August 21, 2007
The meeting was called to order by Mayor Zegarelli at 8:06 p.m.

The meeting was started with a prayer and a pledge to the flag.
Announcements:
Mayor Zegarelli requested a moment of silence for Bill Herlihy who recently passed
away.

a) Approval of minutes: 08/10/07 The minutes from the August 10, 2007 meeting were reviewed.
Trustee Demilia-Powers made a motion to approve the minutes as submitted subject to
any typographical errors and non-material corrections. Trustee Grala seconded. It was
unanimous (6-0).

�h) Approval of Warrants: 08/17/07 and 08/21/07 Trustee DeFelice made a motion to approve the warrants of August 17, 2007 and August
21, 2007 subject to the review, approval, and signatures of the Mayor, Department heads
and Deputy Village Treasurer. Trustee Grala seconded. It was unanimous (6-0).

c) Mayor's Announcements Mayor Zegarelli noted that the Village had received a second Con Edison turn off notice
for several properties.
Mayor Zegarelli stated that he has received a letter of thanks from the Hackley School
thanking them for their assistance with the recent fire on the site. He stated that the
school has donated $500 to the Village Fire Department.
Mayor Zeagrelli stated that the Leukemia/ Lyphomia Society Swim~a-thon event will be
held on September 9, 2007 at Kingsland Point Park.

d) Trustee Report Trustee DeFelice had nothing to report.
Trustee Demilia-Powers noted that the Administration Committee will be meeting in the
beginning of September.
Trustee Grala stated that several inspection reports have been received from the Village
Building Inspector. Trustee Grala also stated that the NTHA is in conformance with the
County's principles based on a recent audit.
Trustee Morales spoke about the joint summer camp meeting between the Sleepy Hollow
and Tarrytown.
Trustee Wray spoke about the Committee Intergovernmental Affairs meeting. He stated
that the Tarrytown Committee has some non-elected Tarrytown residents on the
Committee. He stated that the Committee's will meet soon.

e) Public Comments Don Catano of Lawrence Avenue asked about the proposed hiring of a new employee in
the Treasurer's Department.
Mayor Zegarelli responded that this item was pulled from the agenda until the Village
Treasurer returns from vacation.

�Don Catano stated that he has concerns with the Village's Finances.

i) Old Business There was none.

i) New Business Trustee Demilia-Powers noted that the Village has received numerous noise complaints
particularly regarding leaf blowers.
Robert Ponzini noted that the Village Code does not have t o be changed to enforce this
issue.
Trustee Wray stated that other municipalities have passed legislation to help keep the
noise levels down.
Robert Ponzini responded that laws can be written but it comes down to an enforcement
issue.
Mayor Zegarelli stated that the Code section should be reviewed to make sure that this is
properly covered but it should not be changed to b e too technical or restrictive.

k) Communications, petitions and Requests There was none.

Don Catano stated that all leaf blower manufacturers comply with NYS Code
requirements. He stated that if the leaf blower has been altered, a summons should be
issued.

Since there was no further business, the meeting was adjourned.
Trustee DeFelice made a motion to adjourn. Trustee Wray seconded. It was unanimous (6

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Authorizing Use of Rev. John Sykes Memorial Park
WHEREAS, the Foster Memorial A.M.E. Zion Church has requested approval to hold its
"Breath of Fresh Air/Community Outreach Day" on Saturday, September 22, 2007, at
Reverend John Sykes Memorial Park to begin at 12:00 noon and end at approximately 8:00
p.m.; and

NOW, THEREFORE, BE IT RESOLVED that the Mayor and Village Board herein authorizes
the use of Reverend John Sykes Park by Foster Memorial A.M.E. Zion Church to hold its
"Breath of Fresh Air/Community Outreach Day" on Saturday, September 22, 2007, to begin
at 12:00 noon and end at approximately 8:00 p.m.

of Lisanny Neris, 100 College Ave #8J, Sleepy Hollow, NY 10591, as a Parking Enforcement
Officer, effective 22 August 07 at the rate of $15.00/HR. Said appointment is subject to a
probationary period of twelve to fifty-two weeks and the approval of the Westchester County
Department of Human Resources.

WHEREAS, the Village participates in a twenty year retirement plan for its police officers in
accordance with section 384-d of the Retirement and Social Security Law; and
WHEREAS, under the Village's collective bargaining agreement with its PBA all police officers
are eligible for participation in the twenty year plan; and
WHEREAS, the Village has been advised that certain police officers are currently enrolled in
the twenty-five year plan rather than the twenty year plan; and
WHEREAS, the Village wishes to ensure that all of its police officers are enrolled in the twenty
year plan and has been advised by the Retirement System of the cost of transferring these
officers to the twenty year plan.
NOW, THEREFORE, BE IT RESOLVED, that the Village Administrator and Village Treasurer,
with the assistance of the Village's labor counsel, are authorized to take such steps as are
necessary to enroll all eligible Village police officers in the twenty year retirement plan.
