                  <text>A regular meeting of the Board of Trustees was held on Tuesday, April 25, 2006 at 8
pin in Village Hall at 28 Beekman Avenue, Sleepy Hollow, New York.

Deputy Mayor DiFelice called the meeting to order with the pledge to the flag.
Approval of Minutes
Trustee Spota moved, seconded by Trustee Capossela to approve the minutes of
March 28, 2006, motion carried unanimously.
Trustee Capossela moved, seconded by Trustee Morales to approve the minutes of
April 3, 2006, motion carried unanimously.
Public Comments-None
Trustee Reports
Trustee Spota reported that he and Trustee Morales met with the Public Safety
Committee on Monday night. Lt. Campbell represented the Police Department,
Chief Hayes represented the Fire Department, Marco Faustino and Ray Tavano
represented the Ambulance Corp and Captain Rey represented the Auxiliary Police.
Chief Hayes and other firemen had expressed concerns regarding access of the fire
trucks to Washington Lane as well as some other streets.
Lt. Campbell and Captain Rey will be working on the paper work for the
background checks for the proposed new Auxiliary Police officers. The next meeting
of the Public Safety Committee will take place on May 22, 2006 in the board room at
7:00 pm.
Trustee Spota reported that Officers Nacke and Nelson successfully completed the
Radar Operator Course.
Officer D'Alessandro received a Certificate of Completion for the course in
environmental specialty safety conditions.
Trustee Capossela commented that he attended the Fire Chief's swearing in
ceremony on April 6th.

�Trustee Capossela reported on several recreation activities, such as the Easter Egg
Hunt held on April 15th, TNT and Ayso soccer season has started, Tarrytown and
Sleepy Hollow petite soccer started Friday, April 21st and will continue every Friday
until the end of May, Tiny Tot T-Ball for four and five year olds will start next
Saturday starting at 9:30am through May and June and the Lighthouse tours will
take place every other Sunday starting April 30th through September between 1-3
pm.
Concerts at Kingsland Point Park will take place every Wednesday evening during
July and August and the fishing derby is being planned between the two villages
starting Saturday June 10th at the Tarrytown Lakes and Kayaking on the Hudson
begins on Friday evening at 5 pm on May 26th through Labor Day.
Trustee Capossela commented that Jim Hart will give us a report regarding the
upcoming summer camp program.
Trustee Grala reported that the Recreation Committee met regarding the possible
Ferry Go Round but there needs to be a discussion regarding budget concerns.
She commented that she has asked Robin Pell to come in on Monday night to give us
a report.
Trustee Grala reported that the Library Board met on Monday and they are
working on obtaining grants to do renovations.
Trustee Morales reported that she attended a meeting at St. Teresa's Church
regarding a celebration for Father Gorman to be held on May 25th. Father
Gorman is being elevated to Monsignor.
Trustee Murray reported that the Tarrytown Rotary Club will be honoring the
Person of the Year who is retiring from the school board.
Wednesday night there is going to be an essay contest at the library sponsored by
the Historical Society.
Deputy Mayor DiFelice read the attached Public Works Report.
Administrator's Report
Dwight Douglas reported that the new Duracell parking lot is nearing completion
and striping of the lot will be taking place this week or early next week. The new lot
will be opened June 1st.
Mr. Douglas commented that we had several internal meetings with our engineer
regarding safety issues on Webber Avenue.
The blinking light on route 448 has been approved by the state. We should be
receiving the paperwork shortly.
The New York State DEP has approved temporary connection from our water
system to the Village of Briarcliff. We will be receiving the paper work for that very
shortly.

Old Business
Trustee Capossela commented that the board received a letter from the Edwards'
family at 20 Pine Street requesting a handicap parking space in front of their home.
Dwight Douglas commented that ho would pass this on to the Police Committee for
their review.
Trustee Capossela commented that Lenny Galgano on Sleepy Hollow Road wanted
to know what the status was of his request regarding the parking restrictions on
that street. Mr. Douglas commented that the Police Committee was reviewing it.
Trustee Murray commented that someone needs to be appointed to the
Architectural Review Board since they are very short on members.
New Business
Trustee Grala commented that Cablevision is considering increasing their fees to
those people who have subscribed to it.
Communications, Petitions &amp; Requests
Village Clerk read letter from Soapy's bar located at 111 Beekman Avenue
informing the village of their intent to file an application for a New York State
Liquor license with the New York State Liquor Authority. (Copy to Police Chief)
Village Clerk received letter from Las Caobas Grocery &amp; Restaurant located at 196
Cortlandt Street that they have filed an application to renew their liquor license to
sell beer with the New York State Liquor Authority. (Copy to Police Chief)
Public Comments
Mario Belanich commented on garbage that was left out on Good Friday and that
tickets should be issued.
Mr. Belanich asked for an explanation on the resolution regarding no turn on red.
Village Attorney, Robert Ponzini, gave an explanation.
Cynthia Sandler presented a petition from residents of the Manors regarding their
concerns about the proposed building on the former GM lot. (Part of Official
Minutes)
There being no further business, Trustee Spota moved, seconded by Trustee
Capossela to adjourn the meeting.

BE IT RESOLVED, that the Mayor and the Board of Trustees hereby rescind the
appointment of Mr. John Cavallaro as hearing officer to conduct a hearing with regard to the
Village Administrator's December 29, 2005 denial of the Section 207-c Application of Officer
Robert Sturgess, which was submitted to the Village Administrator on December 12,2005.

On behalf of our organization, Sleepy Hollow Families for a Legendary Waterfront, we
submit a petition signed by 164 residents of Sleepy Hollow regarding some of our
concerns for the GM/Roseland/Lighthouse Landing project.
Our neighbors in Philipse Manor with whom we spoke overwhelmingly agree with our
petition. We are continuing to consult with other Sleepy Hollow residents and with the
PM1A.
We are an interested party and would ask that you please send us copies of
communication regarding all the next phases of approval regarding the
GM/Roseland/Lighthouse Landing development.
