Avenue, North Tarrytown, New York.

REGULAR MEETING

A regular meeting of the Architectural Review
Board was held on the above date at Village Hall, North
Tarrytown, New York.
PRESENT:

ABSENT:

Juan Menendez

Chairman Arvan called the meeting to order at 8 P.M.
1.

Marinos Bouras (Horseman Restaurant) 2 76 No. Broadway
Addition.

Mr. Ron TurnquistArchitect for the applicant
presented plans for the proposed addition. He stated that
the present awning would be removed, the counter will be
expanded towards the front of the property and a basic
greenhouse addition will be constructed in the dining area.
This would add approximately forty seats in the dining area.
He also stated the character of the building would remain
the same.
Discussion followed regarding placement of garbage
bins and parking for patrons.
Mr. Turnquist stated that the garbage bins would
be placed elsewhere on the property, out of view of the
public.
Mr. Falasca moved, seconded by Mrs. Reilly to
approve the plans as submitted, subject to garbage, gas
meter and pipe screening. Carried.
2.

Bedford Park Associates, 19 Amos Street-New onefamily residence.

Mr. Chuck Pateman presented plans for the proposed
one-family residence. He stated that several lots have been
sold to local residents, and they would be applying for
permission to build.
Mr. Arvan stated that at a previous meeting the
Board had discussed the installation of trim around the
windows, and look-alike houses.
After a discussion, Mr. Falasca moved, seconded by
Mr. Slavin to approve the plans as submitted, subject to the

�-2following; That shutters be installed on all sides of the
building, the adding of a retaining wall as discussed, the
detail over entry door, detail over first floor and that Mr.
Pateman return at a later date, to discuss porch design.
Carried.
Mr. Pateman agreed to all conditions.
3.

Mr. &amp; Mrs. Charles Albertell, 113 Bedford Road-New Onefamily residence.

Mr. Albertell informed the Board that he had
purchased lot #1 on Bedford Road and presented plans for
the Board's approval.
Mr. Margotta stated that the plans will be reviewed
by the Village Administrator and Attorney as previous plans
were using a "paper street" for a part of their driveway.
Mr. Albertell stated that the plans have been
revised and they will not use the "paper street" for part
of their driveway.
After discussion Mr. Arvan stated it was difficult
for the Board to approve the plans as there were too many
revisions to be made.
Mr. Margotta stated that the plans should be
revised and resubmitted. He stated that they need a proper
turn around before a permit could be issued.
After discussion, Mr. Falasca moved, seconded by
Mr. Slavin that due to no change in the size of the building,
they would approve the plans, and that a new set of plans
be submitted before the next board meeting. Carried.
4.

Luberger Estate, (P. Gasparini Plumbing) 147 Valley Street.
Installation of Sign.

Mr. Gasparini presented plans for sign to be
installed on his building at 147 Valley Street. He stated
that the sign will be mounted on the front of the building,
and the letters will be raised. Pictures of the proposed
sign were also submitted to the Board.
After a discussion, Mr. Slavin moved, seconded by
Mr. Falasca to approve the plans as submitted. Carried.
5.

Citing &amp; Lam, Inc. 186 Cortlandt Street. (Martha's Agency)
Approval of sign.

Representative of Citing &amp; Lam, Inc. presented
plans for sign.
Discussion followed and the applicant was informed

�-3that the proposed sign did not meet the requirements of the
Code.
After a discussion, applicant agreed to conform to
the Code.
Mr. Falasca moved, seconded by Mr. Slavin that the
proposed sign be approved and it not cover more than 75% of
the front of the building, that the "Martha's Agency"obe
eliminated and that the sign have three dimentional letters.
Carried.
6.

Irene Callas (Cophresi Travel), 66 Beekman Avenue-Canopy.

Mr. Jimenez reported on the proposed changes to
the exisiting canopy.
Discussion followed regarding the number of signs
on the entire storefront window. The Board agreed it was
unsightly.
Mr. Jimenez stated he needed to advertise the
various types of business that were conducted in the store.
He stated he has cleaned up his grocery store window, and
most of the signs at 66 Beekman Avenue will be removed
after April 15th.
Mr. Falasca moved, seconded by Mrs. Reilly to
approve the canopy changes as submitted, with the provision
that Mr. Jimenez has forty days in which to remove the signs
that are presently on his window, and that not more than 10%
of the window may be covered with signs. Carried.
7.

Shippy Realty Corp. (Jimenez) 196 Cortlandt Street-Signs.

Mr. Jimenez stated that the present signs were
installed at least five years ago, with a grant from the
Village, and had been approved by the Village at that time.
Mr. Slavin stated that within the last three months
lights have been installed over the awnings and they are
insightly. It was agreed that the Board would inspect the
lights and make suggestions.
Mrs. Reilly moved, seconded by Mr. Falasca that
the Board approve the canopy sign as presented. Carried.
8.

Donna Ross, 3 Highland Avenue-Addition to residence.

Mr. Arvan excused himself, as he is the Architect
for the project, and stated that Mr. Barstow would be the
Acting Chairman.
Mr. Arvan presented plans for the proposed
addition.

�-4Discussion followed regarding the various stages
of the proposed project.
Mr. Falasca moved, seconded by Mrs. Reilly to
approve the plans for the proposed addition to 3 Highland
Avenue as submitted. Carried.
MINUTES
Mr. Falasca moved, seconded by Mr. Slavin that the
minutes of the meeting held on December 23rd, 1992 be approved
as submitted. Carried.
There being no further business to come before
the Board, Mr. Barstow moved, seconded by Mr. Falasca that
the same be duly adjourned. Carried.

Chairman Arvan called the meeting to order at
8 P.M.
1. Charles &amp; Pegeen Albertell, 113 Bedford Road-New onefamily residence. Revised Drawings.
Boards

Mr. Albertell presented revised drawings for the
review.

Mrs. Albertell stated that they would like approval
of a "small balcony" on the rear of the house, off the second
floor bedroom. She stated they had made all the revisions
the Board had suggested.
After a discussion, Mr. Falasca moved, seconded by
Mrs. Reilly to approve the revised plans as submitted. Carried.
2.

A.F.D. Enterprises, 146 Cortlandt Street, 148 Cortlandt
Street. Installation of Cedar-vinyl siding.

Agent for A.F. D. Enterprises presented proposed
changes to the above buildings. He-'Stated that new windows
will be installed, new metal front doors connected to an
intercom system will be installed.
Discussion followed regarding type of front door to
be installed and lights in front hallway.
Mr. Falasca moved, seconded by Mr. Slavin that plans
be accepted as presented, with the exception of the front door,
which will be changed to provide light and will be approximately
two-thirds glass. Carried.
3.

E. Akin (P. Picca) Lakeview Avenue-New single family house.
E. Akin (G. Dopico) corner of Lakeview and Evergreen WayNew single family residence.

Mr. Chris Barnett, representing the owners of the
proposed houses presented plans to the Board for their review.

�-2He stated that approximately 120 trees
between the two proposed houses.

Mr. Falasca stated that the two houses were basically
the same houses and the code banned "lookalike" houses.
Mr. Barnett stated the houses had different color
shutters and the entrances were different. He presented
letter dated March 16th, 1993 addressed to the Sleepy Hollow
Manor Improvement Association which addressed the changes they
had requested. He stated the changes would be an additional
cost to the owners, and would make the houses look different.
Mr. Arvan stated that Mr. Barnett should present
drawings that reflect all the changes agreed to for the Association before the Board could approve the plans.
Mr. Hritz, representing the Association stated the
houses were being built on smaller than usual lots and the
landscaping proposed will be helpful.
Mr. Slavin felt that the plans as submitted do not fit
the neighborhood and were too much alike.
Mr. Dopico stated he did not want to cheapen the
neighborhood and was willing to make whatever changes the Board
suggested. He stated he has complied with the wishes of the
neighbors in making various changes and would like the Board to
consider that in making their decision.
Mr. Barnett stated he would like to receive permits
for the foundations in order to commence construction.
After discussion, Mr. Menendez moved, seconded by
Mrs. Reily that approval be given for the Building Inspector
to issue permits for the foundations only, and Mr. Barnett was
to appear before the next meeting with completed plans for the
Board's approval. Carried.
4.

Bedford Park Associates-19 Amos Street (Lot #1) Erect
one family dwelling.

Mr. Pateman presented revised drawings for the Board's
approval. He stated that the entry steps were changed, window
trim shown on plans, landscaping and retaining wall also shown.
Discussion followed and Mr. Slavin moved, seconded
by Mr. Falasca that the plans be approved as submitted.
Carried.
5.

Robert Barstow-(Owner-B. Collins) Webber Avenue-New residence.
Mr. Barstow presented plans for the Board to review.

After a discussion, Mr. Falasca moved, seconded by Mrs.
Reilly to approve the plans as submitted. Carried. Mr. Barstow
abstained.

Robert Barstow-16 Amos Street- New Residence.

Mr. Barstow presented plans for the Board to review.
He stated the plans were for a residence to be occupied by
his family and he would not vote on the matter.
After a discussion, Mr. Falasca moved, seconded by
Mr. Menendez to approve the plans as submitted. Carried.
Mr. Barstow abstained from voting.
MINUTES
Mr. Falasca moved, seconded by Mrs. Reilly to approve
the minutes of the meeting of February 24th, 1993 as submitted.
Carried.
Discussion followed regarding the Horseman Restaurant plans
for an addition, which v/ere previously approved with conditions.
Mr. Slavin moved, seconded by Mr. Barstow that the
minutes .be amended as follows: That the plans be approved as
submitted, subject to garage bin placement, parking for patrons,
screening of gas meter and pipes and the installation of mechanical
system on roof to meet the Board's approval. Carried.
Mr. Margotta was instructed to notify the applicant
regarding the change.
There being no further business to come before the
Board, Mr. Slavin moved, seconded by Mr. Menendez that the same
be duly adjourned. Carried.

Mr. Arvan stated he had inspected the project site
and discovered that the addition would be in the rear yard
and stated it would not be visible to the front of the property.
After a discussion, Mr. Slavin moved, seconded by
Mr. Menendez that the Board had reviewed the project and that
no action need be taken by the Board. Carried.

Affordable River Community Housing-(Immaculate Conception
Church)-22 Depeyster Street-Conversion of existing church
building into six units.

Representative for the project presented plans and
pictures to the Board for their review. He stated that the side
entrance would be removed, and replaced with a staircase and that
full masonry reconstruction on 'the outside of the church would
be installed.

Larry Rodrigues (Sea Breeze Restaurant) 180 Valley Street
Parking signs.

Mr. Rodrigues presented pictures and application
for installation of "Parking Signs" to be installed on the
corner of Valley Street and on his building on Depeyster Street.
Mr. Armando Galella, 40 Depeyster Street stated he
opposed the sign on the building on Depeyster Street advertising
a restaurant on Valley Street. He stated that the tenants who
live in the building park in the parking lot and it is too
crowded for any more cars. He asked that the Board consider
the people who live in the area.
Mr. Rodrigues stated he has ample parking spaces for
the tenants in his building and there is enough spaces for the
restaurant patrons.
Mr. Arvan stated that the code does not allow signs
off site.
Mr. Rodrigues stated he has spent a lot of money
advertising his restaurant and wants patrons to know where they
can park their cars.
Discussion followed regarding valet parking, installation
of signs on fence, size and color of signs.
Mr. Falasca moved, seconded by Mr. Menendez to approve
the temporary installation of one double faced sign for a period
not to exceed three months. Mr. Rodrigues to return with plans
for a permanent sign for the Board's approval. Carried.
5.

Laurentino Rodrigues-85 Cortlandt Street-Sign.

Mr. Rodrigues requested permission to install a sign
on the building located at 85 Cortlandt Street advertising the
"Seabreeze Restaurant" located on Valley Street.
Mr. Slavin stated the sign was not an advertisement
giving directions to the restaurant which was located several
blocks away. He stated it is off-site which is not allowed by
the code.
Mr. Slavin moved, seconded by Mr. Menendez to reject
the application as presented due to the size and the location
of 5ame. Carried.

North Tarrytown Commercial Revitalization Program-Turnquist
Architects-95 Beekman Avenue-Rehab existing store fronts at
84,86, 88, 90, 95, 109, 111, 113 Beekman Avenue.

Mr. Ron Turnquist presented plans and pictures of the
proposed project and stated that the project would be 50%
funded by New York State U.D.C. and the project was in the First
Stage and approved by U.D.C. He stated that the "Concept Phase"
is also completed. The project includes the Van Tassel apartments
and the Van Tassel Garage.
The village is making an effort to
encourage all owners to participate. The project will include
new lighting, new brick fronts, new awnings, and planters will
be installed and planted with seasonal flowers. He also stated
that new doors will be installed. He stated that all signs
presently on the buildings will be removed.
Mr. Barstow stated there was a heavy concentration
of the same color on the awnings and they tend to deteriorate
too quickly.
Mr. Falasca moved, seconded by Mr. Menendez to approve
the plans as submitted. Carried.
Mr. Barstow opposed.

Bedford Park Associates-22 Amos Street-Construction of new
one family residence.

Mr. Pateman presented plans and drawings for construction of a one family residence at 22 Amos Street.
Mr. Arvan stated that several of the houses were too ,
similiar.
After a discussion Mr. Pateman agreed to revise the
drawings and submit them to the Board at the next meeting.
Thereupon Mr. Falasca moved, seconded by Mr. Slavin
that the plansjbe approved as submitted, except for revisions
to the wall and front steps and that new drawings be presented
at the next meeting. Carried.
8.

Picca-Lakeview Avenue-New single family dwelling.
Dopico-Lakeview &amp; Evergreen Way-New single family dwelling.

Representative presented Site Plan and Sketch for the
Board's approval.
Discussion followed and changes to the garage, as
recommended by Sleepy Hollow MAnor Taxpayers Association,
changes to portico and additional changes on Picca's house were
presented.
Mr. Stocklein stated that final drawings need to be
approved before construction is started. He stated that none
of the existing trees will be cut down.

After further discussion Mr. Falasca moved, seconded
by Mr. Menendez that the applicants come back to the next meeting
with detailed drawings and plans drawn and signed by an architect
outlining the following specific changes: dental moulding, changes
to garages, new type of portico, type of siding and type of
trim to be installed around portico. Carried.
Mr. Falasca stated that he felt the houses were
basically the same house.
9.

Bedford Park Associates-23 Amos Street-Approval of "Foundation
Permit".

Mr. Pateman presented application for approval of
foundation permit for residence to be built at 23 Amos Street.
After discussion, Mr. Falasca moved, seconded by Mrs.
Reilly to approve the plans as submitted for "foundation only"
permit. Carried. Mr. Barstow abstained.
10.

Bedford Park Associates-Webber Avenue-Lot #14-Adams.

Mr. Pateman presented application for approval of
foundations permit for residence to be built at lot #14 on
Webber Avenue.
After discussion, Mr. Barstow moved, seconded by
Mr. Falasca to approve foundation plan, subject to approval
of site plan, to be presented at next meeting of the Board.
Carried.
11.

B.P. Gas Station- Old Broadway &amp; Gordon Avenue

Mr. Falasca presented plans to construct a store
front at B.P. gas station and to remove garage doors, making
it into a convenience store. He stated that new columns will
be added, new lighting fixtures and new masonry.
Mr. Barstow moved, seconded by Mrs. Reilly ifchat
plans be approved as submitted except that stucco soffits be
installed, light fixtures be redesigned and final plans be
submitted at the next meeting of the Board. Carried.
Minutes
Mr. Menendez moved, seconded by Mr. Slavin that the
minutes of the meeting held on March 24th, 1993 be accepted
as submitted. Carried.
OLD BUSINESS
Mr. Falasca stated that Mr. Jimenez has not removed
the signs from his store window and a letter should be sent
or a summons issued. The Board recognizes that Mr. Jimenez
has a Travel Agency and recommends the Building Inspector take
appropriate action as stated in prior meetings.

Chairman Arvan called the meeting to order at 8:05 PM.
1. Rock of Salvation Church.131 Cortlandt St.-Sign
Miguel Jimenez presented photos of the temporary sign for the
future site of the Rock of Salvation Church. Since this was only
a temporary sign, Mr. Slavin moved, second by Mr. Nazemetz to
grant permission for the temporary sign for a one year period,
although the sign did not meet the code reguirements. Carried.
2. Jane Berger. 12 Kinqsland Road-Window Replacements
Representative for Ms. Berger presented photos and drawings of
proposed bay windows which will replace existing windows. Mr.
Nazemetz moved to approve these windows, second by Ms. Aloia and
motion carried.
3.

Steven Chen. 94 Beekman Avenue. Retain Existing Sign

Mr. Chen presented photos showing existing sign. Discussion
ensued on whether this sign should be grandfathered. The Board
asked Chen if he would like to participate in the sign and awning
grant program which will be coming up soon. Mr. Chen stated that
he must check with the owner who is in Japan. Mr. Nazemetz moved
to table this application until the next meeting, second by Mr.
Falasca and carried.
Roval Envio S.A. 2 32 N. Washington Street-New Sign
Representative presented drawing of the proposed new sign to the
Board. After reviewing the drawing, Mr. Arvan commented that it
does not conform to the sign code. Discussion ensued on whether a
telephone number should be listed on the sign. Mrs. Reilly moved
to deny the application and have applicant return next month with
a revised drawing, second by Mr. Slavin and motion carried.

�Durcv's. 232 N. Washington Street-New Sign
The Board reviewed drawing of proposed sign presented by
applicant. There seemed to be a discrepancy on the size of the
sign and the letters. Mr. Slavin moved, second by Mr. Nazemetz
that the application be approved on the condition that the total
height of the letters be 18" and the letters must be 3
dimensional; with these changes motion was carried. Final drawing
to be submitted to Building Department for our records.
Charles M. Pateman, 2 3 Amos Street-Construct 1 Family Residence
Mr. Pateman presented plans for Lot 6(23 Amos Street) and stated
he will also be going before the Zoning Board. Mr. Arvan
commented that the Board had previously asked that Mr. Pateman
vary the look of the houses. After brief discussion, Mr. Falasca
moved, second by Mr. Slavin that they approve the plans as
submitted and that they endorse the change with the porch on the
front of the house to go before the Zoning Board for a variance.
Charles M. Pateman. 22 Amos Street-One family ResidenceFinal Drawings
Mr. Pateman presented revised drawings requested at the previous
meeting which include retaining wall on the garage and lowering
the front elevation two feet. Mr. Falasca moved to approve the
application with these changes, second by Mrs. Reilly and motion
approved with Mr. Nazemetz abstaining.
Mr. &amp; Mrs. David-140 Webber Avenue-Construct One Family Residence
Robert Barstow, Architect, presented drawings of the proposed one
family residence. Discussion ensued on materials to be used on
the exterior of the house. Mr. Barstow commented that the house
will have a traditional look. Mr. Falasca moved to approve
application subject to material notes and a division between
basement and first floor with a roll lock of bricks to the right
of the porch; second by Mrs. Reilly and carried.

�Dopico- Evergreen Way- Final Drawings
Builder for Mr. DoPico presented revised drawings of the plans
showing in more detail the changes that were made from the
previous meeting. Discussion ensued on the position of the house
due to the position of a large oak tree. The builder commented
that on the recommendation of the Sleepy Hollow Manor Taxpayers
Association, the house will be moved back several feet. Mr.
Falasca made a motion, second by Mrs. Reilly to approve plans as
submitted with the following exceptions; the portico to be
changed to have a semi-circle sofit at the underside and to
change the size of the porch columns from 6 inches to 10 inches;
also the Board is approving the site plan based on the location
agreed upon which is 8 feet from the location shown on the
existing site plan; to change the gable end of the house, half
circle louvers are to be omitted and full circle louvers added.
The Board recommended the site plan be resubmitted to the
Building Inspector with samples of material for the base of the
front of the house including the chimney and the base of the
garage. Motion carried.
Picca-Lakeview Avenue-Final Drawings
John Hughes, Jr. attorney representing Mr. Picca commented the
contractor is resubmitting plans with the changes suggested at
the last meeting by the Sleepy Hollow Manor Taxpayers
Association. After discussion, Mr. Falasca made a motion, second
by Mr. Nazemetz to approve the plans as submitted with the
exception of the garage foundation which shows imitation wood
shingles and the Board requested vinyl siding be carried down to
match the vinyl siding on the house on the same line; the garage
foundation be stucco to match the house; also double six inch
columns. Carried.
Treacv-25 Tappan Avenue- Front Alteration
Sean Treacy presented pictures and drawings. He stated that he
wants to expand the porch to create a bathroom on the side,also
to seal the entire porch to create a foyer. On the suggestion of
Chairman Arvan, Mr. Slavin made a motion, second by Mr. Nazemetz
that the application be tabled until professional drawings are
submitted and that the drawings show the porch extended outward,
motion carried.
Approval of Minutes
Approval of minutes of the last meeting were tabled until the
next meeting.
There being no further business, Mrs. Reilly moved, second by Mr.
Nazemetz that the meeting be adjourned. Carried.

REGULAR MEETING

A regular meeting of the Architectural Review
Board was held on the above date at Village Hall, North
Tarrytown, New York.

ALSO PRESENT:

Chairman Nazemetz called the meeting to order at
8:10 P.M.
Chairman Nazemetz welcomed the new members to the
Board.
Minutes
Mr. Slavin moved, seconded by Mr. McCarthy that
the minutes of the May 26th, 1993 meeting be approved as
submitted. Carried.
Mr. Slavin moved, seconded by Mrs. Reilly that approval
the minutes of the meeting held on April 28th, 199 3 be postponed
until the July meeting in order for all members to review them.
Carried.
Discussion followed regarding the Dopico residence
being constructed in Sleepy Hollow Manor. Mr. Nazametz stated
that the residence has been moved to allow for clearance of the
chimney. The move was made after conferring with the Building
Inspector.
Mr. Margotta stated that the Board should send a
letter to the Zoning Board stating that the Architectural
Review Board had recommended the overhang and that the Board
was recommending that the Zoning Board approve the variance
being requested regarding the overhang.

William Daly, 232 Hunter Avenue-Repair reconstruct porches.

Mr. Daly presented plans of the proposed repairs and
reconstruction, stating that the porches had collapsed from
age and presented pictures of col]/£&gt;ased porches.

�-2Chairman Nazemetz stated he inspected the porches
and the drawings presented are similar to what was previously
there.
Mr. Margotta stated that the new construction meets
all Zoning requirements.
Mr. Falasca moved, seconded by Mrs. Reilly that
the plans be approved as presented. Carried.
2.

Bedford Park Associates, 138 Webber Avenue-Erect a onefamily residence.

Mr. Pateman presented plans for proposed dwelling
to be constructed at 138 Webber Avenue on Lot #14 on SubDivision map. He stated that the residence was being built
for Mr. &amp; Mrs. Stephen Adams, who presently reside on Webber
Avenue. He stated that the house conformed to all Codes.
Discussion followed regarding chimney, color of house
with shutters,
type of construction,
level of patio,
and types of windows to be installed.
Mr. Falasca moved, seconded by Mr. Slavin that the
plans be approved as submitted with the provision that windows
on the front of the house be either double hung windows or that
grilles be installed on all of the windows. Carried.
Chairman Nazametz directed Mr. Pateman to advise the
Board what type windows would be installed by the next meeting
of the Board.

Alba Hinojosa, 232 No. Washington Street-Sign

Representative presented plans of proposed sign to
be installed at 232 No. Washington Street.
Mr. Slavin stated that the sign presented had been
conditionally approved, with minor changes, at the last meeting
of the Board.
Mr. Menendez moved, seconded by Mrs. Reilly to
approve the plans as resubmitted. Carried.
4.

Gerardo Larreategui, 232 No. Washington

S.treet-Sign

Representative presented plans of proposed sign to
be installed at 232 No. Washington Street.
Mr. Margotta stated that the two stores were separated
by a vestibule.
Mr. Menendez moved, seconded by Mr. Slavin to approve
the application for installation of a sign as submitted. Carried.

Valley Street Business, Valley Street-Sign

Mr. Larry Rodrigues representing the businessmen
of Valley Street presented a drawing of the proposed sign to
be installed on the lawn in front of the Sleepy Hollow High
School, in the right-of-way owned by the Village of North
Tarrytown.
Mayor Sean Treacy stated that the Village Board had
instructed Mr. Rodrigues to appear before the Architectural
Review Board, in order to determine the type of sign the Board
would consider.
After a discussion Mr. Falasca stated that insufficient
information has been submitted and directed that the applicants
confer with the Building Inspector regarding the procedure to
be followed in applying for a sign.
Chairman Nazemetz stated that Route 9 is a main
corridor into the Village and suggested that Mr. Rodrigues
use a format similar to the signs on Broadway. He suggested
that the applicants confer with John Oliva who constructed
the signs on Broadway.
Mr. Falasca moved, seconded by Mr. McCarthy that
the matter be postponed until the next meeting of the Board. *
Carried.
6.

Sean Treacy, 25 Tappan Avenue-Enclose front porch.

Mr. Treacy presented drawings of the proposed porch
enclosure and stated that he planned to construct a half bath
on the first floor and to create a foyer. He stated that the
porch had been enclosed at the time he purchased the property,
but the screens were old and needed replacing so he temoved
them. He stated that the new windows to be installed would
match the rest of the house.
After a discussion, Mr. Falasca moved, seconded by
Mr. Menendez that the plans be approved as submitted. Carried.
There being no further business to come before the
Board, Mr. Falasca moved, seconded by Mr. McCarthy that the

A regular meeting of the Architectural Review
Board was held on the above date at the Village Hall, 28
Beekman Avenue, North Tarrytown, New York,

Chairman Nazemetjt called the meeting to order at
8:10 P.M.
Minutes
Mr. Falasca moved, seconded by Mrs. Reilly that
the minutes of the June 23rd, 1993 meeting be approved as
submitted. Carried.
1.

Valley Street Business Associates-Valley Street-Continued.

Representative of the Valley Street Business
Associates outlined the type of sign they were interested
in installing on Broadway opposite Chestnut Street.
Mr. Falasca advised them to consult with the Building
Inspector regarding the type of signs allowed by the Sign
Ordinance.
Discussion followed regarding signs already posted
on Route 9.
Mr. Falasca moved, seconded by Mrs. Reilly to direct
the Valley Street Business Associates to present plans and
drawings at the meeting to be held in August. Carried.
2.

Beekman Realty Corp., 106 Depeyster Street-Awning.

Owner of premises stated they had renovated the
building and would like to install an awning over the newly
installed door, and presented pictures and sample of the awning
to be installed.
Discussion followed regarding type of awning, color
ana! size of lettering.
Mr. Falasca moved, seconded by Mrs. Reilly to
approve the plans for the installation of an awning as submitted
Carried.

Mr. &amp; Mrs. Zoikin, 533 Bellwood Avenue-New Bay Window.

Mr. Ricky Parra, Contractor for Mr. &amp; Mrs. Zoikin
stated that the old window had been removed and would like
to install a Pella bay window.
Discussion followed regarding size and type of
window to be installed.
Mr. Falasca moved, seconded by Mrs. Reilly to approve
the request as submitted and that the window be cased to match
existing windows on opposite side of chimney. Carried.
4.

Anna M. LeRoy-35 Beekman Avenue-Sign.

Applicant stated she was interested in installing
a sign behind the hedge at 35 Beekman Avenue, on the existing
pole which also has a sign that says "Parking for Tenants Only"
She stated she is a "Psychic" and wanted to have a sign stating
this .
Discussion followed and she was instructed to confer
with the Building Inspector and a Sign Painter and to come
back to the next meetings with proposed drawings drawn to scale.
Mr. Falasca moved, seconded by Mrs. Reilly to table
the matter until the next meeting to be held in August.
Carried.
5.

Bedford Park Associates, 138 Webber Avenue #14-Window Change.

Discussion regarding the type of windows to be
installed at 138 Webber Avenue was held and Chairman Nazemetz
stated a letter had been received from Mr. Pateman who had
agreed to install a double hung bow window as recommended by
the Board.
Mr. Falasca moved, seconded by Mr. McCarthy to
approve the installation of the double hung bow window as
recommended by the Board at a previous meeting. Carried.
6.

Dopico, Evergreen Way-Review brick samples.

Discussion was held regarding the type of bricks
that were installed at the Dopico house.
Mrs. Reilly stated that the bricks were made of
plastic and the project looked presentable.
Mr. Dopico did not appear before the Board.

�-3Discussion followed regarding types of sign that
would be permitted to be installed off-site.
Chairman Nazemetz stated that the next meeting of
the Board would be held on August 25th, 1993.
There being no further business to come before the
Board, Mr. Falasca moved, seconded by Mrs. Reilly that the
same be duly adjourned. Carried.

M r s . Eli presented drawings of proposed signs to be
installed at 35 Beekman Avenue.
She explained that the signs
would be placed on the awnings to be installed on the three front
windows .
Discussion followed regarding color and type of a w n i n g s ,
type of printing and amount of printing on awnings.

�-2Mr. McCarthy moved, seconded by M r . Slavin that
the application be approved as submitted with the following:
that the sloped awning have "Psychic Reading" across the
middle on the slope and "Palm-Tarot Cards" on the flap, and
said lettering shall be "white" on an "Azalea" background.

Road-Construct

Mr. Pateman presented plans and pictures of proposed
residence to be constructed on Lot #2 - 111 Bedford Road.
He
stated that the structure will conform to all setbacks and codes
of the Village.
He stated there will be no garage, and stated
that the pitch of the roof will be different from nearby
structures, there will be wider trim around the windows, and the
color of the house will be beige, as requested by the prospectiv
purchaser.
After a discussion Mr. Pateman stated he would
eliminate the rear exit if necessary.
Mr. Falasca moved, seconded by M r . McCarthy that the
plans be approved with the addition of the following:
That the
roof of the porch at the front of the house on the left side wil
have a hip roof rather than a gable end roof.
That the vinyl
siding at the front of the house at the gable end be octagon
stile rather than fish scale.
That a minimum of one window
box be installed on the first floor left side, under double
mullion window.
That the pitch of the roof be changed from
7/12 pitch to 9/12 pitch on both roofs and the small gable roof
end on left side should be changed to a five sided roof,
conforming to 9/12 pitch.
Carried.
5.

South Paws North, 11 Beekman Avenue-6' Satellite

Dish.

Owner of South Paws North presented pictures of
proposed dish.
He stated the dish would have to be installed
on the front property because of the height of the trees in the
rear of the building.
He stated with the installation of the
dish he would be able to pick up all televised ballgames.
Mr. Slavin stated he was opposed to the installation
in the front peak as it would look ugly on the main street of
the Village.
After discussion Chairman Nazametz informed the
applicant that the Board would like to meet with the installer
of the Dish in order to obtain further information.
Mr. Slavin moved, seconded by M r s . Aloia to table
the matter until the next meeting.
Carried.

�-3MINUTES
Mr. McCarthy moved, seconded by Mr. Falasca to
approve the minutes of Julv 28th, 1993 as submitted.
Carried
Mr. Slavin abstained.
Mr. Nazametz stated that a memo had been received
by the Board from Mr. Margotta regarding Wayne Jeffers
requesting extension of a building permit issued sometime ago.
Said permit was for rehabilitation of his building at 410 No.
Broadway. (Memo in official m i n u t e s ) .
After a discussion the matter was referred to the
Planning and Zoning Board for their decision.
The Board felt
that the matter should be referred to all Boards prior to the
issuance of a b u d d i n g permit as the time for the previously
issued permit has expired.
Chairman Nazemetz stated that the next meeting of
the Board would be held on September 22nd, 1993.
There being no further business to come before the
Board, Mr. Slavin moved, seconded by Mr. Falasca that the same
be duly adjourned.

MINUTES
Mr. McCarthy moved, seconded by Mrs. Aloia to
approve the minutes of August 25th, 1993 as submitted. Carried.
Mrs. Reilly abstained.
1.

C.E. Ceresa, 115 Millard Avenue-1 story addition over existing
garage and 2 story addition to rear of existing garage.

Mr. McCarthy stated he would not participate in the
matter as he is associated with the Architect for the project.
Mr. McCarthy presented photos and plans for the
proposed project. Mr. McCarthy stated the construction would
be on the east side of the house. It called for adding a 1story addition over the top of the present garage, which would
be a bedroom, and a two story addition which would contain a
master bedroom suite. The addition would match the present
house, all windows on the garage will be utilized and the
garage door to be installed will match the present door.
Discussion followed regarding placement of garage
doors, matching of siding and shutters, overhang on front of
house, which will be extended and the installation of a sliding
door at the rear of the house.
Mr. Slavin moved, seconded by Mrs. Reilly that the
plans for the additions be approved as submitted.
Carried.
Mr. McCarthy abstained.

Michael &amp; Sheila Dondiego, 508 Bellwood Avenue, Addition.

Peter Cole, Architect presented photos of the house as
it now exists and plans for the new addition. He stated that
the one car garage will be added to and made a two car garage,
that a dormer will be added over the garage, and columns will be
added to the front of the house, so that it will look more
attractive. He stated that the vinyl siding will be matched
and the tfew garage door will match the present garage door.
Discussion followed regarding the placement of the
dormer and the columns.
Mrs. Reilly moved, seconded by Mrs. Aloia that the
plans for the addition be approved as submitted. Carried.
3.

Village Wine &amp; Spirits Shoppe, 31 Beekman Avenue-Addition
and renovation work, first floor and installation of sign.

Architect for Mr. Rodriguez presented plans for the
proposed addition, which would include a retail liquor store.
Mr. Margotta stated that the applicant had received
approval from the Zoning Board and the Planning Board.
Mr. Rodriguez stated that the main entrance to the
apartments above would be on Lawrence Avenue, and the entrance
to the retail store would be on Beekman Avenue.
Discussion followed regarding the transferring of
the sign from his present retail store. It was stated that
the sign had previously been approved by the Board and could
be transferred to the new site.
Mr. Slavin moved, seconded by Mrs. Reilly that the
plans for the new addition be approved as submitted and that
approval be granted for the relocation of the present sign
from across the street to the new location at 31 Beekman Avenue.
Carried.
4.

South Paws North, 11 Beekman Avenue-6 1 Satellite DishCont inued.

Representative for CEP Satellite Installers outlined
the plans for the installation of the satellite dish. He stated
it would be black mesh design, approximately 95 pounds in weight,
and would be installed on the front of the building between two
dormers. He stated it would not be unsightly. He stated it - —
could not ^e -installed at the rear of the building due to the ~
height of_the trees. He also stated there was a ham radio
antennae across the street which is visible to the public.
He presented pictures of)*the type of dish to be installed.

Discussion followed regarding the most feasible
place for the dish in order to receive the best reception.
Mr. Slavin moved, seconded by Mr. McCarthy that the
plans for the installation of the dish, seven feet by eight
inches high, be installed on the center of the roof between the
two peaks, and that permission be granted only to South Paws
North. Carried.
Mr. Nazemetz stated that the next meeting of the
Board will be on October 27th, 1993.
There being no further business to come before the
Board Mr. Slavin moved, seconded by Mr. McCarthy that the same
be duly adjourned. Carried.

Chairman Nazemetz called the meeting to order at 8:05 PM.
Louis Falasca made a motion to include the Chairman as a voting
member since there were not enough members present for a quota,
seconded by Sean McCarthy and carried.
Brian Slavin then arrived, therefore the motion was stricken.
1.

Mr. &amp; Mrs. Jacobsen- 534 Bellwood Avenue- Erect second floor
family room over garage
Mr. Jacobsen commented that they are proposing to build a family
room over the garage.
The Board reviewed the drawings of the proposed room which showed
four skylights, two in the front and two in the back. Discussion
ensued on the skylights as to whether they should be lined up
with the windows. Discussion also ensued on the gas burning fire
place and if the chimney would be in brick (veneer type).
Mr. Falasca made a motion to approve the skylights as an addition
to what Mr. Jacobsen has requested. The skylights should be
centered over the windows below in the front on the west side,
chimney should have a matching veneer surface (as close as
possible), motion seconded by Mrs. Aloia and carried.
2. Hudson Valley Writer's Center- Philipse Manor Station-new roof
Mr. Margotta commented that the Metro-North railroad will issue
building permits and CO's, not our building department. Also, the
Building Inspector does not do the inspection. They are just
appearing before the Board tonight as a courtesy.
Donal Stever, member of the Hudson Valley Writer's Center Board
and Joanne Talle, architect were representatives for the Writer's
Center. Jim Nazemetz showed a sample of the new shingles for the
roof which he had been given. Mr. Falasca asked what will be done
about the asbestos found on the existing roof. Mr. Stever stated
that a certified asbestos contractor has been hired for the
removal. Mr. Falasca moved to approve the new roof, second by
Mrs. Aloia and motion carried.

�3. Emma Serine- 9 Lawrence Avenue- New Construction
Bob Barstow, architect for the construction showed drawings for
the new building which will replace the old garage that is
presently there. He commented since this is in a fire district,
materials used must be non-combustible. The building will be
mixed use, commercial/residential with an office on the bottom
and an apartment on the top.
Discussion ensued on the location of the exterior door for the
second floor apartment suggesting having one common entry for
the first and second floor.
Also discussed was the parking
situation.
Mr. Barstow commented that the exterior walls will be a special
brick front of which he showed a sample; the color will be terra
cotta. He stated that it must be masonry because it is located in
a fire district.
Mr. Slavin moved to approve plans as submitted in original plans
with one common doorway in the front or double front doors as
discussed,
motion seconded by Mr. Falasca and carried. The
revised copy of the ARB application to be kept on record.
4, Ana LeRoy(Psychic'a Office) 35 Beekman Avenue- Continued Sign
The applicant commented that the proposed sign would be ruby red,
triangular neon about 5 1/4 inches, the awning is on hold. This
temporary sign will be removed when the awning is installed.
Mr. Falasca moved to approve the temporary permit to install the
neon sign until the end of April 1994 which is then to be removed
and replaced by the "to be approved awning", motion seconded by
Mr. Slavin and carried.
Approval of Minutes
Discussion ensued on the satellite dishes that were installed at
South Paws on Beekman Avenue. The minutes of September 22, 1993
do not reflect what is actually installed on the roof.
Mr. Slavin moved to approve the minutes of September 22, 1993
subject to the outcome of the small satellite dish situated in
the front of the building and the location of the larger one,
Mrs. Aloia seconded the motion and carried. Mr. Margotta will
speak to the owners of the bar regarding their location.
Since the next meeting of the ARB will fall on the day before
Thanksgiving, the meeting will be held on Monday, November 22,
1993 instead.
There being no further business, the meeting was adjourned.

Architectural Review Board was held on November 22nd, 1993
at 8:00 P.M. in the Village Hall, 28 Beekmnn Avenue, North
Tarrytown, New York.

Minute s-Mr. McCarthy moved, seconded by M r . Falasca
that the minutes of the meeting held on October 27th, 1993 be
approved as submitted.

1.

South Paws North, 11 Beekman Avenue-Satellite

Dish.

Chairman Nazemetz stated that the Board had
received a copy of the letter that was sent to South Paws
North regarding the installation of Satellite Dish.
Mr. Chuck Zipser, Installer of the dishes stated
he was asked to come to the meeting.
He stated the small
antenna had been installed prior to the installation of the
large one. He also stated it was unsafe for him to install
the dish where the Board had wanted it, and the job was more
difficult than anticipated, due to the pitch of the roof.
He would be willing to lower the pole four to five feet so
it is not noticeable.
Mr. Slavin stated the Board had approved the
installation of one dish and nothing more. He stated that
Mr. Zipser never mentioned that the dish was going to be
mounted on a pole which would be higher than the roof.
Mr. Nazemetz stated he and other Board members
had inspected the site after the last meeting and there
were no dishes on the building.
He stated that the Board
had granted permission for the installation of the dish
between the two peaks on the east side of the building.
After a discussion, Mr. Slavin moved, seconded by
Mr. Falasca that the pole on the main mesh antenna be lowered
as much as possible without losing reception, and the small
white satellite dish be moved to the left side of the buildin
as far back as possible, and the matter to be finally approve
by the Board at their meeting to be held in January. Carried.

Street-Repair

&amp; Renovation

Ron Turnquist, Architect presented plan for the
repair and renovation of 47 Clinton Street.
He stated that
the building was a four story brick and masonry apartment
house with stores on the ground floor. Mr. Turnquist outlined
the various items to be renovated.
After discussion Mr. Falasca moved, seconded by
Mr. Menendez to approve the plans as submitted, approval
to include the signs.
Carried.

Mr. &amp; M r s . Dominick Fanelle, 109 Bedford
single family dwelling.
Mr. Fanelle presented

Discussion followed regarding the height of the
proposed building, retaining wall and stairs into the house.
Mr. McCarthy moved, seconded by Mr. Falasca that
the Architect, Diane Algretti present plans showing front
grade elevation to be continuous across the front of the
house and revise the site plans as necessary to accomodate
extra stairs as requested without eliminating the driveway
turnaround;
Elevation as listed on Westchester Modular
Homes drawing #1 adding four windows to the west side elevation
and eliminating the door and also including the floor elevation
as submitted on the drawings with a single door with side
lights, including the trim.

Mr. Larry Rodriguez stated he had presented a
sign application for the Board's approval.
Mr. Slavin stated that the type of sign requested
is not permitted by the Code and stated that the Board cannot
allow advertising only his place of business.
After a discussion regarding types of signs, cost
of signs and where they could be installed Mr. Falasca moved,
seconded by Mr. Slavin to approve a sign 24 x 30 that read
•'Valley Street Business District", styling of lettering
and colors to be discussed upon approval by the Village
Board of a mockup. Carried.
Mr. Margotta suggested that Mr. Rodriguez confer
with Mr. DeFeo regarding making up a mockup of the sign.
Mayor Treacy explained to the Board that sometime
ago there was a grant received from the County which paid
for signs on a fifty-fifty basis, with the owners paying fifty
percent of the cost.
He also stated that the Village cannot
pay for the signs.
Mayor Treacy stated that the Village Board needs
a sign approved by the ARB before the Village can apply for
additional funding from the County.
Mr. McCarthy stated he felt it was up to the businesses
to advertise they were in the Valley Street Business District.

Mr. Nazemetz stated that the next meeting of the
Board would be held on December 22nd, 1993.
There being no further business to come before the
Board, Mr. Falasca moved, seconded by Mr. Slavin that the same
be duly adjourned.

A regular meeting of the North Tarrytown Architectural

Chairman Nazemetz called the meeting to order at
8: 10 P.M.
Chairman Nazametz stated that the Board was only
a review Board and the Board should only make recommendations.
He also stated that changes can add to the cost of the building'
and the Board should keep this in mind when making recommendations
MINUTES
Mr. Slavin moved, seconded by Mr. Falasca that the
Minutes of the meeting held on November 22ns, 1993 be approved
as submitted. Carried.
1.

A Ruivo, North Washington Street-Continuation.

Mr. Sam Viera, Architect, reported on the roofs and
stoops and presented revised plans for the Board to review.
He stated that windows on the rear of the building were moved
to the side and there are now four windows on the north side.
He also stated that lights will be installed on the front of
the building.
Discussion followed regarding the pitch of the roof.
Mr. Viera stated he had discussed the matter with the Engineer
who recommends a 6 over 12 roof and that the A over 12 roof
requested by the Board was substantially more costly. He also
stated that the 6 over 12 roof would be fitting to the neighborhood .
After a discussion, Mr. Falasca moved, seconded by
Ms. Reilly that the plans previously approved be abandoned and
that the revised submitted plans be approved as submitted and
the roof be 6 over 12 and that lights be installed as agreed
upon. Carried.

Howard S. Raabe, J r . , 18 Hemlock Drive-Addition.

Mr. Raabe presented plans for the addition for the
Board to review. He stated that the addition is in the back
of the house and will be visible on the Fremont Road side.
Mr. Raabe stated that the plans call for renovations
to the kitchen and the construction will match the rest of the
house .
After discussion, Mr. Falasca moved, seconded by
Mrs. Aloia to approve the plans as submitted. Carried.
3.

George Samaras, 175 Valley Street-Mike's Deli-Signs.

Mr. Samaras presented drawings of the proposed sign,
which is to be erected at 175 Valley Street. He stated that
the sign will be approximately 2 x 6 and will be instaled
over the window of the office. He also stated there will be
a neon sign inside the window which will say "Moneygram".
He stated he will be open in the evenings.
Mr. Margotta stated that Mr. Samaras has a Franchise
from American Expresss and the sign presented is their usual
sign.
Mr. Samaras stated that the new office will be a
separate business from the Deli and therefore he needs another
sign advertising his business.
After a discussion, Mr. Falasca moved, seconded by
Mr. Slavin to approve the request as submitted and that a vari
be granted as to the type of sign as it is a business sign.
Carried.
Mr. Samaras stated that the sign is a world wide sig
and is approved by American Express.
Chairman Nazemetz directed Mr. Samaras to submit
a drawing of the proposed neon sign for the Board to review
at their next meeting.
OLD BUSINESS
Chairman Nazametz stated that a neon sign had been
installed in the "China House" restaurant which had not been
approved by the Board.
Mr. Slavin moved, seconded by Mrs. Aloia that the
Building Inspector issue a summons asking them to remove the
sign. Carried .

�-3Discussion followed regarding the changes to the
awning previously approved for Miracle Ear next to White Front
Market on Beekman Avenue.
Mr. Slavin moved, seconded by Mrs. Aloia that the
Building Inspector issue a summons directing the owners to remove
the sign and submit application to the Board requesting a change
to the awning sign. Carried.
Discussion followed regarding the installation of
antennas on buildings and it was agreed that in the future,
plans and specifications be submitted with the application
for the Board to review.
Chairman Nazemetz stated that the next meeting of
the Board would be held on January 26th, 1994.
There being no further business to come before the
Boare, Mr. Falasca moved, seconded by Mrs. Alois that the
same be duly adjourned. Carried.
