Sleepy Hollow BOT meeting
Recreation Department Report
Recent/Past events and programs
The annual Spring Egg Hunt was held in early April and this year, the village shared service with Tarrytown
do host the program. It was held at Patriots Park and staff and volunteers from both villages organized
the event. Over 200 kids participated over three time slots. Prizes and a photo booth were part of the
event. We also had two bunnies, one with a Tarrytown t0shirt and one with a Sleepy hollow t-shirt for
the kids to visit and take pictures with.
During spring break week in April, we host a multi-sports camp for the kids at Barnhardt Park. 12 kids
participated.
Upcoming/Ongoing events
Adult line dancing started in April on Thursdays. Classes held at the senior center and will end in late
May. We have 14 participants.
We have a few ongoing youth activities this month. Classes include karate, tee ball, soccer, basketball
and golf clinics.
Teen Travel Camp registration began in April and numbers are good. We have 53 kids part of the program
for either full or partial season. Current 6th, 7th & 8th graders are eligible and the camp begins on July 10th.
An exciting trip schedule has been planned and a staff is being finalized.
Registration has also started for our summer youth basketball program. We have four teams in total. One
3rd and 4th grade boys, one 5th and 6th grade boys, one 3rd and 4th grade girls and one 5th and 6th grade girls’
team. Each team has enough participants already. That season will begin in late June and we will play
against other rec departments from other communities.
A summer Concert at Horan’s Landing is scheduled for June 3rd. 12 noon-6pm. This is being organized as
part of a teaser for a future music festival which will be held here in 2024.
June 3rd will also be the date for the recreation department’s annual dance party (formerly parent/child
dance). The event will either be held at Kingsland Park or Barnhardt Park.
The popular summer “Parties in the Park_ are scheduled for July 5th, July 19th and August 2nd at Horan’s
Landing.
Senior Citizens:
--The senior’s April schedule included a guest musician on the 3rd, and lunch on the 17th and a trip to
Miss Saigon in White Plains on the 27th.
�--The next May senior citizen meeting is scheduled for the 15th and lunch will be held dedicated to all the
90-year-old (and plus) birthdays.
--A trip to Arthur Ave. is planned for May 25th
--The exercise classes are Monday and Wednesday mornings in the senior building.
--Walking group is held on Fridays at 8:30am.
--Senior Yoga class instructed by GymGuyz is on Thursday mornings at 9am-10am .
Lunch meals delivery program is running. We also can help seniors with grocery shopping during the
week if they call to schedule a ride.
The after school program:
The after school program has six weeks remaining until we break for the summer. The staff is doing a
good job keeping the kids active and busy during the final weeks.
Parks Items:
--The lighthouse project is ongoing. We meet every other Friday with the county and the architects to get
updates. The lighthouse is scheduled to reopen by fall of 2023.
Here’s information from our last meeting:
-- Work still progressing well. They think they’ll be done by the end of August, maybe opening by
September.
--Coffer dam installation began late last week.
--They are done painting, just doing touch up jobs now.
--They installed small lights on the floor on the top deck pointed up toward the main light, however they
do not like them there because they are a tripping hazard so they are discussing repositioning.
--They want to meet with our police soon regarding security and the main gate. They will set up a
meeting.
--They are planning for the wood stove to be put back and made in working order.
--The old light was powered by battery, however the new light will be electric powered and 200 watts.
--They found the flooring on the 4th floor was rotted so they will be doing a change order for a new floor.
We meet again on the 12th of May.
�--Bulkhead project at Kingsland Park:
The project has moved south along the shoreline the past few weeks. They have poured concrete for the
sidewalks along the river in the park and work on the 500-foot-long wall on the south portion of the park
is visible. Future access to the current work area on the field/lawn is uncertain until a timeframe of grass
seeding is decided. This depends on the work schedule and the weather. If they can seed in the spring,
we should be ok for the fall. If they run out of time in the spring, they cannot seed in the hot summer
months of July and August so that would seriously impact our fall special events in the park.
--Delivery of the outdoor exercise equipment for Kingsland Park has been received and the 6-inch curb
has been built by our DPW, however the project is on hold until the village and the county iron out some
details at Kingsland.
_Westchester County has removed and paid for seven dead trees to be removed in the southern area of
Kingsland Park.
--The trees from “Common Food for Common Good” were planted at Douglas Park and are doing well.
This organization is a recently founded mutual aid organization centered on growing and supplying
healthy food to our local communities. They first contacted the village back in the fall. They donated
and planted five baby apple trees (that won’t produce fruit for 2-4 years) at Douglas Park. They have
already come back into town to check up on the tress and will do so frequently over the next few
years. Ultimately, the fruit will be picked and taken to those in need.
--The work at the spray pad area at Sykes Park has begun. The old rubber surface has been removed and
new cement and rubber surfacing will be laid down in the weeks to come. The water park will be turned
on in June when the project is done. The resurfacing of the basketball courts at Sykes Park will begin later
this summer.
--The park updates at Devries Park continue along the Pocantico River and in the Horseman Trails.
Miscellaneous
I am working with Trustee Andrus and our treasurer Sara DiGiacomo to improve out platform
tennis court reservation software process. Currently, we have over 200 members part of Court
Reserve, however the membership has been free since we began the format during COVID. We
are now at the point where the village is considering each member pay an annual fee for the
service so the village can generate some revenue and recoup some funding in order to make
improvements and additions the courts.
I attended the New York State Parks and Recreation Society annual conference for two days in
April. The conference was held in Monticello, NY and I was able to attend many education
sessions and visit many professional vendors.

own Community Pass account. This is done by going to the general registration page,
https://register.communitypass.net and then type in the name of our organization which is
Village of Sleepy Hollow, NY. Once your account is created, you will receive an e-mail that
contains your log in information. If you have any questions, call the recreation department at
366-5109.
Reminder that the senior citizen bus goes shopping each Wednesday morning. If any senior citizen needs
transportation to get groceries or other items, please contact us at 366-5109 on Mondays or Tuesdays so
we can arrange to get you a ride.

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Amending Fee Schedule for Village Clerk’s Department
Whereas, the Board of Trustees wishes to amend the Village’s Fee Schedule for the
Village Clerk’s Department as per Section 200-1 of the Village Code, and
Whereas, in accordance with Village Code Section 200-1, such amendments shall be
fixed by resolution of the Board of Trustees of the Village of Sleepy Hollow.
Now therefore, Be It Resolved the Village’s Fee Schedule is hereby amended to

Be it Resolved, that the 2023-2024 Budget concerning the Water Fund be adopted in the
amount of $4,100,000. Said adoption being pursuant to the Provisions of Chapter 809 of the
Laws of 1954 and the Budget Manuals for Villages and the Uniform System of Accounts as
set forth in the Manuals issued by the Division of Municipal Affairs, Albany, New York.

Rate of Penalty for Unpaid Taxes for Fiscal Year 2023-2024
Be it Resolved, that the taxes and other assessments, if any, are due in full by June 1, 2023.
The first installment may be paid without penalty from June 1, 2023 through June 30, 2023.
The second installment may be paid without penalty through December 31, 2023. Penalties
are 5% for the month of July with each month thereafter at a rate established annually by the
State Tax Commissioner. On the second installment, penalties are 5% for the month of
January with each month thereafter at the State established rate. All penalties apply to a
month or any fraction thereof.

Approve the Parking Permit Rates for All Lots for a Fee of $500/year
for Fiscal Year 2023-2024
Be it Resolved, that the Board of Trustees of the Village of Sleepy Hollow confirms that the
rates for parking permits in all lots shall be $500/year for the fiscal year 2023-2024, which can
be paid in two installments due June 30, 2023 and/or December 31, 2023; except for
Continental Street Parking, which shall be $200/year. Permits are sold for a 12-month period
(June to May), or on a pro-rated basis for non-renewals at a rate of $50/month for all lots.
There will be an annual cost of $50 for an additional shared space permit (or $25 for a 6month period).

sewer, and sanitation usage at a rate of 10% following the thirty (30) days from the date of
