                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on
Wednesday, April 15, 2009 starting at 7:00 P.M. in the boardroom at Village Hall, 28 Beekman
Avenue, Sleepy Hollow, New York.
Present:

Deputy Mayor Capossela called the meeting to order at 8:00 p.m.
BASE PROPORTIONS FOR 2009 - Bob Balog and Fred Gross gave a report on how the base
proportions are determined and why there is a difference between homestead and non-homestead
rates.
QUADRICENTENNIAL - Fiona Galloway, Chair of the Quadricentennial sub-committee,
announced that there will be an Art Festival at Kingsland Point Park on June 6 beginning at
10:00am. The event is part of the Quadricentennial River Day celebration. If enough funds are
collected, there will be a fireworks display in the evening.
HAUNTED VILLAGE - Representatives from a production company named "Ten 31" gave a
presentation on a plan to have a haunted village attraction at Kingsland Point Park. The event
would run for 20 days during the month of October. The Village Board had concerns about
parking and traffic.
ARMED FORCES DAY PARADE - Commander Peter Fiumefreddo, Armed Forces Day
Parade Chairman gave a report on the upcoming event. The parade will be on May 16, at

�1:00pm, will begin on Beekman Avenue near North Washington Street and will end a Horan's
Landing.
RIBBON CUTTING ANNOUNCEMENT - Tony Seidman from Servepro announced that his
business will be having a ribbon cutting on April 16, and he invited all of the Board members to
attend.
NEW BROADWAY - Sean McCarthy discussed with the Board a plan to install a traffic island
at the beginning of New Broadway.
WATER SEWER LIENS - Diane Jacobson reported that some property owners will have liens
placed on their property for not paying their utility billings.
CERTIORARI CLAIMS - Diane Jacobson discussed with the Board certiorari claims.
BUDGET REVIEW - The Board discussed the 2009/2010 budget.
WARRANT REVIEW - Diane Jacobson submitted warrants to be reviewed by the Board.
BUDGET TRANSFERS - Diane Jacobson submitted budget transfers to be reviewed by the
Board.
SPECIAL SESSION
At 9:25 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Campbell and
carried unanimously the Board moved into special session.
Motion was made by Trustee Wompa and seconded by Trustee Stupel to pass a resolution to
approve the 2009/2010 base proportions. The motion passed 7-0.
At 9:37 p.m., on a motion made by Trustee Wompa and seconded by Trustee Stupel and carried
unanimously the meeting was adjourned.
