Present: Mayor Philip Zegarelli Mario DiFelice Maria Rose DeMilia Andrew Murray Kenneth Wray Sandra Morales Kay Brown Trustees Also Present: Dwight Douglas, Village Administrator Diane Jacobson, Village Treasurer Robert Ponzini, Village Attorney Mayor Zegarelli commented that the Board has been in a work session since 6 p m and we will now open the Public Hearing on the budget. Trustee DiFelice read the attached Public Hearing notice regarding the budget. Before continuing with public comment section, the Mayor commented that we will continue with the Fire Department and Ambulance budget reviews. Todd Spota addressed the board with the requests from the Fire Department as did Jimmy Hayes from the Ambulance department. Budget Hearing Diane Jacobson, Village Treasurer, gave a formal power point presentation on the budget. Mayor Zegarelli then gave a brief summary of the budget. Before moving on to the public comment section, the Mayor commented that the Board will take a quick break and then he will swear in the new Fire Chief. Mayor Zegarelli swore in the new Fire Chief, John Korzelius, who will be replacing William Hennessey, Jr. who has resigned due to the fact that he is moving out of the village. The Mayor then presented William Hennessey, Sr. a set of wings to give to his son for a great job he did during his term as Fire Chief. M r . Hennessey commented that on behalf of his son, that he loved his job and thanked everyone. J o h n Korzelius, then appointed William Hennessey, Sr. as First Deputy Fire Chief and Richard Gross as Second Deputy Fire Chief. 1 �Mayor Zegarelli swore in both Deputy Fire Chiefs. Resolutions- Attached Trustee DiFelice commented that there are too many unresolved questions regarding the website and he asked that resolution R-l be tabled. See R-l which is attached. Public Comments Hugh Jones, 203 Hunter Avenue, President of the PMIA commented that there was a recent article about budgets throughout the villages and he showed a chart comparing villages and commented that the PMIA felt our proposed increase was too high in comparison with other villages of the same size. He commented that the PMIA is very pleased with the Department of Public Works who always respond very quickly to all situations and that we are well served by our local government. He then gave the Mayor and the Trustees copies of the chart. Mayor Zegarelli responded to Mr. Jones' comments and stated that we are in a different situation than other villages due to the fact that we have many more tax exempt properties in Sleepy Hollow than other villages. Trustee Wray thanked Mr. Jones for his comments and that the Board will take his comments into consideration. Don Caetano asked if there was any stability between the Town of Mt. Pleasant and Sleepy Hollow. Mayor Zegarelli commented that the Town of Mt. Pleasant backs us up very little. Mr. Caetano recommended hiring a Controller to control budgets and spending. John Zuppo, 278 Harwood Avenue commented that Sleepy Hollow is speci. • and we receive excellent services such as snow removal, etc. He commented that Le felt we need to figure out a way to create revenues such as shared services with Tarrytown. The Mayor commented that discussions have taken place with Tarrytown regarding this. We are already combining the summer day camp with them and it went very well last year. Mario Belanich asked about budget transfers in the budget. Diane Jacobson, Village Treasurer and Mayor Zegarelli both explained that we make budget transfers periodically rather than at the end of the fiscal year as was done in the past. Making transfers periodically works out much better. �In response to the chart presented by Mr. Jones, Village Assessor, Robert Balog gave a brief explanation on why Sleepy Hollow tax revenue is lower than other villages. He stated that if you examine our assessment roll, you will see that 65% of our properties are an exempt status. Mayor Zegarelli commented that we will now continue with our department heads presentation of their budgets. Village Attorney, Robert Ponzini commented that the public hearing should be closed and the department heads can continue with their budget presentations to the Mayor and the Board of Trustees. Trustee Murray moved to close the budget public hearing, seconded by Trustee Grala and motion carried. Joan Waters, Village Justice, Robin Pell, Recreation Supervisor, Joe DeFeo, Superintendent of Public Works and Angela Everett, Village Clerk/Assistant to Public Works then presented their budgets to the Mayor and Board of Trustees.
