Present: Mayor Philip E. Zegarelli Kay Brown Grala Thomas Capossela Karin T. Wompa David L. Schroedel Kenneth G. Wray Trustees Maria DeMilia-Powers (Absent) Also Present: Anthony Giaccio, Village Administrator Robert Ponzini, Village Counsel Diane Jacobson, Treasurer Mayor Zegarelli called the meeting to order at 7:00 p.m. and moved to executive session to discuss legal matters. At 8:20 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Capossela and carried unanimously, the executive session was adjourned. ICHABOD'S LANDING WATER BILL - The Board discussed a disputed water bill for Ichabod's Landing. The Mayor requested that Rich Gross give a report on what happened. The matter was tabled until the report is completed. PHILIPSE MANOR BOAT CLUB DREDGING - Representatives from the Philipse Manor Boat Club gave a presentation on a plan to dredge the boat club's marina. The plan includes processing the dredged material on the east parcel of General Motors and giving the material to the Village to be used as fill. ROUTINE ELECTION MATTERS - The Village Clerk gave the Board three resolutions that need to be passed in preparation for the March elections. Trustee Capossela indicated that the ambulance building might not be available to be used as a polling place and that it should be moved to the senior center. The Mayor will ask the Clerk to contact the Board of Elections to see if this is possible. 501.C.3 - The Village Board agreed that Mr. Giaccio cannot serve as the executive director of the Downtown Revitalization Corporation, but he may serve as an ex-officio member. �HAUNTED HAYRJDE - Mr. Giaccio discussed with the Board some staffing issues related to the haunted hayride. RESTRICTED FUNDS FOR AMBULANCE BUILDING - Trustee Wray and Diane Jacobson gave a report on the necessity and feasibility of creating a special fund for a new ambulance building. Trustee Wray recommended pursuing this idea. VILLAGE JUDGE VACANCY - The Mayor requested recommendations to replace Judge Waters who is resigning from the position of Village Judge effective October 31. Robert Ponzini said that an acting judge can reside outside of Sleepy Hollow, but a permanent replacement must live in the Village. BOARD OF TRUSTEE MEETING DATES - The Board discussed scheduling the upcoming November and December Board meetings and work sessions. MUNIS FINANCIAL MANAGEMENT SYSTEM - Trustee Schroedel and Diane Jacobson gave a report on the Village's financial software program. CLAIMS AND BUDGET TRANFERS - Diane Jacobson gave the Board documents for review related to claims and budget transfers. SPECIAL SESSION Motion was made by Trustee Caposella and seconded by Trustee Wompa to approve a resolution to hire two independent contractors for the haunted hayride. The motion passed 6-0. At 9:40 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Wray and carried unanimously, the work session was adjourned.
