning,
however, the board will discuss the sign at a later date.
A motion to certify the awning design was made by Elena Malunis,
seconed by Louis Falasca. Motion was passed unamiously.

Mr. Harrison submitted a sample of the siding to be used on his
storefront.
A motion to certify plans for re-siding was made by Elena
Malunis, seconded by Louis Falasca. Motion was passed unamiously.
In the matter of Kostas Panapakios. 251 No. Washington Street,
North Tarrvtown.
Mr. Panapakios plans to change the siding of his house and submitted color samples of siding.
A short discussion ensued
regarding a window on the third floor. After he agreed to keep
the window intact, a motion to certify plans for re-siding was
made by Louis Falasca, seconded by Elena Malunis. Motion was
passed unamiously.
In the matter of Manuel Arbelaze, 10 Lawrence Street. North Tarrvtown.
Mr. Arbelaze plans to change the color of aluminum siding of his
house to light blue.
A motion to certify plans for re-siding was made by Frank Arvan,
seconded by Elena Malunis.
Motion was passed unamiously.

In the matter of Michael Kane. 27 Clinton Street. North Tarrvtown. N. Y.
Mr. Kane would like to change the siding of his apartment house
and submitted a sample of same.
A motion to certify plans for re-siding was made by Lou Falanca,
seconded by Frank Arvan. Motion was passed unamiously.

Mr. Donal Walsh represented Mr. Patias, in his request for a
free standing sign for his new restaurant called the Horseman.
The dimensions of the sign requested is 4 ft by 8' double faced
free standing sign. Because of the location of the restuarant
(corner of Broadway and Bedford Rd), the board felt it would look
more like a gasoline sign rather than a restuarant sign . It was
suggested by the Board that perhaps Mr. Patias could use the type
of sign that is in front of the Amenta building. However, after
some discussion it was decided that the sign would impede vision
for drivers driving on Route 9.
Mr. Walsh &amp; Margotta will discuss the NYS DOT regulations regarding signs, and the Board decided to table request for certification of the sign until the next meeting.
In the Matter of Architonics. Inc.45 Beekman Avenue. North Tarrvtown. New York
An addition is planned on the above property and the architect
appeared before the Board to asked for approval of concept of the
design.
A motion to approve the concept was made by Lou Falasca and
seconded by Elena Malunis. Motion was passed unamiously.
In the matter of Laurentino Rodriguez. Valley Street Project.
North Tarrytown. N. Y.
Mr. Ron Turnquist, Architect, appeared before the Board and gave
a brief history of the project and why the project has been shut
down for a period of time.
He asked that the board consider certifying the plans as the
design of the roof had been changed since the original plans were
submitted to the building inspector.
Lous Falasca moved to certify the change of roof design. Motion
was seconded by Frank Arvan. Motion was passed unamiously.

In the matter of James D'Orio. 71 Chestnut Street. North Tar-

eytown, New YorK
Donal Walsh, Attorney appeared before the Board on behalf of Mr.
D'Orio and the Chestnut Street project.
Mr. D'Orio appeared before the Board on July 28, 1989 with a
design for the proposed condos he plans to build on Chestnut. At
that time he was asked to consider changes in design and to bring
them before the Board.
The Board certified the proposed changes in design with some conditions, i. e. dumpster area in rear of property, provide screening for residents around project, eliminate fence in front of
property.
Lou Falsca moved to certify plans as submitted with conditions,
seconded by Frank Arvan. Motion was passed unamiously.
A motion to approve the minutes as sumbitted was made by Frank
Arvan, seconded by Elena Malunis.
Motion to adjourn was made by Frank Arvan and seconded by board.
Meeting adjourned at 9:05PM

In the matter of Freyler Realty* 232 North Washington Street,

Mr. David Freyler submitted a sample of the sign he planned to
erect. The Board felt the sign was not acceptable as presented
and that it needed more depth, perhaps three dimensional. Robert
Barstow made a motion to have Mr. Freyler come back next month
with more particulars, seconded by Elena Malunis and motion
carried.

Mr. Larry Brostoff wants to change the existing McCall Frandsen
sign to his own company name. After much discussion on all the
existing signs in and around the dealership, Robert Barstow made
a motion that Mr. Brostoff come back with an alternate plan for
all of the signs in question, seconded by Annegret Rice and
motion carried.
In the matter of Signature Graphics, to erect signs at 185 &amp; 186
Cortlandt Streets and 60 Beekman Avenue.North Tarrytown. N.Y.
The owner of Signature Graphics presented samples of the signs to
be erected in front 185 Cortlandt Street (Salon). Robert Barstow
made a motion to approve the sign as presented, but that the two
existing signs on the lower bulkhead be removed, seconded by
Annegret Rice and motion carried.
The owner presented a sample of a sign for 186 Cortlandt Street
(Four Star Services). Annegret Rice made a motion to approve this
sign with the exception that the stars be removed, seconded by
Robert Barstow and motion carried.
The owner presented the sample of a sign for 60 Beekman Avenue
(formerly Sleepy Hollow Restaurant).

�After a brief discussion, Annegret Rice made a motion to allow
the sign as presented if the wording Spanish American Food be
eliminated from the sign, motion seconded by Robert Barstow and
motion carried. They also recommended that the owner remove the
current awning. The Review Board suggested that they would take a
look at the building.
In the matter of Mr. &amp; Mrs. Thomas Finn, 163 Millard Avenue,
North Tarrytown. New York
Mr. &amp; Mrs. Finn were not present at the meeting.
In the matter of Joseph Kellv. 14 Maple Street. North Tarrytown,
New York
Mr. Kelly submitted a sample of the vinyl siding to be used on
his house.
A motion to certify plans for re-siding was made
Malunis, seconded by Annegret Rice and motion carried.

Robert Barstow made a motion to certify these plans, seconded by

Mr. Donal Walsh represented Mr. Patlias in his request for an
awning to be erected on his new restaurant called The Horseman.
Mr. Walsh stated that a drawing of the awning had been asked for
at the last meeting and one had been sent. Mr. Walsh asked that
the Board look at that drawing tonight to determine if that it is
the type of awning that would be permitted with the lettering
shown. Mr. Patlias would then come back with a design of the
lower outside sign.
After a brief discussion, Elena Malunis moved that the Board take
a look at the building before they decide about the wrap around
awning, seconded by Annegret Rice and motion carried. Matter to
be continued at the next meeting.
The meeting was adjourned at 9:50 PM.

Dear Mr. Yetter:
This letter is to confirm our telephone discussion of this date
in regards to electrostatic
filter application to kitchen
exhaust.
Electrostatic filters have been used in kitchen hood systems for
some time.
The ESP unit is placed downstream from the grille
hood.
ESP units are highly effective in removing cooking grease smoke
as ESP units can remove particulate as small as .01 micron.
Grease particles will also be removed. However, for the ESP unit
to be effective with a high degree of efficiency it must be
cleaned regularly.
As the ESP unit removes smoke and grease particulate
removes the greater portion of odor in the air stream.

Single pass ESP units will function but will require frequent
cleaning.
A dual pass unit will stay on line longer as the
second pass will not load up at the same time as the first stage.
When the first stage is fully loaded the second will still
provide air filtration.
A two stage (dual pass) unit is recommended for any system having
charcoal. Charcoal filters must always be placed downstream from
the air filters to prevent them from plugging up.
The frequency of cleaning and/or the life of charcoal can only be
determined from known load factors. Without known loads the
system must be checked regularly to determine cleaning and
charcoal replacement schedule.

�Doth the pre and after filters, located at the ESP cell, roust
also be checked and cleaned as necessary. These filters are
provided to protect the ESP cell and keep particulate from
blowing off the cell and getting into the duct system.
Generally speaking, one ESP unit will provide effective air
filtration in restaurant applications. A dual pass system is
better.
A dual pass with charcoal is the bast.
However,
whatever is installed, must be serviced to maintain efficient
operation. I can not overstate this fact.

This was a continuation of a hearing from last month.
Mr Donal Walsh, Esq., represented the owners. He presented the
board with color swatches and fabrics along with a drawing showing the size of the new planned canopy around the restaurant.
The owners had decided upon a fire retardant gray fabric, with a
burgundy border, (Gulfstream fabric S 73 and 74) and white silk
screened letters 18 inches high. It was also decided that the
metal backdrop behind the canopy would be painted the same color
gray as the canopy's fabric.
Elena Malunis moved to certify the plans as presented.

BROSTOFF CADILLAC.

This was a continuation of last month's hearing.
Mr. John Fitzgerald, General Manager, for Brostoff Cadillac appeared before the board and stated that all the neon signs on the
front of the building were gone, and all non-conforming signs

were down. He asked for temporary approval for a 30' wide sign
with 18" inch high white silk screening lettering be allowed to
indicate that the dealership was now known as Brostoff Cadillac.
He also stated that he would be before the Board regarding
planned renovations of the agency once the lease expired at the
Deli located on the property.
Frank Arvan made a motion to certify the plans on the condition
that the lettering be 18" high (as shown) , that the two product
signs in the windows be removed, and the northern free standing
sign be removed. It was also requested that the "for sale signs"
on the car windows and windshields be eliminated. Temporary approval to be given for one year from this date. Motion was
seconded by Lou Falasca. Motion passed unamiously.
IN THE MATTER OF THOMAS D. FINN, MILLARD AVENUE. NORTH TARRYTOWN.
NEW YORK
This was a continuation of last month's hearing.
A motion to certify the plans on the addition as shown was made
by Frank Arvan, seconded by Elena Malunis.
IN THE MATTER OF UNCLE JERRY'S DELI. North Broadway, North Tarrvtown. N. Y.
Donal Walsh, attorney for the project, appeared before the Board
for a preliminary discussion regarding the proposed restaurant
and new BP gas station slated for the old Headless Horseman
Garage.
He asked the board to consider what type of canopies should go
over the pumps, the signage, and where the product signs should
be located. He could then go back to BP and tell them what the
Board requirements are.
OLD BUSINESS
IN THE MATTER OF FULGENCIA PENA, CORTLANDT ST., NORTH TARRYTOWN
Bob Barstow stated that minutes of August 23, 1989 reflected that
the awning drawing was approved: however, the signage was tabled.
He presented the Board with drawing of the sign which indicated
that the lettering would be 13" feet wide. Motion to certify the
sign with the understanding that the lettering will go to the
edges of the store front was made by Frank Arvan, and seconded by
Lou Falsaca.
Motion was passed unamiously.
NEW BUSINESS
Next meeting will be held November 29, 1989 at 8:00 PM.

Mr. Phelan stated that the cedar shake shingle will be finished
in "Willow Mist" made by Keystone siding.
The trim will be

A question arose as to the style of the attic floor window, and
the width between the bathroom and bedroom windows.
It was suggested that the attic window be changed into diamond
shape, and that the second floor windows (bedroom and bathroom)be
placed closer together and the trim made wider between the two
windows.
A motion to certify the plans with the above revisions was made
by Lou Falasca, and seconded by Frank Arvan. Motion was passed
enormously.
IN THE MATTER OF PEDRO LOPEZ, 30 NEW BROADWAY, NORTH TARRYTOWN,
N. Y.
This was Mr. Lopez's second appearance before the Board. He has
a new addition on the back of his house that is currently covered
by tarpaper, while the rest of the building has absbestos siding.
He would like to take down the old siding and he is asking the
board to approve a new type of brickface siding on the first
floor exterior along with a new vinyl siding to be placed on the
second floor exterior to achieve a half brick and half clapboard
look. He presented the board with pictures of different buildings
with the type of look he wished to achieve. He described the new
product and how it is put onto styrofoam board and held with pins
and clips. He mentioned that the product was guaranteed for 50

years. When it was mentioned to him that the Board wanted a
closer look at the materials and other pictures of old homes with
this type of product he asked to be excused and said he would
return shortly with more documentations.
At that point, Donal Walsh, Attorney for Wayne Jeffers, approached the Board with preliminary drawings of the proposed new
BP station on Rte. 9. He asked the Board to give him some ideas
and recommendations regarding canopies to take back to BP. He
also mentioned that he would be back before the Board with exterior drawings for the new restaurant that will be built next to
the garage.
Mr. Lopez returned with pictures and an example of the brick and
pins that would be used for the new siding he plans to put on his
house.
Mr. Arvan said he had to visit the house before making any decisions. Mr. Barstow retorted that Mr. Lopez has been before the
Board twice, and the ARB should have made arrangements to visit
the house before his second appearance. It was decided that each
of the members of the Board will visit the property, look at the
design of the house, and will hold a special meeting on Monday,
December 4th, at 7:30 PM to make a final decision.
A motion to approve the minutes of the October 25, 1989 was made
by Elena Malunis, seconded by Lou Falasca.

On Monday, December 4, 1989 a Special Meeting of the Architectual
Review Board was held at 8:00 PM in Village Hall, 28 Beekman
Avenue, North Tarrytown, New York.
Present:

IN THE MATTER OF THE VILLAGE WINE ESPIRITS SHOPPE &amp; VIDEO VISIONS. 32-43 BEEKMAN AVENUE. NORTH TARRYTOWN. NEW YORK
Temporary sign approval was requested by Mr. Rodriquez, owner of
the new liquor store. His sign will be in accordance with the
new video store's sign, both of which will be 3' x 3' on white
backgrounds with burgundy letters.
Motion to certify the temporary signs was made by Lou Falasca and
seconded by Frank Arvan.
IN THE MATTER OF PEDRO LOPEZ. 30 NEW BROADWAY. NORTH TARRYTOWN.
NEW YORK
At the ARB meeting of November 29, it was decided that each of
the board should visit the house and consider Mr. Lopez's request
to put the new brick siding and half vinyl siding as replacement
for the current asbestos siding.
Mr. Arvan commented that he visited the site, and felt that it
would be inappropriate for the half and half look, and it should
be completely re-sided with the brick veneer. Both Mr. Falasca
and Mr. Barstow agreed with him. It was decided that a letter
should be sent to Mr. Lopez telling him of the Board's decision
and he should have new plans submitted in time for the next ARB
meeting to be held in January, (copy of letter is attached).
Being no further business, meeting adjourned at 8:45PM.

Dear Mr. Lopez:

After reviewing your request and visiting the site, the Board, in
unanimous agreement, feel that the house should be completely
resided with the imitation brick veneer. The half brick , half
clapboard siding design is not acceptable. In addition, we will
require detailed plans of the siding at the windows and frieze
board.
Please submit this information 10 days prior to the next meeting
in January. The next meeting date is January 24, at 8:00 PM.
