                  <text>A regular meeting of the Board of Trustees of the Village cf Sleepy Hollow was held
on Tuesday, October 24, 2006 at 8pm in Village Hall, 28 Beekman Avenue, Sleepy
Hollow, New York.

Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag.
He asked that everyone remain standing for a moment of silence for Carl Vegari,
Joe Cleary and Dorothy Henshaw, resident of Sleepy Hollow.
Approval of Minutes
Trustee DiFelice moved, seconded by Trustee Spota to approve the minutes of
September 12, 2006, motion carried unanimously.
Trustee Spota moved, seconded by Trustee Capossela to approve the minutes of
September 26, 2006, motion carried unanimously.
Trustee Capossela moved, seconded by Trustee Grala to approve the minutes of
October 3, 2006, motion carried unanimously.
Trustee Grala moved, seconded by Trustee Morales to approve the minutes of
October 17, 2006, motion carried unanimously.
Approval of Warrant
Trustee Morales moved, seconded by Trustee M u r r a y to approve the warrant of
October 24, 2006 subject to review and approval of department heads and Chairs
of committees and the approval and signatures of the Treasurer and Mayor, motion
carried unanimously. Total of the warrant is $408,409.24.
Mayor's Announcements
Mayor Zegarelli reported that the Headless Horseman Statue will be arriving early
on Halloween morning and will be installed that day.
Public Comments
Bill Kazura, a resident of 119 Depeyster Street had a complaint regarding owners
who do not cut the grass along the side of their sidewalk. He asked that someone
speak to the Pastor of St. Teresa's Church and the new owners of the Knapp
McCarthy property. H e also asked that a garbage pail be placed in that area of
Depeyster Street.

�The Mayor commented that he and Trustee DiFelice will meet with Father Gorman
regarding the issue of St. Teresa's church and the Building Inspector will check into
the other matter.
Mario Belanich commented that there is a gridlock by the call box near the
Immaculate Conception Church due to parking of cars from Sleepy Hollow High
School.
He mentioned the traffic light by the Horseman Diner should be changed because
the way it is set up will cause an accident.
He asked about the installation of the blinking light. The Mayor responded that we
got permission from the state to do so.
Sunny McLean of cable television addressed the board regarding technical issues on
the franchise.
Trustee Reports
Trustee DiFelice read the attached public works report.
Trustee Spota reported that he and Trustee Morales met with the Public Safety
Committee last night.
Lt. Campbell was also present. Sonja Hennessey represented the Ambulance Corp.
in the absence of Pete Dresden. She reported that the ambulance has responded to
330 calls and the revenue recovery has been very good.
The next meeting will be held on November 20th at 7 pm,
He reported that Officer Zekus, Office Bueti and Detective Quinoy received a
certificate of training for narcotics enforcement at the Police Academy.
He commented that the Fire Department has a problem with cars parking on both
sides of Hudson Terrace which will make it very difficult for a fire truck to get
through that street.
Trustee Capossela read recreation report regarding several upcoming recreation
events such as the Haunted Hayride which will be held on this Friday and Saturday
nights. The tickets are on sale for $10. and $15. at the door.
Philipsburg Manor is holding their yearly Legends Weekend.
Trustee Capossela commented that Joe DeFeo will have more trees planted on New
Broadway and Kingsland Point Park.
Trustee Grala reported that the Warner Library is in the process of renovating the
HVAC system. A grant request was put in by Tarrytown since this is their project.
They received $110,000. grant out of $625,000. that they applied for.

Trustee Morales read the attached Administration report.
Trustee Murray reported that he and Dwight Douglas met with Joanne M u r r y of
the Chamber of Commerce .
Administrator's Report
Dwight Douglas reported on several grants we have received ; $78,000. for
Kingsland Point bath house, $150,000. to restore the lighthouse, $100,000. plus grant
is still in the works from Nita Lowey.
A pre-construction meeting was held on the senior housing development on Valley
Street to discuss blocking a portion of Valley Street.
He commented that we have met with residents of Lawrence Avenue regarding the
issue of the pitch on that street.
A brief executive session was held to discuss the resolutions, but no formal action
was taken.

Immaculate Conception Church thanking him for all his help in making their Fall
Festival a success. (Placed in his personnel file)

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Contracting for Photosyms — Reservoir Project
WHEREAS, pursuant to discussions with Phelps Memorial Hospital regarding the siting of the
Village reservoir tank at Robin's Nest on their property, the Village has requested proposals to
produce visual simulations for the new tank site; and
WHEREAS, one such proposal provided by Creative Visuals, Inc. of 37 Happy Valley Road,
Bearsville, New York 12409 has been recommended by the Village Planning Consultants,
Saccardi &amp; Schiff, as appropriate and necessary for the completion of the preliminary FEIS for
the reservoir project at a total price of $3,598.50 and is attached hereto.
NOW, THEREFORE BE IT RESOLVED that the Board of Trustees herein authorizes the Mayor
to execute said letter agreement and to take such other steps as are necessary to effectuate
the intent of this resolution.

lowing is our proposal to render services in the production of visual simulations of the proposed water tank, "Alternate
A" as prepared by Dolph Rotfeld Engineering, P.C., located at Phelps Memorial Hospital, Village of Sleepy Hollow, New
York. Our study will include a two-man field team taking photographs with two cameras utilizing existing and manheld/placed references of approximately four visible view points, a letter of methodology and a photograph location map.
ASSUMPTIONS:
The proposed site location should be clearly staked by the Village's consultant prior to commencement of fieldwork.
A representative of Saccardi &amp; Schiff, Inc. will accompany Creative Visuals during the fieldwork for purposes of selecting
the visual simulation view points.
The quote for four visual simulations, letter of methodology and photo location map is $3,580.00 including two original
sets of the report. In addition to this fee, there will be delivery charges, FedEx 2-day delivery, at cost for approximately
$18.50 for 1 set delivered to your office + 1 set delivered to Dave Smith of Saccardi &amp; Schiff, Inc. The approximate total
fee wiU be 3,598.50.
The quote for three visual simulations would be 3,264.50 including two original sets + delivery.

Dear Bruce:
Pursuant to your prior communications to Mayor Philip Zegarelli and my subsequent
conversation with Keith Safian, this is to confirm that Phelps Memorial Hospital Center is amenable to
allowing the placement of a Village water tank at a location on the Phelps campus east of the Robins
Nest. Please regard the within as a letter of intent between Phelps Memorial Hospital Center and the
Village of Sleepy Hollow.
However, please be advised that pursuant to the laws of the State of New York, before the
location of the tank can be finalized and a binding agreement entered into between the Village and the
Hospital Center, various land use and environmental requirements must be followed by the Village.
However, in the interim, it would be appreciated if on behalf of Phelps Memorial Hospital Center, you
could sign the bottom of the within letter signifying that the Hospital Center is amenable to entering into
an appropriate agreement with the Village at the conclusion of the various land use and environmental
processes.

Resolution authorizing the execution of an IMA with the County of Westchester for the
Disposal of Municipally Collected Solid Waste
WHEREAS, the County of Westchester ("County") in 1967 undertook to investigate the problem
of Solid Waste disposal in the County and to formulate environmentally sound, and
economically viable solutions, and
WHEREAS, in 1974, pursuant to Resolution No. 162-1974, and as a result of the aforesaid
investigation, the County Board of Legislators ("County Board") adopted a Plan for Solid Waste
Disposal in the County pursuant to which the County undertook to assist municipalities with the
disposal of Municipally Collected Solid Waste, and place an emphasis on resource recovery, and
WHEREAS, the County entered into an agreement with the City of Peekskill dated January 25,
1979, relating to the construction and operation a Resource Recovery Facility in Peekskill, and
WHEREAS, the County Board approved Act No.32-1982 and created the District pursuant to
Article 5-A of the New York State County Law and inter-municipal agreements were executed
with the municipalities that comprise the District to guarantee the amount of Solid Waste
necessary to operate the Resource Recovery Facility, and
WHEREAS, the County entered into inter-municipal agreement with the various Participants to
accept Recyclables and Participants agreed to deliver all Recyclables they collected to the
County; and the County agreed to process the Recyclables at the Material Recovery Facility
which commenced operation on or about September 2, 1992, and
WHEREAS, the current inter-municipal agreement for solid waste and recyclables between the
County and the Participants including the Village of Sleepy Hollow ("Sleepy Hollow") will
expire on August 13,2006 and the parties desire to continue the efficient operation of the
District's Solid Waste Management and Disposal System, which all parties to the current
agreements fmd to be mutually beneficial, and
WHEREAS, the County has forwarded an Intermunicipal Agreement to Sleepy Hollow
incorporating those intentions and which will provide for the disposal of municipally collected
solid waste from August 14, 2006 through October 21, 2009, and
WHEREAS, Sleepy Hollow has determined that the execution of the agreement is in the best
interests of its residents and taxpayers,
NOW THEREFORE BE IT RESOLVED, that the Mayor is authorized to execute such intermunicipal agreement together with any supporting documentation on behalf of Sleepy Hollow.

Ratifying Termination in the Public Works Department
WHEREAS, in response to personnel issues that have arisen, a part time laborer in the
Department of Public Works, Tyrell Carver, has been terminated by the Mayor upon advice of
the Village Administrator and Superintendent of Public Works; and
WHEREAS, the termination decision was reviewed by and fully supported by the Village's
Trustee Public Works Subcommittee.
NOW, THEREFORE, BE IT RESOLVED that the full Board of Trustees hereby ratifies the

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Authorizing Bid Advertisement for Meter Vault Installations
Briarcliff Manor Water Interconnect
WHEREAS, pursuant to an IMA by and between the Village of Sleepy Hollow and Village of
Briarcliff Manor, an interconnect water system has been developed by the Village Engineer,
Dolph Rotfeld, to provide for interim supply of water to Briarcliff Manor and an emergency
interconnect to provide water from Briarcliff Manor to Sleepy Hollow; and
WHEREAS, pursuant to said IMA, Briarcliff Manor has agreed to pay fifty (50%) percent of the
cost of said installation; and
WHEREAS, said agreement includes both the upgrading of pumps at the Village pump station
which said work has already been completed as well as the construction of water meter pits
which can be read for the usage of said water.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Board of Trustees herein direct
the Village Engineer to prepare, finalize and advertise for bids for the installation of water meter
pits.

FRIDAY'S GARBAGE WILL BE PICKED UP ON THURSDAY. THURSDAY'S
GARBAGE WILL BE PICKED UP ON WEDNESDAY. ALONG WITH
RECYCLING.
THURSDAY, NOVEMBER 23 R D AND FRIDAY. NOVEMBER 2 4 T H VILLAGE
OFFICES WILL BE CLOSED IN OBSERVANCE OF THANKSGIVING DAY.
THERE WILL BE ONLY ONE PICKUP OF GARBAGE THAT WEEK FOR
EACH SECTION OF THE VILLAGE. MONDAY AND TUESDAY.
WEDNESDAY WILL BE ONLY FOR RECYCLING.
Hydrant flushing has started this week in the inner village from 8pm-12midnight
and will continue thru the 27th of this month.
Hydrant flushing will take place on Webber Park, Philipse Manor and Sleepy
Hollow Manor from October 30-November 3rd from 8pm-12 midnight.
There may be some discoloration of water. Residents are asked to run the water for
a few minutes before using.
Leaf season is upon us.
PLEASE DO NOT BAG LEAVES. WE WILL BE PICKING THEM UP WITH
THE VACUUM.
Street lite replacement is ongoing.
Tree trimming/removal is ongoing.
