Present: Mayor Kenneth G. Wray Thomas Capossela David L. Schroedel Bruce R. Campbell Evelyn R. Stupel Barbara J. Carr Karin T. Wompa Trustees Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Diane Jacobson, Village Treasurer Rich Gross, General Foreman Sean McCarthy, Village Architect Mayor Wray called the meeting to order at 7:00 p.m. MAYOR'S ANNOUNCEMENTS - Mayor Wray expressed his concerns for the people of Haiti in the wake of the recent earthquake. Mayor Wray announced that there will be a recreation study workshop at the Sleepy Hollow High School on January 25, 2010 from 7:00-10;00pm. All residents are welcome to attend. GRANT WRITER'S REPORT - Fiona Hodgson updated the Board on the status of various grant applications (see attached). AUTOMOBILE POLICY - The Board discussed amending the automobile policy to address the issue of employees and volunteers with poor driving records. Mayor Wray referred the matter to the Administrator. Mr. Giaccio will work with the insurance company to create a draft policy. COMMUNITY MEDIA AGREEMENT - Trustee Campbell gave a report on Community Media. The footage received from them for the first part of the year has been very good although sometimes there has been an issue with getting it in a timely manner. Trustee Campbell does believe however that the agreement with Community Media should be extended until the end of the fiscal year. �TAX COLLECTION POLICY - Diane Jacobson asked the Board to decide whether or not to change the tax collection policy. VALLEY STREET FIRE ZONE - The Fire Department has made a request to the Village Board to put a fire zone in front of 124 Valley Street. Mayor Wray requested that a resolution to set a public hearing for a fire zone on Valley Street be put on next week's Board meeting agenda. AGE RESTRICTION FOR FIREMAN - The Board discussed the pros and cons to lowering the eligibility age for volunteer firemen from eighteen to seventeen years of age. The insurance company stated that this policy would increase the Village's annual premium by $500 and strongly recommends that all seventeen year olds have written permission from a parent or legal guardian before joining the Fire Department. EXECUTIVE SESSION At 8:45 p.m., on a motion made by Trustee Stupel and seconded by Trustee Wompa and carried unanimously, the Board moved to Executive Session to discuss legal matters. At 9:25 p.m., on a motion made by Trustee Campbell and seconded by Trustee Schroedel and carried unanimously, the Board moved out of executive session. At 9:26 p.m. the meeting was adjourned. Resolution to accept CDBG grant. $248,200 for 2010 Additional CDBG grant. $100,000 in 2010 for Kendall Avenue Streetscape Improvements Congresswoman Nita Lowey Appropriations Requests Rehabilitate the pier at Castle Oil for public recreational use ($300k) Replace the Beekman Avenue street lights ($135k) Site work and landscaping to complete the Senior Center ($110k) Construction of the new water storage tank ($lm) Request from Senator Andrea Stewart-Cousins Applications for legislative grants are due February 12. They are intended to be programmatic and not for capital projects. Haunted hayride? Programming the Senior Center? Let me know Upcoming grant opportunities. Another upcoming grant round is for the Local Government Efficiency program offered by the Dept of State (formerly known as Shared Services). The Village considered applying for funds to implement the recommendations of the study (currently underway) to share recreation and park resources and services with the V of Tarrytown and the Public Schools. Having a grant-funded study will increase the chance of an implementation grant award. So far it looks like the timing will not work for an application to the next ground round, due February 24, so we'll have to hope for another grant round. �NYSERDA ARRA Energy Efficiency and Conservation Block Grants - due February 17. Not required to share cost, although offers to do so improve the scoring. Not enough time to get the required study done and an application developed. Further away are a few grant programs which I'll briefly mention: The New York Main Street Which supports downtown revitalization giving property owners grants to restore the facades and interiors of their downtown commercial buildings Grant rounds not yet announced but hoped-for this year: Safe Routes to School To encourage children to walk and bicycle to school, it funds improvements to physical infrastructure around schools, as well as programs to educate and encourage. Prior grant rounds it was limited to elementary schools - need to see new RFP. Recreation Trails Grants SAFETEA-LU funds - Federal To provide and maintain recreational trails for both motorized (snowmobiles, motorcycles) and non-motorized (pedestrian, equestrial, bicycle, skate) recreational trail use. FEMA Assistance to Firefighters Grant Program to meet the firefighting and emergency response needs of fire departments and EMS organizations helping them obtain critically needed equipment, protective gear, emergency vehicles, training, and other resources. A good application to this program might be for funding for a new antenna and communications equipment for the emergency services. A grant round has not yet been announced, but in recent years there has been a spring grant round.
