Present: Mayor Philip E. Zegarelli Kay Brown Grala Thomas Capossela Karin T. Wompa Kenneth G. Wray Trustees Maria DeMilia-Powers (Absent) David L. Schroedel (Absent) Also Present: Anthony Giaccio, Village Administrator Robert Ponzini, Village Attorney Jimmy Warren, Police Chief Diane Jacobson, Village Treasurer Sean McCarthy, Village Architect Rich Gross, General Foreman Mayor Zegarelli called the meeting to order at 7:00 p.m. TOWING LINCENSE - Chief Warren made a recommendation to renew the Village's towing license with Stiloski Towing. The matter was referred to the Public Safety Committee. PARKING METERS - Mayor Zegarelli proposed bagging the meters for the holidays from December 21 to January 5. The Mayor requested that a resolution on this be prepared for the December 2 work session. SNOW EMERGENCY STREETS - Chief Warren gave a presentation and made a recommendation to amend the Village's policy as it relates to snow emergency streets. He also recommended that thefinesfor violating this ordinance be increased. ARMED FORCES DAY PARADE - Trustee Caposella gave a report on the proposed Westchester County Armed Forces Day Parade, which is tentatively scheduled for May 16, 2009 at 1:00 pm. Trustee Caposella said that the organizers will begin the parade at Village Hall as opposed to the High School. The Board was in agreement to approve the parade, but will vote on it next week. �HOLIDAY LIGHTS - The Board discussed a proposal made by Laurentino Rodrigues to install holiday lights on Valley Street. The Board had concerns related to insurance and electrical costs. The matter was pushed to the next meeting. NEW BROADWAY - The Board discussed safety concerns on and around New Broadway. The Board talked about installing stop signs, speed bumps and reducing the speed limit in that area. The Board proposed setting up an informational meeting to address these issues. CLAIMS AND BUDGET TRANFERS - Diane Jacobson gave the Board documents for review related to claims and budget transfers. SANITATION SCHEDULE CHANGE - Trustee Caposella reported that there will be garbage pick-up on Friday, November 28. WATER BILLS - Mayor Zegarelli announced that the water bills we be going out in early December. SPECIAL SESSION At 8:04 p.m., on a motion made by Trustee Wray and seconded by Trustee Caposella and carried unanimously the Board moved to special session. Motion was made by Trustee Wray and seconded by Trustee Caposella to set a public hearing on December 16, 2008 at 7:00PM to amend the village code as it relates to "snow zones" The motion passed 5-0. Motion was made by Trustee Wray and seconded by Trustee Caposella to announce that there will be an informational hearing on December 9, 2008 at 7:00PM to discuss safety concerns on and around New Broadway. The motion passed 5-0. EXECUTIVE SESSION At 8:09 p.m., on a motion made by Trustee Wray and seconded by Trustee Wompa, the Board moved to executive session to discuss legal matters. At 8:35 p.m., on a motion made by Trustee Wray and seconded by Trustee Caposella and carried unanimously the executive session was adjourned.
