The Mayor acknowledged Armando Gaiella for receiving his Bronze Star for combat in WWII. There was a moment of silence for former DPW Superintendent John Biros. a) Publi c Hearing on Lawrence Ave alternate side parking The public notice was read aloud for the record. �The Mayor opened the public hearing. Fred Stanisak of 17 Lawrence Ave stated that he agrees with the alternate side parking. H e stated that overnight permits should be issued so that residents can park overnight on the street. He suggested that the automotive garage on the corner park across street and feed meter. Kate Caetano of 43 Lawrence Ave asked why the Trustees are denying a residential tag parking request. Sh e also asked for help regarding the automotive garage (C.A.R.S.) parking so many cars on the street all day long. Trustee Campbell stated one step of relieving overflow parking is for police to enforce legal restriction by doing it correctly. H e also stated that tag parking has restrictions. Fred Stanisak stated if the Trustees are looking into overnight tag parking at Morse School. Mayor Wray responded that they are looking in to parking without tags. Village Attorney explained limitations for tag parking. Sh e stated that there are restrictions that include time and day (not 24/7). A t least 20% of the parking must be available for the public (non-tag). Ther e are no tag parking for the disabled (they can park anywhere). Sh e also stated that tag parking cannot be applied on a street that abuts a commercial area. Mayor Wray wants to continue this public hearing continued in 2 weeks. Since there were no further public comments, the public hearing was adjourned. b) Minutes for June 2, 2009 June 9, 2009 and June 16, 2009 The minutes for all 3 meetings were reviewed. Mayor Wray made some minor corrections. Trustee Campbell made a motion to approve the minutes subject to any material corrections or typographical errors. Truste e Capossela seconded. I t was unanimous (6-0). c) Publi c Hearing for intersection modifications on New Broadway The public notice was read aloud for the record. The Mayor opened the public hearing. �Mayor Wray explained why all the intersections had to be named. H e stated that the need for these intersection modifications is to help stop speeding on New Broadway and to make sure that drivers know that this area is not Route 9. H e stated that the Village has already reduced the speed limit from 30mph to 25mph. H e stated that an island is proposed at the entrance of Webber Park to let drivers know that this is not Route 9. H e stated that the public hearing tonight is only for stop signs and speed bumps on New Broadway. Christian Skelly a resident for 23 years, said stop signs and bumps are a punishment and aggravating, annoying and inconvenient. He stated that he opposes the stop signs and speed bumps. H e stated that some people go too fast on New Broadway. H e stated that 95% or more of the people that speed are lost. H e stated that some drivers go through Webber Park only to avoid the 3 traffic light s on N. Broadway. He stated that a remedy to create a tasteful deterrent would be the Webber Park island. H e also recommended that the Webber Park Association should form a neighborhood watch. Ms. Pinnis stated that she opposes stop signs. Se e attached letter. Josephine Galgano from Gory Brook Rd is against stop signs and bumps. John Edwards of Pine St. stated that more stop signs don't work. H e stated that it's more nonsense than help, but is happy to see the Trustees doing something about it. Mario Beianich of Washington Street stated that stop sign are not designed to slow down traffic; it's to stop traffic. H e disagrees with the speed bump. H e stated that the island would help. H e also stated that the neighborhood watch is a good idea. Kathleen Dolan of 149 New Broadway is very against stop signs and bumps but is in favor of the island. Th e traffic of 25 mph has made a difference. Marc Pinnis of 148 Munroe read letter from Pat Monroe (see attached). H e also stated that he opposes stop signs and speed bumps. Jennifer Labato Church of 85 New Broadway mentioned that this matter needs a remedy because of children and traffic. Sh e suggested that right before Gory Brook Rd, stop signs and speed bumps could be installed at Pine Street. Sh e supported the proposed island at beginning of New Broadway. Chris Skelly stated that it is the same cars over and over again. Jennifer Labato said speeding is an issue. Resident s and people are familiar with neighborhood. Trustee Capossela commented that to make the island work, there will be loss of parking spaces. �Mayor Wray stated that his son was hit by a car on Gorybrook Rd and that there are a lot more kids driving in that area. H e also stated that the local residents speed, Since there were no further public comments, the public hearing was adjourned. d) Publi c Hearing for restrictive parking on Old BroadwavThe public notice was read aloud for the record. The Mayor opened the public hearing. Mario Belanich stated that village has an Ordinance of "No commercial parking 9 PM - 6 AM". The Mayor responded that commerciai vehicles not doing business in the village are parking on Old Broadway. H e stated that this is another way to prevent these vehicles from using Old Broadway as a parking lot. Since there were no further public comments, the public hearing was adjourned. e) Approva l of Warrants Trustee Campbell made a motion to approve the warrants of 09 Jun 23, 09 May31, and 09 July 14. Truste e Stupel seconded. It was unanimous (6-0) f) Publi c Comments Frank Stanisak asked about 4 spaces on Lawrence Avenue that have not been replaced. Trustee Capossela stated that commercial businesses are using Lawrence Avenue and Old Broadway as a parking lot. Chuck Lancaster of 54 Fremont Ave hopes to pass resolution for cemetery. H e stated that a petition has been signed by residents and Planning Board that oppose the expansion of the cemetery. He asked for consistency and for the Trustees to act objectively. H e also asked about the lost tax revenue from when the Resolution was first introduced back in August of 2008. Mayor Wray stated that the Village will investigate. Mario Belanich complained about residents posted signs on village property. 9) Truste e Reports Trustee Carr stated that the senior picnic is at Kingsland Park at 12 noon on July 15th. �Trustee Campbell stated that residents don't get enough information from the Board of Trustees. H e will update the website with more information. H e stated that suggested locations are Village Hall, Local channel 11 and the Morse School Village directory. H e suggested that the Trustees hold work sessions at various locations in the inner Village and in the Manors. Trustee Capossela read the attached DPW report. H e stated that the Public Safety Committee discussed closing parks at dusk to prevent vandalism and littering. Trustee Wompa stated that the Administrative Committee reviewed the employee hand book. She discussed some of the changes. Sh e stated that the first 2 nd Sunday Bazaar was well attended and the second 2nd Sunday Bazaar theme is the Caribbean. Trustee Stupel had no report. h) Mayor' s Announcements The Mayor stated that the new "good" GM will include the GM site when they come out of bankruptcy. H e stated that this is a good indication that the deal will be closed out in the near future. i) Resolution s See attached. It was also agreed that the Resolution regarding the Sleepy Hollow Cemetery and the Rockefeller Estate be tabled to the Trustees next regular meeting in 2 weeks. J) Ol d Business There was no old business. k) Ne w Business There was no new business. I) Communications , Petitions & Requests Mayor Wray read letter from Mimi Godwin (Public School of the Tarrytown Board of Education President) indicating that there should be a liaison between the school board and the Village Trustees. H e appointed Trustee Campbell as liaison to the school board. Mayor Wray read a letter from John DeMilia regarding the recent actions by Police Officer Fortunado. H e thanked him for helping his mother. �ml Public Comments James Lefkin asked about the road milling and flooding on Evergreen Way. Richard Gross responded and a discussion ensued. Mario Beianich stated that the Village Police Department phone numbers should be listed for the public. Trustee Campbell made a motion to adjourn the meeting and enter into Executive Session to discuss personnel matters. Truste e Carr seconded. I t was unanimous. The Board entered into Executive Session at 9:50pm. The meeting adjourned at 10:26 P.M. N o action was taken. Trustee Carr made a motion to adjourn the meeting. Trustee Campbeil seconded.
