                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
December 1,2009 starting at 7:00 P.M. at Rock of Salvation Church, 131 Cortlandt Street,
Sleepy Hollow, New York.
Present:

Mayor Wray called the meeting to order at 7:08 p.m.
MAYOR'S ANNOUNCEMENTS - Mayor Wray announced that there will be a public comment
period at the end of the agenda and thanked Reverend Santiago for hosting the work session.
COURT REPORT -- Judge Andres Valdespino updated the Board on several initiatives that the
Court has instituted including setting up the metal detector and adding another Thursday session
to the Court calendar.
POLICE CHIEF REPORT - Chief Cotarelo gave a report on recent actions taken by the Police
Department. Enforcement of the new scoff law has been very successful, the meters wil be
bagged for the holidays for the entire month of December and the speed trailer has been set up
along Route 9 to monitor traffic.
RECREATION REPORT - Representatives from AYSO, TNT, the School and Tarrytown
Recreation were in attendance to discuss field usage. Recreation Supervisor Robin Pell was also
in attendance. Discussion ensued.

�CENSUS - Trustee Campbell urged participation in the upcoming census. An accurate
population count could potentially affect future funding. The Mayor asked for a list of
individuals interested in assisting with the census,
RECORDS CLERK - The Mayor indicated that a part-time records clerk is needed to work on a
project in the building department. The work will be completely funded through a Grant.
HOUSING COMMITTEE - The Mayor informed the residents that the Housing Committee is
working hard in dealing with the illegal housing problem. The Building Department is focusing
its attention on landlords as well as tenants if violations exist.
PUBLIC COMMENTS
Rita Jimenez - Asked if landlords had the right to go into a tenant's apartment if they feel there
is a code violation. Mayor Wray responded by saying yes as long as they give 24 hour notice.
Reverend Santiago - Mentioned the following issues: A damaged sidewalk on Clinton, enforcing
the dog waste law, adding a handicap space on Cortlandt Street and enforcing teen drinking. The
Mayor responded to these concerns.
Carlos Panjon - (Through an interpreter) asked if the Village could do something about
increased crime and menacing teenagers on Cedar Street. He also asked for a speed bump on
Cedar Street to slow down traffic.
Rita Jimenez - Ms. Jimenez agreed with Mr. Panjon and said that similar issues exist on
Cortlandt Street, Trustee Caposella said that all of these issues need to be addressed.
Margarita Benitez - Asked if the Village could help a resident get acceptance into the senior
citizen affordable housing building. The Mayor responded by saying that the Village didn't
determine who gets approved and denied.
Serillo Rodriguez - Complained about Village taxes. Mr. Rodiguez owns rent controlled
buildings and feels that it is unfair that the rent can't be increased even though the taxes increase.
Ms. Gandolfo said that a tax break is available to people who own rent controlled buildings.
Mayor Wray again thanked Reverend Santiago for hosting the work session.
At 9:30 p.m. the meeting was adjourned.
