Present: Mayor Kenneth G. Wray Karin T, Wompa Thomas Capossela David L. Schroedel Bruce R. Campbell Evelyn R. Stupel Barbara J. Carr Trustees Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Diane Jacobson, Village Treasurer Sean McCarthy, Village Architect Mayor Wray called the meeting to order at 7:30 p.m. MAYOR ANNOUNCEMENTS - Mayor Wray informed the audience that there will be a public comment period. He also thanked the residents of Kendal-on-Hudson for the generous donation of $4,000 that they made to both the Fire Department and Ambulance Corp. COMMUNICATIONS COMMITTEE REPORT - Trustee Campbell gave a Communication's Committee report. The Committee is looking into the feasibility of putting an electronic bulletin board in front of Village Hall and possibly other locations within the Village. NATIVE PLANTS - Trustee Wompa gave a report on Native Plants. Ms. Wompa recommended passing a native plant resolution at the next Board of Trustees meeting. RIVERWALK/ICHABOD'S LANDING - Trustee Caposella commented on a proposal made by the Ichabod's Landing Home Owners Association. Mr. Caposella does not recommend spending additional funds on Riverwalk landscaping until Ichabod's Landing complies with the terms of the maintenance agreement. �HAYRIDE - Trustee Caposella gave a report on the hayride. The event will take place on five nights with the last night beginning at Village Hall. DOWNTOWN REVITALIZATION - Trustee Wompa reported on the Downtown Revitalization Corporation and some of the initiatives being made to revitalize the downtown business district. PURCHASING AGENT - Trustee Wompa updated the Board on the search for a purchasing agent position. Mayor Wray said that the position needed to be created to have better internal controls on spending particularly in the Department of Public Works. Trustee Capossela said that this was an excellent step to improve purchasing procedures. ENVIRONMENTAL ADVISORY COMMITTEE - Trustee Carr gave a report on the Environmental Advisory Committee. The EAC has been meeting on the third Thursday of each month at Village Hall. The Committee discussed ways of being more energy efficient. Trustee Capossela mentioned the new DPW policy that requires residents to use paper bags for all organic waste. This allows the Village to recycle this material more efficiently. BUILDING DEPARTMENT TASK FORCE - Trustee Stupel reported on the initiatives being made by the building department task force. Ms. Stupel informed the residents that a new code enforcer will be hired soon. Recommendations to improve the village code are being made and there will be increased community outreach to help residents better xinderstand the law. GENERAL MOTORS UPDATE - Trustee Schroedel gave an overview on recent developments as they relate to the General Motors property. Mr. Schroedel informed the residents that the Board is simultaneously negotiating with GM and pursuing legal avenues to get this issue resolved. PUBLICE COMMENTS - Residents of Kendal-on-Hudson made the following comments. Jean Macintosh -- Spoke on native plants and asked where the new senior center will be. The Mayor informed Ms. Macintosh of its location. Gay Burger - Asked the Administrator for an update on the construction of a water line that will extend from Phelps Memorial Hospital down along Riverside Drive. Mr. Giaccio said that a permit has been received from the New York State Department of Conservation, but construction has not yet begun. Bob Sanders - Asked about a new sign for Kendal-on-Hudson. Mayor Wray responded. Dan Scott - Commented on creating zoning laws designed to improve the downtown and recommended the development of a comprehensive plan for the Village. Trustee Capossela mentioned that the Board did look into creating a comprehensive plan, but that it was extremely expensive. �Peter Davies - Asked if the Village called rim a Halloween Window Painting Contest. Trustee Wompa infonned the group many initiatives are underway to improve the downtown including fa9ade work, special events and streetscape improvements. Bill Lichten - Asked about Riverwalk. Trustee Campbell responded by saying that the County should choose an alternative route for Riverwalk that does not travel through a residential area. Possibly closer to the train tracks and river. Wanita Carmy - Said that walking on the streets around Kendal-on~ Hudson is dangerous. Trustee Carr responded and informed the group that the Environmental Advisory Committee is working to improve conditions for walkers and bikers. Jean Macintosh - Asked about the Chamber of Commerce, Downtown Revitalization Corp. and efforts to improve the downtovra. Trustee Wompa responded and encouraged residents to patronize the downtown businesses. Carol Com ~ Requested better transportation for senior citizens, Mayor Wray responded and informed the group that the Village already does offer some transportation for senior citizens. Annette Leyden - Asked what the impact will be from the Westchester County affordable housing lawsuit on the Village. Mayor Wray responded by saying that Sleepy Hollow is not one of the 31 municipalities named in the lawsuit, but will be affected if the County has a whole does not meet the required amount of affordable housing units. At 9:10 p.m., on a motion made by Trustee Carr and seconded by Trustee Stupel and carried unanimously the meeting was adjourned.
