Present: Mayor Philip E. Zegarelli Kay Brown Grala Thomas Capossela Karin T. Wompa Maria Rose DeMilia-Powers David L. Schroedel Kenneth G. Wray Trustees Also Present: Anthony Giaccio, Village Administrator Robert Ponzini, Village Counsel Diane Jacobson, Treasurer Jimmy Warren, Police Chief Sean McCarthy, Building Inspector Rich Gross, General Foreman Mayor Zegarelli called the meeting to order at 7:00 p.m. EXECUTIVE SESSION On a motion made by Trustee Schroedel and seconded by Trustee Capossela, the Board moved to executive session to discuss legal matters related to General Motors. At 8:20 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Capossela and carried unanimously the executive session was adjourned. PRESENTATION ON PHONE SYSTEM - Dennis Bobet from Met Tel gave a report on the Village's phone system. Trustee Grala recommended referring the matter to the Administration Committee. PRESENTATION BY ASSESSOR - Village Assessor Bob Balog gave a report on the equalization rate, senior tax exception and a grievance settlement. BUILDING DEPARTMENT REPORT - Building Inspector Sean McCarthy gave an update on the search for an assistant building inspector. 1 �SENIOR CENTER - Building Inspector Sean McCarthy gave a report on the status of the senior citizen center. The Village Board was given plans for the new building. Mr. McCarthy expects to have the bid documents prepared by October 14. Mr. McCarthy also gave a report on environmental compliance as it relates to the senior center. SEWER DAMAGE CLAIMS - Village Attorney Robert Ponzini recommended settling several sewer damage claims. VEHICLE USE POLICY - The Village Board reviewed a new Village vehicle use policy proposed by Trustee DeMilia-Powers. VALLEY STREET METERS - Trustee DeMilia-Powers gave a report on keeping meters off Valley Street and looked into permit parking. SPEED HUMPS - The Board recommended putting speed humps in certain areas of Philips Manor to discourage speeding. Robert Ponzini said that it was legal to do so as long as they comply with traffic safety rules. Sean McCarthy will determine what needs to be done in terms of signage. The Department of Public Works will install the speed humps. AMPLIFICATION IN THE PARK - There was a discussion about placing restrictions on groups that play music in the parks. The recreation committee is looking at all of the policies related to the parks, which will include this issue. CLAIMS AND BUDGET TRANFERS - Diane Jacobson gave the Board documents for review related to claims and budget transfers. HALLOWEEN - Trustees Wompa gave a report on a meeting that took place on Monday, September 15, 2008. The meeting was held in response to complaints from the Philips Manor Improvement Association (PMIA) regarding mischief on Halloween night. The residents feel that last year, unruly crowds of teenagers caused damage and created an unsafe environment. The PMIA has requested that the Village take action on this matter. Trustee Wompa informed the group that the Village will increase enforcement and will work with the School and residents to best address this problem. PARKS AND RECREATION - Trustee Schroedel said that he had received complaints about the field conditions for the fall baseball league. This led to a discussion about the parks in general. Trustee Schroedel requested that the administrator look into ways of improving the Parks Department. 2 �SPECIAL SESSION Motion was made by Trustee DeMilia-Powers and seconded by Trustee Wompa to approve a resolution on settling sewer damage claims. The motion passed 7-0. EXECUTIVE SESSION At 10:30 p.m., on a motion made by Trustee Capossela and seconded by Trustee DeMiliaPowers, the Board moved to executive session to discuss personnel and legal matters. At 10:45 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Wray and carried unanimously the executive session was adjourned.
