Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on
Tuesday, September 20th, 2005 at 7:00 P.M. in the boardroom at Village Hall, 28
Beekman Avenue, Sleepy Hollow, New York.
Present:

Mayor Philip E. Zegarclli
Deputy Mayor Mario DiFelice
Andy Murray
Rich Zieja
Tommy Capossela
Kay Grala
Richard Spota

Also Present: Dwight H. Douglas, Village Administrator
Robert Ponzini, Village Attorney
David Smith, Planning Consultant
Sean McCarthy, Village Architect
At 8:25 p.m. the Mayor called the Board into special session to act on the attached
resolutions as noted therein. On a motion of Trustee Zieja, seconded by Trustee Grala
and subject to the review and signoffof the subject Trustee subcommittee chairpersons
and the further review and approval of the Mayor and acting Village Treasurer the
warrant of September 20th, 2005 and any vouchers as consolidated in said warrant were
unanimously approved. Item "Code Enforcement", budget code 3620.414a, totaling
$4,453.75 was pulled for further elaboration.
At 9:00 p.m. on a motion of Trustee DiFelice, seconded by Trustee Spota the special
meeting was adjourned. On a motion of Trustee Zieja, seconded by Trustee Murray the
board went into executive session to review current litigation and personnel. No action
was taken during the executive session which ended at 10:00 p.m.

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Ratifying Consultant Service Contract Letter Agreement

WHEREAS, the Village of Sleepy Hollow has received a DEIS for the Wilson Park 17 lot
subdivision project in Tarrytown adjacent to the Village of Sleepy Hollow; and
WHEREAS, the Board of Trustees wishes that a thorough review be undertaken by an
independent planning firm to advise the Village on potential impacts from the project on
Village services and the environment; and
WHEREAS, pursuant to discussions with the Village's special planning consultant
attorney Joel Sachs of Keane &amp; Beane and interview by the Village Administrator,
Dwight H. Douglas, the firm of deary Consulting was recommended to perform this
task.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees herein ratifies the
Mayor's execution of the attached letter agreement for the review of the Wilson Park
project.

provide planning consulting services to the Villa| e of Sleepy Hollow regarding the
review of The Legends at Wilson Park project Drift Environmental Impact Statement
located in the Village of Tactytown.
As prinr ipal of Cleary Consulting, I have been involved with the preparation and review
of aeoret of Environmental impact Statement's throughout the metropolitan region. Our
familiar ty. with Sleepy Hollow and Tanytown, the professionals .responsible for
preparing the DEES, and the SEQRA praecaa gem rally, will allow far a timely, coat
effectivi: and efficient review of the DEIS.

Our assessment o f the DEB will include a careful c&lt; mparison of the accepted DEIS with
the adoTted Scoping Document, an evaluation of the adequacy of the narrative and
graphic discussion and presentation of (he project, existing environmental conditions,
potential unsaota and mmgarion measures, an asses roent of project alternatives, and an
overall iusestment of die technical veracity of the &lt; locument itself. Thw review can be
accomplished so that comment* can be delivered at he public hearing on the.20* of tbJa
month.
This wcrk can be accomplished tor a fee not to ex :ecd five thousand dollars (55,000),
and will be baaed on the attached hourly billing rites.
