Now therefore be it resolved that the Sleepy Hollow Board of Trustees hereby approves the attached speed hump policy. Moved: Trustee Gebler Seconded: Trustee Leavy Vote: Unanimous �Village of Sleepy Hollow Speed Hump Policy Purpose of the Program The Village of Sleepy Hollow Residential Speed Hump Program has been established to address certain neighborhood traffic concerns of the residents of Sleepy Hollow. This program was developed based on the experiences of numerous communities throughout the United States as well as documented studies of Speed Humps by the Institute of Transportation Efigineirs, the New York State Department of Transportation and other organizations and agencies. The purpose of this program is to reduce the speed and volume of traffic traveling on residential streets. Although it is realized that each situation is unique, the policies and procedures outlined in this document are t6 be applied uniformly to ensure that the Village's resources are used appropriately. In %ne cases, other traffic calming or engineering measures may be.jpor^ 6r equally-effective in 1 improving safety on a particular street. ' Operational Considerations: ® Speeds between humps have beenobseryed to be reduced between 20 and 25 percent on a v e r a g e . , ; • Speeds typically increase^proxiniajtely O.&friph midway between humps for each 100 feet of separation. « Studies indicate that trafficyolumes have been reduced on average by 18 percent depending on alternative routes available. • Studies indicate that collisions Have been reduced on average by 13 percent on treated streets (not adjusted for traffic diversion). • Possible increase in traffic noise from braking and acceleration of vehicles, particularly buses and trucks. Speed Hump Eligibility Criteria: In order for a roadway to be eligible for speed humps it must meet the following criteria: • Must be a residential street, not a State or Major road; (see definitions) • Must not be a common emergency response route; • The land use fronting street is zoned for residential use; • Installation of speed humps would not divert significant amounts of traffic to other residential streets; • Installation of speed humps does not provide an unreasonable liability or public hazard due to existing roadway conditions that cannot be changed; • Roadway conditions (horizontal and vertical curvature, roadway width and roadway surface) must be acceptable. 1 of 3 �Emergency Response Issues: -Concern over jarring of emergency rescue vehicles. -Approximate delay of between 3 and 5 seconds per speed hump for fire trucks and up to 10 seconds for ambulance with patient In-House Evaluation The first evaluation involves the screening of requested speed hump locations based on street geometric features and functional classification. Should the candidate street not meet these initial criteria, the Village Engineer will deny the request for speed humps. The criteria for this evaluation are: 1. The purpose of the speed hump program is to discourage traffic and speeding on local streets. Accordingly speed humps will not be permitted on any State roads or Major Village roads, (see definitions) 2. The street must be "primarily residential" with at least two-thirds (66%) of the affected street frontage being in Residential zoning districts as defined on the Village's Zoning map. 3. The street width must be less than 40' wide to indicate thestreet is not a wide arterial street. 4. The street must have a grade of 6% or less approabhing the hump location to avoid drainage problems and insure safe vehicle operation^ 5. The street must have no parallel local residential streets. If there are parallel local residential streets, the placement of speed humps could merely shift traffic to the adjacent street(s). If no more than two parallel local residential streets exist, a multi street request may be considered if accompanied by,evidence of support from all streets involved. 'v• r ' 6. The candidate street ,should have a minimum distance of 800 feet between existing stop signs or traffic signals. Streets with many stop controls would already cause the slowing of traffic, although not necessarily slow traffic between the controls. Consideration of Other Factors If the street meets the above requirements, the last evaluation is the consideration of "other" factors which could further support or detract from the candidate site. These criteria include: 1. History of accidents clearly related to speeding 2. Adequate street lighting and drainage 3. Other factors deemed appropriate by the Village Engineer and or DPW head. Temporary Speed Humps: The application process respects the opinions of neighborhood residents. Project areas will be ranked and those obtaining the highest ranking will be placed at the top of the list for temporary speed humps. To aid in providing consensus for the project, the Village will only allow for the installation of permanent asphalt speed humps after temporary, removable, speed humps have been installed on the street for a time period of approximately three months. Temporary speed humps will not be installed or allowed to remain in place during winter months to avoid damage due to snow plowing 2 of 3 �If you think speed is a factor on your street and are interested in participating in the process to apply for speed humps, please follow the instructions below. The following multi-step speed hump procedure is used to approve future speed hump locations in the Village of Sleepy Hollow: Existing Village installed speed humps may not be used as criteria for this policy, o Letter of request o ln-house evaluation of street functional classification and geometric features; • In house Traffic study (collection and evaluation of traffic volume and speed data); 0 Consideration of other factors; and, • Receipt and verification of a 75% petition from impacted block between intersections. • Letter of Request The first step in the speed hump process is to submit a letter requesting speed humps on your street. S I D E W A L K C A F E P O L I C Y : Mayor Wray started the discussion regarding sidewalk cafe permits. A public hearing to extend the season for sidewalk cafes was recently closed. Trustee Spiro said that the Chamber of C o m m e r c e still wanted time to weigh in on the proposed changes. Mayor Wray suggested tabling this item until next week to give the Chamber of Commerce time to reply. ST. McCarthy Tompkins, Village Clerk Anthony Bueti, Police Chief Sara DiGiacomo, Treasurer Sean McCarthy, Building Inspector Clinton Smith, Village Counsel At 7:03 p.m. Mayor Wray called the meeting to order with a pledge and a moment of silence for Miriam Frandsen, 104yo, longtime resident of Sleepy Hollow, passed away peacefully at home. Our thoughts are with the family and friends. Approval of Warrants: On a motion by Trustee Gebler, seconded by Deputy Mayor Rosenbloom, the warrant of $$675,594.35 was approved and the Treasurer was authorized to process bills in this amount. Motion carried. Approval of Minutes: On a motion by Deputy Mayor Rosenbloom, seconded by Trustee Leavy the minutes of December 10, 2019, were approved. Trustee Scaglione abstained. Mayor's Announcements: Mayor Wray wished Ms. Margaret Lukavic, a lifelong resident of North Tarrytown and Sleepy Hollow a happy 103rd Birthday. Mayor Wray thanked our Police Department for all their hard work; National Law Enforcement Appreciation Day was January 9th. Mayor Wray stated that NYCOM and other organizations are holding informative events this upcoming year and encouraged Board members and staff to attend. Martin Luther Kings' Holiday is Monday and Village Offices will be closed. �) Department Heads Report: Paula McCarthy. Village Clerkr addressed the Mayor and Board of Trustees (See attached Report) Matt Arone. Recreation Superintendent, addressed the Mayor and the Board of Trustees (See attached report) Chief Bueti. Police Department, addressed the Mayor and the Board of Trustees and reported that in 2019, the Police Department responded to 19, 333 calls for service, made 253 arrests and issued 3,332 summonses. A preliminary meeting will be conducted with staff at Phelps Hospital and 8 other agencies to discuss further planning on an upcoming drill. A meeting with the school's safety committee will take place soon to discuss last Friday's incident, which triggered a lock down an abundance of precaution throughout the school district. Chief Bueti stated that all past training and planning was a success during this incident. Many thanks to the Tarrytown Police Department for their assistance. The school faculty will also address this with the students. The PBA and PD will be doing their second annual "Sports Day with the PBA" in February. The PBA's Toy Drive in December was a success; over 300 toys and monetary gifts were donated and distributed to the children in the community. Police Officer Llivisaca has started his field training and the other 2 police officers are in the academy. Mayor Wray thanked the Sleepy Hollow PD and all other agencies involved for recently apprehending burglar that committed numerous home burglaries throughout the area. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Robert Guillen of Beekman Avenue addressed the Mayor and the Board of Trustees and stated that the cars speeding on Beekman Ave is a concern. He reported it to the Police Department. He suggested putting up stop signs to slow down drivers. Mr. Guillen, also complaint to the Board that the Police Department was ticketing cars for parking on the alternate side of the street in December 31st. He complaint that he was given a summons for parking on the sidewalk and double parking while helping his mother move a fridge. He believes he was issued the summons because he is Spanish. He also stated that the Police Officers take long breaks. Mayor Wray stated that the Village recently hired 3 Spanish speaking Police Officers and there are currently a total of 9 Spanish speaking Officers who are local residents as well. Mayor Wray stated the Village received a grant from NYS Department of Environmental Conservation, a "climate smart communities program" in the amount of $2,000,000.00 to relocate the Department of Public Works garage. Ongoing projects include the site being compressed with 150 thousand yards of clean soil, and a series of wick drains being installed. Mayor Wray also announced that the Circus Latino, which visited the Village in the past, will return in September and will be setting up at the Common. The circus is a celebration of the Bicentennial and will include holograms instead of live animals. The Village received a $160,000.00 grant from NYS for the circus events. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. Mike Savitsky of 11 River Street addressed the Mayor and the Board of Trustees and stated that last week's Trustee Leavy' presentation of the speed hump was very insightful. He also requested the Village Administrator solicit comments from residents residing in mixed used buildings with restaurants, regarding the sidewalk cafe proposal, before changing the current code. There were no further comments at this time. At 7:49 pm, Deputy Mayor Rosenbloom asked for a motion to go into executive session to discuss a personnel matter. (All born at Phelps; One at homeplanned) 260 of those births were from a single mother that also had a Paternity form completed from both parents & 2 certificates were mailed out in these cases. 1,474 Birth Certificate copies were processed & mailed for those 954 births in 2019. NYS Corrections completed were: 215 Birth and 22 Death. We helped Santa with 125 letters this past year. Special thanks to the Sleepy Hollow post office for allowing us to house a special mailbox that was for the North Pole only. The tree lighting, pictures with Santa and horse drawn carriage rides on Beekman Ave had a good crowd thanks to the mild temps. Everybody had plenty of cookies and other holiday treats. For the third year in a row, we hosted a painting class from the senior citizens at the Galgano Senior Center back on Friday, December 20th Over 25 seniors painted their own pictures and took them home. We are going to plan on another one near Valentine's Day. Special thanks to the high school chorus. Back on December 16th, they came to visit the senior citizen group and sang holiday songs for everybody. Ongoing: The After School Program has begun and will be ongoing for the rest of the school year. The program runs 2:30pm-6pm at the Galgano Center on regular schools days. We have50 kids enrolled in the program. $225 per month for a Sleepy Hollow resident. Youth basketball for 3rd-6th grade girls has been going well. To remind everybody, these grade levels were previously run through TNT, but with their cooperation, the recreation departments are now involved. Tarrytown is running the boys teams and Sleepy Hollow runs the girls' teams. We have a 3rd & 4* grade team and a 5th & 6th grade team and they both have had two games each already. We are running a Youth Wrestling Clinic for kids in grades lst-6th. 1st -3rd graders on Mondays and 4th-6th graders go Wednesdays. $40 per participant and it will be held in the wrestling room at the high school. 6pm-7pm. 1st & 2nd grade basketball clinics began on Friday the 10th. We have over 30 kids in the class that meets at 3pm at Morse School. Senior Programs: Yoga on Mondays, Senior Fitness Classes Tuesdays, Wednesdays and Fridays, Walking Club Thursday mornings and Knitting group on Fridays. Also, the next ceramics class is scheduled for Thursday the 31st at 1:15pm. Spring programs: Planning on Tee-Ball for 4 & 5 year olds in April, a new Pickle ball program for adults also in April and save April 11th as the date for the Spring Egg Hunt at Douglas Park. Parks Items: I'm still working on the heating units at the platform tennis courts. The actual heaters were installed, however we are still organizing the propane heating plans. Thankfully, we haven't had any ice or snow that the heaters have been needed yet. Two new park benches were put together by our parks department and placed at the new playground at Douglas Park. Also, the parks staff has been busy putting together new picnic tables for all the parks. The new utility tractor for the parks department arrived last month and we are working on getting it registered and insured so we can start using it. I met with a second fence company at the lighthouse Friday to get some more ideas and prices to fix the fencing along the rails that are part of the structure and on the little bridge. The chicken wire needs to be removed. Other Items: I have been continuing to attend the Athletic Study Committee meetings up at the school. Members of the community that have an interest in our athletic programs are being educated on many different topics by the athletic director Michael Gullino. If our residents haven't done so already, they should create their own Community Pass account so they can register for rec programs on-line. On a motion made by Trustee Gebler and seconded by Trustee Leavy and carried unanimously the Board came out of special session. �LOSAP PRESENTATION: Bob Sagistano and Vincent Puleo of Hometown Firefighter Services addressed the Board to discuss the LOSAP program. LOSAP stands for "Length of Service Award Program". It is a way in which volunteer fireman and ambulance workers can receive financial benefit for their service to the Village in an effort to retain and recruit volunteers. Mr. Sagistano provided the Board with a handout that explained the program. There are a variety of options that the Board can choice from and if the Board agrees to enter into this program, it would have to go to a public referendum. Discussion ensued. PUBLIC HEARING ON FLOATING ZONES: Discussion related to floating zones was tabled to give the Village Board time to review comments made by the Planning Board. SIDEWALK CAFE POLICY: Discussion related to sidewalk cafes was tabled. AMEND STORM WATER MAPPING GRANT CONTRACT: The Board reviewed a draft resolution to amend a contract related to a storm water mapping grant. The contract has to be amended because the original company that was awarded the bid was acquired by another company. The Board was amendable to approving this resolution. BEEKMAN AVENUE SIDEWALK PROJECT: Mr. Giaccio informed the Board that plans for the Beekman Avenue Sidewalk Project have been completed and are ready to go out to bid. The Board will need to authorize soliciting bids for this project. Mayor Wray requested that this item be on the next Board meeting agenda. AFTER-SCHOOL PROGRAM COUNSELOR: The Board discussed a request made by Recreation Superintendent, Matt Arone to hire an after-school program counselor. The Board was amendable to approving this request. ACKNOWLEDGE KIDS CLUB MILESTONE: Trustee Gebler informed the Board that the Kids Club is been an organization for ten years and asked that the Board acknowledge this milestone. During the ten years, the Kids Club has contributed over a million dollars into the community. The Board thanked the Kids Club for the work that they do. KAYAK RACK FEE: The Board discussed setting a rental fee for the kayak rack at Horan's Landing. The Board agreed that $225 per season is an appropriate fee as recommended by the Recreation Superintendent. Mayor Wray requested that this item be on the next Board meeting agenda. Present: Mayor Kenneth G. Wray Deputy Mayor Glenn Rosenbloom Rachelle Gebler Denise Scaglione John Leavy Sam Gonzalez Trustees Sandra Spiro (Absent) Also Present: Anthony Giaccio, Village Administrator Rich Gross, General Foreman Mayor Wray called the work session to order at 7:00pm. DURACELL CLEAN-UP PROJECT UPDATE: Mike Doherty and Bryan Turner of AECOM Engineering updated the Board on the status of the Duracell clean-up project. 90 properties have been remediated with 2 property owners refusing to participate in the clean-up program. Village owned properties were also remediated including the senior center, ambulance building and parts of Barnhart Park. The Board had several questions. Discussion ensued. FLOATING ZONES: The Board discussed a proposed local law to establish floating zones for Village owned properties. A public hearing on this matter was recently closed. The Board was in favor of adopting this local law with one change to the wording. Mayor Wray said that the Board will vote on this item during special session. SIDEWALK CAFE POLICY: The Board discussed a proposed local law to extend the timeframe of the sidewalk cafe permit. A public hearing on this matter was recently closed. The Board was in favor of adopting this local law by extending the permit to be year round. Mayor Wray said that the Board will vote on this item during special session. PARKING RESTRICTIONS: A memo was submitted to the Board by DPW General Foreman, Rich Gross to change parking hours on Valley Street, Cortlandt Street and New Broadway. The purpose of these changes is to make the street sweeping schedule more efficient. Some business owners have also requested these changes. Trustee Leavy was concerned about how the parking restrictions would affect residents that park on these streets. �Mayor Wray asked Mr. Gross to provide the parking restrictions and street sweeping schedule on all the side streets in these sections of the Village. The matter was tabled. ANTI-SEMITISM RESOLUTION: The Board reviewed a draft resolution to support an effort to end anti-Semitism and other forms of intolerance. Other communities in Westchester and Westchester County have passed a similar resolution. The Board was in favor approving this resolution. Mayor Wray requested that this item be on the next Board meeting agenda. COURT TRAINING: A request was made by the Court Clerk and Assistant Court Clerk to attend a training seminar in New York City. The cost of this seminar is $693.26. The Board was amendable to approving this request. Mayor Wray asked that this item be on the next Board meeting agenda SPECIAL SESSION On a motion made by Trustee Scaglione and seconded by Deputy Mayor Rosenbloom, the Board moved to special session. Motion was made by Trustee Gebler, seconded by Trustee Leavy to adopt the floating zone local law number 1, 2020. Motion passed 6-0. Motion was made by Trustee Scaglione, seconded by Trustee Gebler to adopt the sidewalk cafe permit local law number 2, 2020. Motion passed 6-0. On a motion made by Trustee Gonzalez and seconded by Trustee Scaglione and carried unanimously the Board came out of special session. At 7:45 the work session was adjourned. Approvat of Warrants: On a motion by Trustee Gebler, seconded Deputy Mayor Rosenbloom, the warrant was approved and the Treasurer was authorized to pay bills in the amount of $423,724.67. Motion carried. Approval of Minutes: On a motion by Trustee Gebler, seconded by Deputy Mayor Rosenbloom, the minutes of February 4, 2020 were approved. Motion carried. Trustee Spiro abstained. Mayor's Announcement: Mayor Wray announced: - Monday, February 17, 2020 is President's Day. Village Offices and Public Works will be closed. Bulk pick up and all garbage routes will be picked up on Tuesday, February 18, 2020. - Tuesday, February 18, 2020 is the meeting of the Board of Assessment Review. Residents can drop of their taxes grievances prior to at the Clerk's office or come in person between the hours of 4 pm - 8 pm. - Congratulations to our DPW employee Clarence Sharrock and his wife, who recently welcomed a baby girl, Lucy Mae. �Department Head Reports: Police Chief Bueti reported: - To date this year answered 2,071 calls for service with 27 arrests and issued 486 summons. - Met with Phelps Memorial Hospital about setting up active shooter drills. First step will be a walk through with our first responders to learn about any sensitive areas. - Attended the school safety seminar at the high school. There was a good question and answer segment that addressed the process and what was learned from recent events. - Secured Police Enforcement Assistance for upcoming events such as the Sleepy Hollow marathon and the Saint Patrick's Day parade. - Thursday, February 20th is the Annual Sports Days with the PBA from 1012:30 for Grades K-5 at the high school. There is still time to sign up. Sponsored by Kendall on Hudson. - Friday, February 20th PBA will be hosting a Coffee at Kendall with the residents. - Working on another Community Event this June at the Senior Center with a more extensive question and answer period with the officers. Public Comments: Mayor Wray opened the meeting to the public and invoked the 3-minute rule. Osha Casper Hernandez along with the Inzar and Smith families, addressed the Mayor and the Board of Trustees on behalf of Gerald Inzar Jr., the owner of a local barbershop, who recently passed away, and asked if the corner of Cortland Street at the island could be named after him to honor all he has meant to the community. The waterline project between the East Parcel and West Parcel preconstruction meeting scheduled for this Thursday, February 13th. Trustee Spiro inquired about reports of gas odor in numerous areas. Administrator Giaccio stated that this is a common condition that may happen when replacing old pipes, and safety measures are in place. At 7:27 p.m., Trustee Deputy Mayor Rosenbloom moved to go into Executive Session to discuss a personnel matter. Seconded by Trustee Gonzalez. Motion carried. At 8:04 p.m. Trustee Gebler moved to go out of Executive Session. Seconded by Deputy Mayor Rosenbloom. Motion carried. WITNESSETH: WHEREAS, the Village of Tarrytown is the owner of the free public library located in the Village of Tarrytown, known as the Warner Library ("Library"); WHEREAS, by continuing agreements between the two Villages above named, arrangements were made for the use of the Library by residents of the Village of Sleepy Hollow, and appointment of representatives of the Village of Sleepy Hollow to the Board of Trustees of the Library, in consideration of the payment by the Village of Sleepy Hollow of a portion of the total Library budget; WHEREAS, the Village of Sleepy Hollow wishes to continue to assure to its residents the use, services, and privileges of the Library; NOW, THEREFORE, the parties hereto agree as follows: 1. During the term of this agreement, the Village of Tarrytown ("Tarrytown') agrees to afford to all residents Of the Village of Sleepy Hollow ("Sleepy Hollow") the same use, services, and privileges of the Library as are afforded to residents of Tarrytown. 2. In consideration thereof, and subject to the limitations and requirements set forth below, Sleepy Hollow agrees to pay to Tarrytown dun.ng the term of this agreement sleepy Hollow's share of all costs and expenses of operating, maintaining, and repairing the land, building, and facilities of the Library (hereinafter "Costs of the Library"), excluding any expansion of, or addition to, the Library buildings or grounds. Any expansion of or addition to the Library buildings or grounds beyond minor alterations necessary for ongoing maintenance, shall be the subject of a separate agreement. 3. The Village of Sleepy Hollow shall provide to the Village of Tarrytown all copies of reports and/or work papers developed as part of the review and audit of the books of the Warner Library. 10. The Village Administrator for the Village of Tarrytown shall provide the Village Administrator for the Village of Sleepy Hollow a copy of the demands submitted by the C.S.E.A., which is the union that represents the full-time non-management employees. The Village Administrator for Sleepy Hollow shall provide, in writing, within one (1) week of receipt of the demands, recommendations concerning the demands that impact upon costs incurred by the Warner Library. 11. At all times during the term of this agreement, three of the members of the Board of Trustees of the Library shall be selected by the Board of Trustees of Sleepy Hollow and four of the members of the Board of Trustees of the Library shall be selected by the Board Of Trustees of Tarrytown. Each appointment to the Library Board of Trustees shall be for a term of five (5) years, in accordance with the provisions of the Education Law. 12. During the term of this agreement, the Board of Trustees of the Warner Library shall maintain on-going fundraising efforts. The funds generated from such efforts shall be used for the benefit of the patrons of the Warner Library, as determined by the Board of Trustees of the Warner Library. 13. Should a problem arise in which Sleepy Hollow and Tarrytown cannot reach a mutually satisfactory resolution with regards to the provisions of this agreement or the renewal of this agreement, third party arbitration will be exercised through the American Arbitration Association. The costs for such Arbitration will be a split 50/50 between Sleepy Hollow and Tarrytown. 14. One year prior to the expiration of this agreement, representatives for each Village shall convene for the purpose of establishing the terms and conditions for renewal of the Agreement. Should agreement be reached on a renewal Agreement, it will be subject to authorization from both Village Boards. 15. Members of the public were not able to attend the meeting in person due to the Covid-19 pandemic. There was a pledge to the flag and a moment of silence for the passing of Dr. Aida Cruz-Soto, Annette Camilleri, Charlotte Schienberg and Mark Minardi. County Executive COVID-19 Update: County Executive, George Latimer addressed by Board by phone to give a report on the COVID-19 pandemic - There have been 9,967 positive cases in Westchester with 42 cases being in Sleepy Hollow. 35,623 people in Westchester have been tested. 25 Westchester residents have passed away from the virus. - The County is increasing test sites and more testing is being done. The County Center will be set up as a temporary hospital. - Hospitalization has been down which is good. The County Center will be set ud as a temporary hospital - Bee Line Buses are running on a Saturday schedule with no charge. - Town's distribute Personal Protection Equipment (PPE) not the County. - The County's first responder policy assumes that all calls are COVID-19 calls. �- The State Health Department has set a new isolation release recommendation that the County has adopted as a policy. - County Parks are open for hiking and biking. - Economic Development has been studying the stimulus package to see how it will affect local businesses. - The County Help Line is still operating. - The County Board of Legislature is discussing extending the deadline for taxes to July 15 for hardship cases only. Trustee Leavy thanked the County for all the emergency equipment that they helped to provide. Mayor Wray thanked the County Executive for the update. Residents are also encouraged to make comments in writing. - A public hearing will be held on the Mayor's budget. Mayor Wray thanked the Sleepy Hollow Horseman Boosters who have been volunteering to feed first responders, nurses, doctors and other community members in Sleepy Hollow and Tarrytown. They have raised $4,500 for meals so far. Mayor Wray read the following statement: "Tonight's work session is being convened in accordance with the Governor's Executive Order Number 202.1, dated March 13, 2020, which suspends certain provisions of the New York State Open Meetings Law to allow a municipal board to convene a meeting via videoconferencing. In accordance with the Executive Order, the public has been provided with the ability to view tonight's work session and public hearing, and a transcript will be provided at a later date. There were no comments from the public. Village Treasurer, Sara DiGiacomo summarized the Mayor's budget. The proposed budget calls for a 3.6% increase for homestead properties and a 7.4% increase for non-homestead properties. Trustee Leavy asked what impact the pandemic will have on revenue including the Edge-on-Hudson project. Ms. DiGiacomo said that she expects that revenue from parking, sales tax and building department fees will be down this year. Trustee Gonzalez feels that there are areas in the budget that can be reduced. Trustee Gebler thinks that gasoline costs might be coming down. Deputy Mayor Rosenbloom said that the Board will look to keep taxes down because residents are suffering financially due to the pandemic. Mayor Wray thanked Juliet Leavy for providing him with a mask and emphasized the importance of everyone wearing masks and gloves in public places. Motion passed. 7-0. �Mayor's Announcements: There will be a food drive this Saturday sponsored by Senator Harckham's office from 12:00 to 2:00pm at the Village Hall parking lot. Mayor Wray recognized and thanked Trustee Scaglione, Trustee Gebler, Village Clerk Paula McCarthy, Community Liaison, Diana Loja, Recreation Superintendent, Matt Arone, Gulotta House and all organizations that have helped provide food for the community. Mayor Wray recommended that everyone sign up for e-mail blasts to get updates. Brush pick-up will be on the first and third Thursday of the month. Use of all leaf blowers has been suspended. Playgrounds remain closed. Parks are open to walk and bike through only. Alternate side of the street parking is still suspended. Senior citizens who need assistance should call the recreation department. Be safe and follow the Governor's orders to stay at home. Public Comments: Anne White of Kendal-on-Hudson spoke about her concerns regarding social distancing in Rockwood Hall and along the Kendal-on-Hudson trail. Joggers are of particular concern. There were no other comments Mr. Giaccio spoke and encouraged residents to respond to the Census to assure the Village is properly represented. Deputy Mayor Rosenbloom thanked the public for their comments Trustees Gonzalez said that a lot of tough decisions were made in an effort to keep the budget down.
