                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
November 4th, 2008 starting at 7:00 P.M. in the boardroom at Village Hall, 28 Beekman
Avenue, Sleepy Hollow, New York.
Present:

Mayor Zegarelli called the meeting to order at 7:00 p.m.
RIVER STREET AREA ZONING OVERLAY - David Smith from Saccardi and Schiff gave a
presentation on creating a zoning overlay district along the south west corner of the Village
between Hudson Street and the Hudson River just south of Ichabod's Landing. Included in this
area are Castle Oil and the DPW garage. The Board asked Mr. Smith to work with the Village
Attorney in creating a draft zoning overlay for this area.
SNOW EMERGENCY STREETS- The Board asked Mr. Giaccio to work with Chief Warren
and Rich Gross in creating a policy related to snow emergency streets.
RECORDS CLERK - The Board reviewed a memo from the Village Clerk requesting that the
Village hire a part-time records clerk.
EMPLOYEE HANDBOOK -The Board discussed the proposal made by Public Sector HR
Consultants to assist the Village in putting together an employee handbook.
PHONE AUDIT - Trustee Maria-Powers gave a report on a plan to audit the Village's telephone
system. A company will be submitting a proposal shortly.

�ARMED FORCES DAY PARADE - Trustee Caposella gave a report on a meeting that he had
with the organizers of the Westchester County Armed Forces Day Parade. This year, the group
would like to have the parade in Sleepy Hollow on May 16, 2009 at 1:00 pm. Trustee Caposella
has concerns about the cost and size of the parade, and the fact that the Village will be having a
Memorial Day parade at the end of May. Trustee Caposella said that the group needs a decision
soon in order to start planning the event.
CLAIMS AND BUDGET TRANFERS - Diane Jacobson gave the Board documents for review
related to claims and budget transfers.
SPECIAL SESSION

.

At 8:20 p.m., on a motion made by Trustee Wray and seconded by Trustee Schroedel and
carried unanimously the Board moved to special session.
Motion was made by Trustee DeMilia-Powers and seconded by Trustee Schroedel to approve a
resolution authorizing the Mayor to sign a 90 day extension of the current Kingsland Point Park
Inter-Municipal Agreement with Westchester County. The motion passed 7-0.
Motion was made by Trustee DeMilia-Powers and seconded by Trustee Schroedel to approve a
resolution authorizing the Mayor to sign an application for a Main Street Grant. The motion
passed 7-0.
At 8:30 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Wray and carried
unanimously the work session was adjourned.

B E I T R E S O L V E D that the Mayor and Board of Trustees of the Village of Sleepy Hollow
authorize the Mayor to sign a letter permit with The County of Westchester, acting through the
Commissioner of Parks, Recreation and Conservation, granting a ninety (90) day extension of
the current Inter-Municipal Agreement (IMA) between the County of Westchester and the
Village of Sleepy Hollow dated November 1, 2003 through October 31, 2008. This letter permit
will be granted, under the existing terms and conditions of the expired IMA for a period of
ninety (90) days taking effect on November 1, 2008 and expiring on January 29, 2009, unless
terminated sooner.

Resolution of the Board of Trustees of the Village of
Sleepy Hollow Authorizing Submission of
New York Main Street Grant Application
WHEREAS, a grant program, called New York Main Street, has been identified which can
assist the Village's downtown business district by providing matching grants for fagade
improvements as well as grant money requiring no match for streetscape improvements
and program administration; and
WHEREAS, under this program the Sleepy Hollow Downtown Revitalization Corporation
was awarded a $200,000 grant in 2006 for fagade renovations and streetscape
improvements on Beekman Avenue between Lawrence Avenue and Cortlandt Street; and
in Spring 2008 they were awarded a $185,000 grant for similar improvements on western
Beekman Avenue and northern Cortlandt Street; and
WHEREAS, the Village of Sleepy Hollow, being committed to economic development and
downtown revitalization, wishes to extend the target area of such improvements to include
commercial properties on Cortlandt Street south of Depeyster Street; and
WHEREAS, the New York State Office of Community Renewal is running a special Fall
grant round of the New York Main Street program with procedures and guidelines altered
to allow municipalities to apply for grant funding; and
WHEREAS, the match for the fagade renovation grants is required to be provided by the
property owners.
NOW, THEREFORE, BE IT RESOLVED that Philip E. Zegarelli, Mayor of the Village of
Sleepy Hollow, is hereby authorized and directed to file an application for funds from the
New York State Office of Community Renewal in accordance with the provisions of the
New York Main Street Program, in an amount not to exceed $250,000, and upon approval
of said request to enter into and execute a project agreement with the State for such
financial assistance, and
BE IT FURTHER RESOLVED that the Mayor is herein authorized to take any and all such
steps as are necessary to effectuate the intent of this resolution.
