Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on
Wednesday, April 29, 2009 starting at 7:00 P.M. in the boardroom at Village Hall, 28 Beekman
Avenue, Sleepy Hollow, New York.
Present:

Mayor Wray called the meeting to order at 7:15 p.m.
D.E.C. MEETING - Mayor Wray announced that there will be a work session with the
Department of Environmental Conservation to discuss the former Duracell Property on Wed.
May 6th at 6:00.
DOWNTOWN REVITALIZATION CORP.- Jennifer Ross and Leslie Ishoo made a presentation
to the Board on downtown revitalization initiatives. Ms. Ross and Ms. Ishoo are the downtown
coordinators for the Downtown Revitalization Corporation, a non-profit organization created to
help revitalize the business district.
CANDLELIGHT PROCESSION REQUEST - The Board reviewed a request made by the
Portuguese Community of the Tarrytowns to have a candlelight procession on Cortlandt Street
on Sunday, May 10, 2009 at 7:30pm.
EXECUTIVE SESSION
At 7:42 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Carr and carried
unanimously the Board moved to Executive Session to discuss legal matters.

�At 8:40 p.m., on a motion made by Trustee Campbell and seconded by Trustee Wompa and
carried unanimously the Board came of executive session.
SPECIAL SESSION
At 8:41 p.m., on a motion made by Trustee Carr and seconded by Trustee Stupel and carried
unanimously the Board moved into special session.
BUDGET - The Mayor and Board outlined the 2009/2010 budget.

PUBLIC COMMENT - Mario Belanich spoke on water rates.
At 9:30 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Stupel and
carried unanimously the meeting was adjourned.

Resolution of the Board of Trustees of the Village of Sleepy Hollow to Adopt the Water
Fund Budget for the Fiscal Year 2009-2010
Be it Resolved, that the 2009-2010 Budget concerning the Water Fund be adopted in the
amount of $4,079,131. Said adoption being pursuant to the Provisions of Chapter 809 of the
Laws of 1954 and the Budget Manuals for Villages and the Uniform System of Accounts as
set forth in the Manuals issued by the Division of Municipal Affairs, Albany, New York.

Resolution of the Board of Trustees of the Village of Sleepy Hollow to Set the Rate of
Penalty for Unpaid Taxes for Fiscal Year 2009-2010
Be it Resolved, that the taxes and other assessments, if any, are due in full by June 1, 2009.
The first installment may be paid without penalty from June 1, 2009 through June 30, 2009.
The second installment may be paid without penalty through December 31, 2009. Penalties
are 5% for the month of July with each month thereafter at a rate established annually by the
State Tax Commissioner. On the second installment, penalties are 11% for the month of
January with each month thereafter at the State established rate. All penalties apply to a
month or any fraction thereof. If the second installment is not paid by December 31, 2009,
penalties will accrue from July 1, 2009. If the first installment is not paid by June 30, 2009,
the property owner has lost the opportunity to pay in two installments; and only one payment
in full with penalties will be accepted.

Assessed Valuation for the Homestead and Non-Homestead Portions of the Tax Roll
for Fiscal Year 2009-2010

Be it Resolved, that for the 2009-20T01iscal year, the Total Taxable Assessed Valuation for
the Homestead portion of the tax roll is $201,825,442 and the Total Assessed Valuation for
the Non-Homestead portion of the tax roll is $52,843,597.

Be it Resolved, that the Board of Trustees of the Village of Sleepy Hollow confirms that the
rates for parking permits in all lots be $35/month except for the Philipse Manor train station
set for $25 for the fiscal year 2009-2010. Permits are sold for a 6 or 12 month period or on a
pro-rated basis for non-renewals.

You are hereby commanded to receive and collect from the several persons named in the assessment roll, hereunto
annexed, the several sums named in the local tax column thereof opposite their respective names for the following
purposes:
General Fund

Upon receiving the tax roll and warrant and on or before the first day of June, you shall cause to be published in the official
paper of the Village, once a week for two successive weeks, a notice that such tax roll and warrant has been left with you
for the collection of the taxes therein levied.
Such notice shall designate one place in the Village where you will receive taxes from the first day of June to and including
the last day of June from eight-thirty in the morning until four-thirty o'clock in the afternoon excepting Saturday, Sunday
and holidays.
Pursuant to Sections 1432 and 1434 of the Real Property Tax Law and Resolution of the Board of Trustees adopted on the
items of collection and dates and rates of interest shall be as follows:
First Installment:

Due June 1, 2009. From July 1, 2009, five percent (5%) will be added and one percent (1%)
additional on the first day of each-month thereafter until paid.

Second Installment:

Due December 1, 2009. From December 1,2009 to December 31, 2009, no interest; on
January 1, 2010, eleven percent (11%) will be added and one percent (1%) additional on the
first day of each month thereafter until paid.

You shall attend at the time and place specified in said notice of publication and receive such taxes as may be paid to you in
the manner heretofore set forth.
You shall make a return of this tax roll and warrant to the Village Clerk on or before the first day of February together with
an accounting of the taxes remaining unpaid thereon pursuant to Sections 1426 and 1436 of the Real Property Tax Law.
IN WITNESS WHEREOF, the Board of Trustees of said Village of Sleepy Hollow has caused this warrant to be signed by its
Mayor and Village Clerk and the Village Seal is hereunto affixed this
day of May, 2009.

Approving the Annual Memorial Day Parade
BE IT RESOLVED that the Mayor and Board of Trustees hereby allows the Central Veterans of
Tarrytown and Sleepy Hollow to hold Its Annua! Memorial Day Parade on May 25, 2009
beginning at 9:00 a.m. passing through the Village via North Broadway to Beekman Avenue
west to South Washington Street to Patriot's Park.

Be I t Resolved that the Board of Trustees herein approves the request of the Portuguese
Community of the Tarrytowns to hold a Candlelight Procession in honor of Our Lady of Fatima
on Sunday, May 10th, 2009, commencing at 7:30 p.m. beginning in Tarrytown and continuing
down Cortland Street and arriving at Saint Teresa of Avila Church in Sleepy Hollow.

appointment is subject to a probationary period of twelve to fifty-two weeks and the approval of
