Present: Mayor Philip E. Zegarelli Deputy Mayor Mario DiFelice I Richard Spota Andrew Murray Kay Grala Sandra Morales Thomas Capossela Trustees Also Present: Dwight H. Douglas, Village Administrator Robert Ponzini, Village Counsel Diane Jacobsen, Village Treasurer Sean McCarthy, Village Architect At 8:00 p.m. the Mayor called the board into special session. The attached resolutions were acted on as noted therein. On a motion offered by Trustee DiFelice, seconded by Trustee Spota and carried unanimously at 8:25 p.m. the special meeting was adjourned and the village entered into executive session to review status of labor negotiations and personnel issues. Douglas Village Administrator �Meeting Date: Resolution # : 10/17/06 10/199/07 Resolution of the Board of Trustees of the Village of Sleepy Hollow Authorizing Submission of Grant Application to Fund Tree Planting WHEREAS, many trees were lost to the tornado on July 12, 2006; and WHEREAS, a Tree Planting Cost-Share Grant for Urban and Community Forestry in New York State is being offered by the NYS Department of Environmental Conservation. Grants are for a minimum of $2,500 and a maximum of $7,500, and all grants must be matched equally by local resources; and WHEREAS, such a grant would enable to Village to replace nineteen lost trees on Route 9 between Depeyster Street and Chestnut Street, on the corner of Beekman Avenue and Washington Street, on Pocantico Street just south of Elm Street and in Barnhart Park; and WHEREAS, the Village could offer labor and equipment for removing old tree stumps and planting the new trees as a portion of its required match. NOW, THEREFORE, BE IT RESOLVED that Philip E. Zegarelli, Mayor of the Village of Sleepy Hollow, is hereby authorized and directed to file an application for funds from the New York State Department of Environmental Conservation Urban and Community Forestry Program, in an amount not to exceed $7,500, and upon approval of said request to enter into and execute a project agreement with the New York State Department of Environmental Conservation for such financial assistance to the Village of Sleepy Hollow for tree planting; and BE IT FURTHER RESOLVED that the Mayor is herein authorized to take any and all such steps as are necessary to effectuate the intent of this resolution. Moved: Trustee DiFelice Seconded: Trustee Spota Vote: Unanimous �Meeting Date: Resolution #: 10/17/06 10/200/06 Resolution of the Board of Trustees of the Village of Sleepy Hollow Ratifying Two Terminations in the Public Works Department WHEREAS, in response to personnel issues that have arisen, two part time laborers in the Department of Public Works, Luis Lopez and Andre Tukes, have been terminated by the Mayor upon advice of the Viilage Administrator and Superintendent of Public Works; and WHEREAS, the termination decision was reviewed by and fully supported by the Village's Trustee Public Works Subcommittee. NOW, THEREFORE, BE IT RESOLVED that the full Board of Trustees hereby ratifies the Mayor's termination of Luis Lopez and Andre Tukes. BE IT FURTHER RESOLVED that a certified copy of this resolution be transmitted to the attention of Carolee Sunderland at the Westchester County Board of Elections. Douglas DATE: October 11, 2006 RE: Parking on Valley Street In response to a complaint from Gail Anderson that tickets were being issued for parking on Valley Street between College Avenue and Depeyster Street, I informed Ms. Alexander that the Board's action eliminating parking meters on the street were only done from the intersection of College Avenue to the municipal boundary at Tarrytown. Chief Warren and I then toured the Valley Street corridor in anticipation of the major construction to start on the senior housing project and are recommending that we bag the 20 meters on Valley Street between Depeyster Street and College Avenue in order to provide additional space for residents in the area. It appears that there is minimal utilization of these meters so that the economic impact on the Village budget would be nominal. Additionally, we have recommended that the alternate side hours for this section be a uniform banning of vehicles between the hours of 9:00 to 10:00 in the morning. This would discourage commuters from utilizing these spaces. Please advise as to how you would like to proceed with this. NOW, THEREFORE, BE I T RESOLVED that the Mayor in consultation with the Village Administrator and Building Inspector is herein authorized by the Board of Trustees to negotiate and enter into an agreement for said contract work not to exceed $9,500; and BE IT FURTHER RESOLVED the Mayor is herein authorized to take all other steps to effectuate the intent of this resolution.
