Present: Mayor Philip E. Zegarelli Kay Brown-Grala, Deputy Mayor Thomas Capossela Maria Rose DeMilia-Powers David Schroedel Kenneth Wray Karin Wompa, Trustees Also Present: Anthony Giaccio, Village Administrator Sean McCarthy, Building Inspector Diane Jacobson, Treasurer Robert Ponzini, Esq., Village Counsel Mayor Zegarelli called the meeting to order with a prayer and pledge to the flag. Approval of Minutes - None Approval of Warrants Trustee Schroedel moved, seconded by Trustee Grala, to approve Warrant 09SEP08 in the amount of $293,219.54. Carried 7-0 Mayor's Announcement- None Public Comments Mr. Mario Belanich of North Washington Street, Sleepy Hollow, NY, addressed the Mayor and the Board. He questioned the position status in R-l and Mayor explained that this resolution has been pulled per Trustees' request. Tom Miller, of Sleepy Hollow addressed the Mayor and the Board regarding the digital parking meters and asked the Board to reconsider its working conditions and costs. Trustee Capossela and Mr. Robert Ponzini responded and discussion ensued. Trustee Reports Trustee Schroedel reported meeting with the Finance Committee regarding equalization rate, the monitoring of employees' overtime, and the services of a new telephone system. He also met with the PMIA. l �Trustee Ca posse la read DPW report as follows: 1. Paving to be done on: Beekman Avenue between Teresa Street and Kendall Avenue on September 16 th and 18 th , and Valley Street between College Avenue and Wildey Street on September 16 th and 19 th , 2. Highland Avenue has been paved. 3. Damaged fire hydrant on Broadway and College Avenue has been replaced. 4. New Curbs are being poured on Manor Close. 5. Storm water drainage on Birch Close being worked on. 6. Steps from Millard to Train Station to be repaired in the future. 7. Met with Philipse Manor Boat Club to address their needs and endeavors. 8. Met with PMIA Board regarding DPW concerns. Trustee Capossela also read a Recreation report; please see attached. Trustee PeMiiia-Powers- reported that the Automobile Use Policy is being addressed. Senior citizen day trip to the Lobster Festival has been scheduled for September 19, 2008. Trustee Graia - Reported that the Warner Library received an award of excellence. The North Tarrytown Housing project is 80 percent completed and that the ribbon cutting ceremony is scheduled for October 29 th , 2008. Also, will follow up with Police Committee regarding parking issues in this area. Trustee Worn pa - Reported that all arrangements are in place for the Ferry-GoRound and Street Fair scheduled for September 14 th 2008. Trustee Wompa also discussed vandalism concerns for Halloween and is asking all parents to monitor their children's' whereabouts and to possibly enforce a curfew. Other measures are being pursued such as a strong police presence in the Village. Trustee Wrav - Reported meetings and discussions with Public Safety Committee and the Chief of Police regarding staff shortage in the Police Department. Also, other budget items were discussed, such as Barn hart Park, other parks and permits, technical concerns, and Halloween. Trustee Wray also suggested that joint meetings with the Village of Tarry town would be beneficial to the Village. Robert Ponzini responded and discussion ensued. Public Comments Mr. Don Caetano, of Lawrence Avenue, Sleepy Hollow, NY addressed the Mayor and the Board regarding the status of the Police Department. He asked why some Police Officers have resigned. Mayor responded; discussion ensued. 2 �Mr. Donald Caetano also suggested that the Village should enforce more traffic signs and speeding devices. He also recommended that a scooter to better patrol Kingsland Point Park should he used by the park staff and that there should be a parks' commissioner assigned to all parks. In regards to the parks, Mr. Caetano also suggested that all parties should obtain a liquor license when purchasing a permit. Mr. Caetano questioned the amount of salary raise that was approved by the Board to a recreation staff member. Trustee Capossela responded and discussion ensured. Mary Ellen Joy, of Riverside Drive addressed the Mayor and the Board and expressed her concerns for the cars speeding on Riverside Drive. She requested that the Village install more traffic signs and more Police patrol in that area. Ms. Joy questioned the amount of salary raise that was approved by the Board to a recreation staff member. Trustee Capossela responded and discussion ensured. She also expressed concern regarding Halloween. Trustee Wompa responded and discussion ensued. Mr. Belanich suggested that the Auxiliary Police Department be more useful and resourceful during Halloween. Mr. Belanich also suggested that a speeding machine should be installed in the Village for speeders. Mr. Belanich questioned the cost of changes with the telephone system. Trustee DeMilia-Powers responded and discussion ensued. Mr. Belanich questioned why calendar events are not always accurate. Mayor responded and explained that throughout the year, after calendar has been printed that times and events are subject to change. Administrator's Report - see attached. Resolutions - See attached. Old Business Trustee Schroedel complimented Sean McCarthy on a job well done on a local gas station upgrade. Trustee Capossela requested a senior citizen center report from Sean McCarthy. He also questioned status on Mr. Mike Krizman's tax assessment. Mr. Ponzini will follow up with Bob Balog, Village Assessor. Trustee DeMilia-Powers reported a letter that she received from a concerned former resident of Sleepy Hollow regarding care for Fremont Pond. The NYS DEC will provide a list of vendors to the Village, since the current vendor has resigned. 3 �Trustee Worn pa - questioned status of Assistant Building Inspector position. Trustee Wary - questioned parking status at the GM lot. New Business - Trustee Wray requested to schedule a meeting in regards to Valley Street parking. Trustee Wray also questioned speeding issues on New Broadway. Robert Ponzini responded and discussion ensued regarding traffic signs, bumps, and humps. Also discussion ensued regarding amplified music at the parks. Trustee DeMilia-Powers questioned Teresa and Irving Streets being closed once a year to have it remain private streets. At 8:55 p.m., Trustee DeMilia-Powers moved to adjourn the meeting and go into executive session; seconded by Trustee Wompa. The first swimmer w a s 15 years old & it took him 1 hr 39 minutes & the last swimmers came out after 3 grueling hrs. It w a s a fun exciting day in Kingsland Point Park, food, music, & cheering family & friends. *The Street Festival and Ferry Go Round w i l l be this weekend September 14 th , food 9 vendors, entertainment, The New York Red Bulls Soccer Demo, & The New York Rangers oao Tour & lots of community groups w i n oe performing. * The 2008/2009 afterschool program at Morse school is full for the year. *The Light house w i l l be opened on September 14 & 28 t h between 1:00-3s00pm. *Any senior interested in Meals on wheels or the senior van please c o n t a c t the recreation office for assistance. * Halloween activites: Haunted Hayride October 24 & 25 t h , Pumpkin painting and hayride October 18, Halloween Parade October 3 1 s t . CONTACT RECREATION OFFICE AT 366-5109 for any further information. �ADMINISTRATOR'S REPORT 9/9/08 1) KiNGSLAND POINT PARK OVER-PASS - After last week's discussion on the Kingsland Point Park Over-Pass, I contacted the County to get the information that the Board requested in writing. I talked to Joe Stout and I am still waiting for a written response from him, on who owns the bridge and whether or not the County will pay to help rehabilitate it. I will notify the Board once I receive that information. 2) TROPICAL STORM HANNA- There was only minor damage caused by Saturday's storm. We had a large tree that fell down out at Philips Manor, but I don't believe there were any power outages reported. 3) QUADRI-CENTENNIAL - Last week I met with Fiona Galloway from the Chamber of Commerce. Ms. Galloway is working on events for next year's quadra-centennial. She is helping to organize an art festival at Kingsland Point Park, which will be held on June 13th, 2009. More details to follow. We also discussed the possibility of organizing a triathlon out at Kingsland sometime in late August early September of next year. I'm working with Robin Pell to see if this is even feasible. If so, we will have to start planning for this event soon. �Meeting Date: Resolution #: 09/09/08 09/185/08 Resolution of the Mayor and Board of Trustees of the Village of Sleepy Hollow to Approve Salary Adjustment WHEREAS, Recreation Supervisor, Robin Pell, has submitted a written request to the Village Administrator recommending a salary increase for Allison DePaolo; and WHEREAS, both the Administrator and Recreation Committee have reviewed the request and have no objection to Ms. Pell's recommendation. NOW, THEREFORE, BE IT RESOLVED that the Mayor and Board of Trustees of the Village of Sleepy Hollow approve a salary increase for Allison DePaolo from $9.55 per hour to $14.00 per hour, effective September 3, 2008. Moved: Trustee Capossela Seconded: Trustee DeMilia-Powers Vote: 7-0 �Meeting Date: Resolution #: 09/09/08 09/186/08 Resolution of the Board of Trustees of the Village of Sleepy Hollow Accepting the Bid for Barn hart Neighborhood Sidewalk Improvements Project WHEREAS, on September 5, 2008 the Village received bid proposals for the Barnhart Neighborhood Sidewalk Improvements project (bid summary attached hereto; and WHEREAS, a low qualified bidder, Acocella Contracting, Inc. (herein "Acocella") has been identified with a low base bid amount of $463,930.00 and an additional amount for Alternate A of $49,500.00; and WHEREAS, the County Planning Staff as well as Village staff have reviewed the bid proposals and determined the bid of $463,930.00 to be acceptable and have recommended its approval. NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees herein accepts the bid of Acocella Contracting, Inc. for the base bid at a total amount of $463,930.00 and herein authorize the Mayor to take any and all such steps as are necessary to effectuate the intent of this resolution. Ail of the bid proposals received have been checked for mathematical accuracy and the totals shown on the spreadsheet represent correct amounts. The low bidder is Acocella Contracting, Inc. for the base bid ($463,930.00) plus the alternate (Alt. A $49,500) for total bid of $513,430.00. We recommend the Village award the base bid to Acocella Contracting, at the next Village Board meeting, based on the construction budget $495,000.
