                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday, October 27, 2009,
in Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

At 7:05 p.m., the Mayor called the meeting to order with a pledge to the flag.
The Mayor noted that the public hearing for River's Edge was adjourned.
a) Public Hearing for Kendal Ave extension The Mayor opened the public hearing.
Mayor Wray summarized the reasons for extending Kendal Avenue and making it a two-way street.
Mayor Wray asked the Village Administrator to consult with the Police Department and Village
Attorney to check the Village Code regarding street parking requirements.
Janet Gandolfo submitted a plan from the Village Architect regarding parking on Kendal Avenue. She
read the parking summary for the record.
Trustee Campbell inquired about the 6 parking spaces on Kendal Ave and the 2 parking spaces on Elm
Street that would be lost as a result of making Kendal Ave a 2-way street.
Sean McCarthy further explained the parking spaces that will be required to be removed.
Trustee Capossela stated that parking is already very limited in this area. He asked how many vehicles
would use the new 2-way route.
Sean McCarthy explained the hierarchy of collector streets and minor streets. He responded that this
proposal might be making Kendal Ave handle more traffic than is necessary. He stated that the overall
traffic pattern in the area should be studied.
Don Cateano of Lawrence Ave stated that the same thing was done on Lawrence Ave and it did not
benefit the area.

�Trustee Capossela responded that the change was made to accommodate the fire truck.
Don Cateano responded that the Village should try to see if it benefits the entire community.
Since there were no further public comments, Trustee Campbell made a motion to adjourn the public
hearing. Trustee Stupel seconded. It was unanimous (6-0).
b) Approval of Minutes for 8/18/09, 9/1/09, 9/22/09 Minutes for 8/18/09, 9/1/09 and 9/22/09 were reviewed.
Trustee Campbell made a motion to approve the minutes as submitted. Trustee Schroedel seconded. It
was unanimous (6-0).
c) Approval of Warrants Trustee Carr moved, seconded by Trustee Schroedel, to approve the Warrants of $394,538.51.
It was unanimous (6-0).
d) Mayors Announcements Mayor Wray stated that meetings were held with NYSDEC and Dept of Health at the Fire House to
continue discussions regarding soil testing for Mercury. He stated that the results were discussed last
week and that elevated levels of Mercury are present at Barnhardt Park and the Volunteer Ambulance
Corp property. He stated that the remediation performed back in 1990s had different standards for
Mercury than are required today. He encouraged property owners near the site to have their properties
tested by the DEC. He stated that according to the DEC, there is no immediate health threat.
e) Public Comments A local resident asked about the mercury levels in Barnhart Park and its possible impacts to children.
Mayor Wray stated that the Village is receiving direction from the NYSDEC on how to possibly
remediate the mercury.
Armando Galetta asked if the Village could provide leaf bags to the residents. He also stated that
Frank Morabito was terminated as Code Enforcement Officer while making $31,200/yr as a part-time
employee. He stated that the new Code Enforcement Officer will make about $90,000/yr.
Don Cateano agreed with Armando Galetta regarding the Code Enforcement Officer issue. He stated
that Frank Morabito did a great job while employed by the Village.
A local resident asked about the termination of Police Chief James Warren. She also stated that the
new Police Chief is not the most senior officer and she stated that this might cause some issues within
the police department.
Mayor Wray responded that James Warren was placed on administrative leave pending an
investigation. He stated that personal matters are not discussed in public.

�Frank Ray asked about the issues with the police department. He asked about setting up an advisory
committee to look into joining the M t Pleasant Police Department. He also asked about the Code
Enforcement Officer hiring and the pending lawsuit against the Village. He said that the Village
should not be hiring a full-time employee to fill this position since it would hurt the Village in its
defense of the lawsuit
Don Cateano asked if the termination of the previous Police Chief was done legally.
Mayor Wray responded that the Police Chief reports to the Mayor. He stated that the matter was
handled correctly under the law.
Armando Galetta stated that a Police Sergeant was appointed as Police Chief. He asked why a Police
Lieutenant was not appointed to the Police Chief postion. He stated that the morale of the Police
Department will suffer by bypassing existing higher ranking officers.
Trustee Schroedel responded that everyone was considered. He stated that the Village is filled with
many qualified candidates.
Armando Galetta asked if everyone was interviewed.
Trustee Schroedel responded that none of the candidates were interviewed. Trustee Schroedel also
stated that the Village Attorney was never asked for any input into the selection of Police Chief.
A Philipse Manor resident spoke about the Halloween Day preparations in the Manor.
Frank Ray continued to speak about the possibility of joining the Mt. Pleasant Police Department. He
stated that the Auxiliary Police Department was terminated by the Village Board earlier this year. He
stated that former Auxiliary Officer William Davis passed away recently. He requested that a note of
appreciation be sent to his family for his time spent serving the Village.
f) Trustee Reports Trustee Schroedel stated that the Public Safety Committee reviewed the police support for Halloween.
He stated that candy should not be passed out past 8:30pm to keep more control on the evening.
Trustee Carr stated that the Environmental Advisory Council meetings are underway. She also stated
that Douglas Park neighbors have reviewed some preliminary sketches for the revised playground.
Also, she stated that the process of cutting Village trees by the DPW will be discussed by Trustee
Capossela.
Trustee Campbell stated that the Trustees will continue to schedule some of its work sessions in
various areas in the Village.
Trustee Capossela read the DPW report and the Recreation report.
Trustee Wompa stated that the Downtown Revitalization Committee received a $50,000 grant to
improve streetscapes on Beekman Avenue. She also stated that the last "2nd Sunday" will be held in
November. The theme will be Middle Eastern culture.

�Trustee Stupel stated that she met with the Sleepy Hollow-Tarrytown Providers Coalition. She stated
that if anyone who speaks and writes Spanish has some time to help teach Spanish speaking citizens to
read and write in English, they should contact her for more information.

g) Administrator's Report Mr. Giaccio gave his report.
h) Resolutions See attached.

Trustee Schroedel made a motion to enter into Executive Session to discuss matters of litigation.
Trustee Capossela seconded. It was unanimous (6-0).
The Board went into Executive Session at 8:58pm.
The meeting resumed at 9:06pm. No action was taken.
i)

Old Business —

Trustee Campbell discussed diagonal parking on Beekman Avenue. It was agreed that Sean McCarthy
will present his findings at the next work session.
Trustee Capossela stated that there was a previous action of no commercial parking on Old Broadway.
He stated that there is still an issue in the area since the signs are not installed yet.
Richie Gross, General Foreman responded that he will look into it tomorrow.
Trustee Capossela stated that the Norway Maple tree in front of Ms. Janice's house should be reevaluated by the Village. He also stated that the Village should respond to Dr. Ippolito's letter
regarding the culvert.
Trustee Carr spoke about the island construction in Webber Park. She also spoke about the moratorium
for cutting trees.
Trustee Wompa responded that there is a resident that has submitted a letter to the Village from a
Certified Arborist regarding a tree that needs to be removed.
j) New Business Trustee Schroedel offered his thanks to former Police Chief James Warren and to Acting Police Chief
Jose Cotarelo.
Trustee Schroedel read a Resolution regarding Police Chief Warren's resignation acceptance.

�k) Communications, Petitions &amp; Requests Mayor Wray stated that there was a matter regarding realigning parking spaces on Barnhart Avenue.
Mayor Wray stated that the Village Justice wants to discuss some matters with the Village Trustees. It
will be placed on the next work session.

Public Comments -

Mary Ellen Joy spoke about communications regarding Halloween in the Manors. She stated that she
is not hearing anything from the PMIA and she is wondering what is going on.
Mayor Wray responded that there will be a strong Police presence in the area.
Mario Bellanich stated that on Election Day, alternate side parking should be suspended.
On a motion by Trustee Schroedel, seconded by trustee Carr the Meeting was adjourned at 9:35pm.

Whereas, it is a goal of the Village of Sleepy Hollow to ensure the housing and
building stock located within the Village is maintained in a safe and sound
condition; and
Whereas, it is the intent of the Village of Sleepy Hollow to provide for the
administration and enforcement of building and zoning codes, laws, ordinances,
regulations and orders within the State of New York, including the New York
State Uniform Fire Prevention and Building code, the Village zoning code and the
Village safety and housing codes; and
Whereas, there are approximately 2,000 properties located within the Village,
many of which are commercial and multi-family residential dwellings; and
Whereas, the Village of Sleepy Hollow has reviewed the best and most efficient
manner in which to reach its goal to ensure that ail buildings located within the
community are maintained in a safe and sound condition and to accomplish its
intent to provide for the orderly administration and enforcement of all building
and zoning codes, law, ordinances, regulations and order; and
Whereas, many property owners and tenants are not conversant in the English
language and the Mayor and Board of Trustees believe the goal and intent as
aforementioned can best be accomplished by employing a bi-lingual code
enforcement officer;
Whereas, the Safe Housing Task Force interviewed several well qualified
candidates for the position and highly recommends Mr. Javier G. Taborga for the
position of Code Enforcer. Mr. Taborga received a Bachelor in Architecture from
the University Mayor of San Andres and a Code Enforcement Certification from
the New York State Department of State; he is fluent in English and Spanish and
is computer literate; from 2002 to the present he has worked for the Elliot
Architecture firm in Pleasantviile, New York and before that was employed by
Papp Architects in White Plains and Roger Pellaton Associates in Ossining. While
working for these firms Mr. Taborga performed building inspections, evaluated
mechanical and fire protection systems, along with coordinating, conducting and
preparing ail phases of commercial, institutional and residential building projects,
The Task Force strongly believes that Mr. Taborga meets the Village's stringent
requirements for the Code Enforcer position;

�NOW, THEREFORE BE IT RESOLVED, that the Mayor hereby appoints and the
Board of Trustees confirms the Mayor's appointment of Javier G. Taborga of
Poughquag, NY to the position of Code Enforcer from Civil Service Eligible List
#66-862; effective November 2, 2009, at an annual salary of $85,000. Said
appointment is subject to a probationary period of twelve months.

�INTER-MUNICIPAL AGREEMENT

A G R E E M E N T , made

, 2009 by and between

THE COUNTY OF WESTCHESTER, a municipal coiporation of the State
of New York, having an office and place of business in the Michaelian
Office Building, 148 Martine Avenue, White Plains, New York 10601,
(hereinafter referred to as the "County")
and
THE VILLAGE OF SLEEPY HOLLOW, a municipal corporation of the
State of New York, acting by and through the Village of Sleepy Hollow
Police Department, having an office and place of business at 28 Beekman
Avenue, Sleepy Hollow, New York 10591.
(hereinafter referred to as the "Municipality")

WHEREAS, the County has implemented a system called Westchester
County Repository for Integrated Criminalistic Information (RICI System) to allow for the
electronic transmission and storage of criminal record and police blotter information;
and
WHEREAS, the type of information that is transmitted and stored on the
system includes, but is not limited to, information related to a subject's arrest, booking,
detention or incarceration including name, address, social security number, physical
description, telephone number, fingerprints, palm-prints, photographs, and related data;
and
WHEREAS, the information is stored chronologically on a central
computer maintained by the County and is shared by multiple law enforcement
agencies having access to the system; and

�WHEREAS, the Municipality is desirous of obtaining access to the RICI
System and receiving supplemental computer services from the County; and
WHEREAS, the County agrees to provide such services upon the terms
described below.
NOW, THEREFORE, in consideration of the mutual representations,
covenants and agreements herein set forth, the County and the Municipality, each
binding itself, its successors and assigns, do mutually promise, covenant and agree as
follows:
FIRST: The County agrees:
(a)

To provide and maintain a computer system and related equipment

that will allow for the electronic transmission and storage of records relating to a
subject's arrest, booking, detention or incarceration including name, address, social
security number, physical description, telephone number, fingerprints, palm-prints,
photographs, and related data. The system will allow for the two-way transmission of
data between the Municipality, the County, the New York State Division of Criminal
Justice Sen/ices (DCJS) and other law-enforcement agencies.
(b)

To maintain all parts of the RICI System under County control. The

portion of the system "under County control* means the hardware or software
associated with the central computer. "Maintenance" generally means support, upkeep,
repair and periodic duplication or "back-up" of Municipality records in order to safeguard
the data. Maintenance will be provided 24 hours per day, 365 days per year. The
County will take reasonable measures to prevent or correct system trouble. "System
trouble" is generally defined as the non-ability of any Municipality RICI System
workstation to send or receive data from the centra! computer.

If the County

determines any system trouble to be within the portion of the system under Municipality

�control, or within the jurisdiction of a third party, it will make appropriate notification to

(

the Municipality or to such third party. The portion of the system "under Municipality
control" means the hardware or software contained within the Municipality computer
network. The "jurisdiction of a third party" means any hardware or software that is not
within that portion of the system under County control or under Municipality control.
(c)

To provide management control over the RICI System.

"Management control" means the authority to set and enforce (1) priorities; (2)
standards for the selection, supervision, and termination of personnel in its employ; and
(3) policy governing the operation of computers, circuits and telecommunications
terminals or equipment used to process, store, or transmit criminal justice data, and
guarantees the priority service needed by the criminal justice community. Management
control includes, but is not limited to, the supervision of equipment, system design,
(

programming, and operating procedures necessary for the exchange of criminal justice
data.
(d)

That authorized Municipality employees and authorized employees

from other user law enforcement agencies may access, view or print any Department of
Public Safety record contained in the RICI System relating to a subject's arrest,
booking, detention or incarceration including name, address, social security number,
physical description, telephone number, fingerprints, palm-prints, photographs, and
related data. Access by Municipality employees is strictly for business purposes
relating to an official law enforcemenffunction or to&lt;the administration or maintenance
of the system. Any data so accessed may be used or disseminated only in accordance
with all applicable federal, state or local laws or applicable rules and regulations, taking
into account the type of record being used or disseminated including designation as
adult, juvenile delinquent, sealed or similar restricted status.

�(e)

That all County employees having access to RIC! System data

have been the subject of a criminal background check for the purpose of ascertaining
fitness to access criminal justice and police blotter information. The Department of
Public Safety will determine the criteria to be used in ascertaining such fitness. Any
person not meeting such criteria will be denied access to RICI System data.
(f)

That ali Municipality records maintained on the RICI System are

owned by the Municipality. The Municipality will enter or edit its own records and has
sole responsibility for the proper designation of its records as adult, juvenile delinquent,
sealed or similar restricted status. The Municipality has sole responsibility for
compliance with all court processes pertaining to any Municipality record contained in
the system. The County will not enter or edit Municipality records, except at the request
of the Municipality or as necessary for the administration or maintenance of the system.

SECOND: The Municipality agrees:
(a)

To provide and maintain a computer system and related equipment

that will allow for the electronic capture and transmission of records relating to a
subject's arrest, booking, detention or incarceration including, name, address, social
security number, physical description, telephone number, fingerprints, palm-prints,
photographs, and related data. The system will allow for the two-way transmission of
data between the Municipality, the New York State Division of Criminal Justice Services
(DCJS) and other law-enforcement agencies.
(b)

To maintain all parts of the RICI System under Municipality control.

The portion of the system "under Municipality control" means the hardware or software
associated with the Municipality computer network. The Municipality will take
reasonable measures to prevent or correct system trouble. "System trouble" is

�generally defined as the non-ability of any Municipality R1CI System workstation to send

or receive data from the central computer. If the Municipality determines the trouble to
be within the portion of the system under County control, or within the jurisdiction of a
third party, it will make appropriate notification to the County or to such third party. The
portion of the system "under County control" means the hardware or software
associated with the central computer. The "jurisdiction of a third party" means any
hardware or software that is not within that portion of the system under Municipality
control or under County control.
(c)

To provide supervision and control over that portion of the RlCI

System under Municipality control. The term "supervision and control" generally means,
but is not limited to, maintenance of security for terminals used to access RlCI System
data and the exercise of reasonable measures to ensure that only authorized personnel
access criminal justice and police blotter information contained in the system.
(d)

That authorized County employees and authorized employees from

other user law enforcement agencies may access, view or print any Department of
Public Safety record contained in the RlCI system relating to a subject's arrest, booking,
detention or incarceration including name, address, social security number, physical
description, telephone number, fingerprints, palm-prints, photographs, and related data.
Access by County employees is strictly for business purposes relating to an official law
enforcement function or to the administration or maintenance of the system. Any data
so accessed may be used or disseminated only in accordance with all applicable
federal, state or local laws or applicable rules and regulations, taking into account the
type of record being used or disseminated including designation as adult, juvenile
delinquent, sealed or similar restricted status.

�(e)

That ail Municipality employees having access to RICI System data have

been the subject of a criminal background check for the purpose of ascertaining fitness
to access police blotter and criminal justice information. The Department of Public
Safety wilt determine the criteria to be used in ascertaining such fitness. Any person not
meeting such criteria will be denied access to RICI System data.

THIRD: The Municipality agrees
(i) That except for the amount, if any, of damage contributed to,
caused by or resulting from the negligence of the County, the Municipality shall
indemnify and hold harmless the County, its officers, employees and agents from and
against any and all liability, damage, claims, demands, costs, judgments, fees,
attorneys' fees or loss arising directly or indirectly out of this Agreement; and
(ii) To provide defense for and defend, at its sole expense, any and
all claims, demands or causes of action directly or indirectly arising out of this
Agreement, unless caused by or resulting from the negligence of the County, and to
bear ail other costs and expenses related thereto.

FOURTH: The term of this Agreement will commence August 1, 2009 and
terminate July 31, 2014, unless terminated earlier as provided herein.

FIFTH: Either party may cancel thi,s Agreement on thirty (30) days written
notice to the other party.

SIXTH: This Agreement shall not be enforceable unless signed by the
parties and approved by the Office of the County Attorney.

�SEVENTH: All notices given pursuant to this agreement shall be in writing
and effective on mailing. All notices shall be sent by registered or certified mail, return
receipt requested and mailed to the following addresses:

NINTH: This Agreement is entered into solely between, and may be
enforced only by, the County and the Municipality; and this Agreement shall not be

�deemed to create any rights in third parties, or to create any obligations of a Party to
any such third parties.

TENTH: Any delegation of duties or assignment of rights under this
Agreement, without the prior express written consent of the County, is void.

STANDARD INSURANCE PROVISIONS
(MUNICIPALITY)
1, Prior to commencing work, the Municipality shall obtain at its own cost
and expense the required "insurance from insurance companies licensed in the State of
New York, carrying a Best's financial rating of A or better, and shall provide evidence of
such insurance to the County of Westchester, as may be required and approved by the
Director of Risk Management of the County. The policies or certificates thereof shall
provide that thirty days prior to cancellation or material change in the policy, notices of
same shall be given to the Director Of Risk Management of the County of Westchester by
registered mail, return receipt requested, for all of the following stated insurance policies.
All notices shall name the Municipality and identify the Agreement.
If at any time any of the policies required herein shall be or become
unsatisfactory to the County, as to form or substance, or if a company issuing any such
policy shall be or become unsatisfactory to the County, the Municipality shall upon notice
to that effect from the County, promptly obtain a new policy, submit the same to the
Department of Risk Management of the County of Westchester for approval and submit a
certificate thereof. Upon failure of the Municipality to furnish, deliver and maintain such
insurance, the Agreement, at the election of the County, may be declared suspended,
discontinued or terminated. Failure of the Municipality to take out, maintain, or the taking
out or maintenance of any required.insurance, shall not relieve the Municipality from any
liability under the Agreement, nor shall the insurance requirements be construed to
conflict with or otherwise limit the contractual obligations of the Municipality concerning
indemnification. All property losses shall be made payable to and adjusted with the
County.
In the event that claims, for which the County may be liable, in excess of
the insured amounts provided herein are filed by reason of any operations under the
Agreement, the amount of excess of such claims or any portion thereof, may be withheld
from payment due or to become due the Municipality until such time as the Municipality
shall furnish such additional security covering such claims in form satisfactory to the
County of Westchester.
2. The Municipality shall provide proof of the following coverage (if additional
coverage is required for a specific agreement, those requirements will be described in the
"Special Conditions" of the contract specifications):
(a) Workers' Compensation. Certificate form C-105.2 (9/07) or State
Fund Insurance Company form U-26.3 is required for proof of compliance with the New
York State Workers' Compensation Law. State Workers' Compensation Board form DB120.1 is required for proof of compliance with the New York State Disability Benefits Law.
Location of operation shall be "All locations in Westchester County, New York."

�Where an applicant claims to not be required to carry either a Workers'
Compensation Policy or Disability Benefits Policy, or both, the employer must complete
NYS form CE-200, available to download at: www.wcb.state.ny.us (click on
Employers/Businesses, then Business Permits/Licenses/Contracts to see instruction
manual).
If the employer is self-insured for Worker's Compensation, he/she should
present a certificate from the New York State Worker's Compensation Board evidencing
that fact (Either SI-12, Certificate of Workers' Compensation Self-Insurance, or GSI105.2, Certificate of Participation in Workers' Compensation Group Self-Insurance).
(b) Employer's Liability with minimum limit of $100,000.00.
(c)- Commercial General Liability Insurance with a minimum limit of liability •
per occurrence of $1,000,000.00 for bodily injury and $100,000,00 for property damage or
a combined single limit of $1,000,000.00 (c.s.L), naming the County of Westchester as an
additional insured. This insurance shall indicate the following coverages:
(I)
(ii)

Premises - Operations.
Broad Form Contractual

(d) Automobile Liability Insurance with a minimum limit of liability per
occurrence of $1,000,000.00 per occurrence for bodily injury and a minimum limit of
$100,000.00 per occurrence for property damage or a combined single limit of
$1,000,000.00 unless otherwise indicated in the contract specifications. This insurance
shall include for bodily injury and property damage the following coverages:
(i)
(ii)
(iii)

Owned automobiles.
Hired automobiles.
Non-owned automobiles.

3. All policies of the Municipality shall be endorsed to contain the following clauses:
(a)
Insurers shall have no right to recovery or subrogation against the
County of Westchester (including its employees and other agents and agencies), it being
the intention of the parties that the insurance policies so effected shall protect both parties
and be primary coverage for any and all losses covered by the above-described insurance.
(b)
The clause "other insurance provisions" in a policy in which the
County of Westchester is named as an insured, shall not apply to the County of
Westchester.

�(c)
The insurance companies issuing the policy or policies shall have no
recourse against the County of Westchester (including its agents and agencies as
aforesaid) for payment of any premiums or for assessments under any form of policy.
(d)
Any and all deductibles in the above described insurance polices shall
be assumed by and be for the account of, and at the sole risk of, the Municipality.

WHEREAS, Kristina Georges of Palmer Avenue, has requested to have a Ragamuffin Parade on
Saturday, October 31,2009 on Munroe Avenue, from Kelbourne to Hunter Avenues and a Block
Party on Hunter Avenue, between Beliwood and Munroe Avenues on Saturday, October 31,

Resolution of the Board of Trustees of the Village of Sleepy Hollow
Accepting Resignation of Police Officer
WHEREAS, Police Officer, James Nabors, by the attached letter dated October, 19, 2009,
submitted his resignation from the Sleepy Hollow Police Department.
WHEREAS, said resignation must be formally accepted by the Village of Sleepy Hollow Board of
Trustees, and
WHEREAS, the Village, by resolution number 07/138/03 dated July 15, 2003, adopted a policy
for employee termination and rehire, and
NOW, THEREFORE, BE IT RESOLVED, that the Village accepts the resignation of James
Nabors dated October 19, 2009 and effective November 1, 2009, and finds that the
termination/rehire policy of July 15, 2003 applies, and
BE IT FURTHER RESOLVED, that a copy of the policy be forwarded to James Nabors and a
copy be placed in his personnel record with proof of service.

pleasure to serve under your command and I sincerely Thank-you for giving me the

I have had the opportunity to learn, train, and grow within this department and you have
provided a very pleasurable work environment since day one. You have provided me
with a multitude of skill sets that have made my job easier, and helped to mold me into a

Accepting Retirement of Chief Warren
WHEREAS, Jimmy Warren has submitted his retirement to the Mayor and Board of Trustees,
effective November 23, 2009; and
WHEREAS, the Board of Trustees believes it is in the best interest of the Viliage of Sleepy
Hollow to accept his retirement,
NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees accepts Jimmy Warren's
retirement from employment as Chief of Police for the Village of Sleepy Hollow,
BE IT FURTHER RESOLVED, that the retirement of Jimmy Warren is accepted pursuant to
the terms of the employment agreement dated October 20, 2009 and release of claims
agreement dated October 20, 2009 and the Board of Trustees authorizes the Mayor to execute

Sleepy Hollow Police Department, effective 21 November 2009. It has been an honor and
pleasure to serve the Village of Sleepy Hollow, its residences, merchants and visitor during
the past 25 years as a Police Officer, Sergeant, Lieutenant and Chief of Police.
I would like to take a moment to thank the numerous Mayors and Boards of Trustees
