                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday,
February 9, 2010 in Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.
Present:

Mayor Kenneth G. Wray
Deputy Mayor Thomas Capossela
David Schroedel

Bruce Campbell
Evelyn Stupel, Trustees

Absent:

Also Present: Anthony P. Giaccio, Village Administrator
Janet Gandolfo, Village Counsel
Richard Gross, Village General Foreman
Sean E. McCarthy, Village Building Inspector
John Kapica, Police Chief
Paula A. McCarthy, Village Clerk
At 7:10 p.m. the Mayor called the meeting to order with pledge to the flag.
Village Clerk read the Public Hearing Notice regarding the fire lane asking zone in front of
124 Valley Street Mayor Wray opened up the Public Hearing:
Ms. Lillian Abrams and her daughter Naomi Rosenburgh from the Senior Building addressed
the Mayor and the Board of Trustees and expressed concerned about being dropped off and
picked up at this location, as she has physical limitations. Ms. Abrams also asked if the
residents of the senior building could have permission to pick up and drop off individuals in
front of the building.
Mayor responded that this problem will be looked into.
There were no other comments from the public at this time and Mayor adjourned this
hearing until February, 23, 2010.
Approval of Minutes:
Trustee Carr moved, seconded by Trustee Stupel to approve the minutes of January 5 and
January 26, 2010. Motion carried 5-0
Approval of Warrants: Trustee Carr moved, seconded by Trustee Campbell to approve
the Warrant of $109,026.72 Vote-5-0

�Mayor announcements:
Mayor stated that the last Work Session which took place at the Writer's Center was a
success and well attended, and the Mayor looks forward to having a meeting there again.
Mayor stated that, at the last work session, the Board moved into Special Session to appoint
the new Chief of Police, John kapica and at this time the Mayor welcomed Chief Kapica once
again.
The Mayor also thanked Jose Cotarelo for all his help and great job while acting Chief of
Police.
Public Comments: No comments.
Trustee Reports:
Trustee Schroedel reported that he met with the Fire Committee to go over their budget.
Trustee Carr reported that on Monday there wiil be a Senior Citizen meeting and Sean
McCarthy will attend to update the seniors on the construction status of the senior building.
Trustee Carr also reported that the Friends of Douglas Park will be having a meeting with
Sean McCarthy and Anthony Giaccio as well.
The Tree committee will meet to discuss the process of applications for removal of trees.
At the Work Session last week a lady asked about senior services and Trustee Carr wiil meet
with her to discuss programs and services.
Trustee Campbell reported that many people attended the Work Session last week and is
hoping to schedule another one soon.
Trustee Campbell also reported that the Community Relations Committee met this evening
and would like to increase the use and functionality of our website.
Mayor commented that it was a great idea to have a work Session at the Writer's Center.
Mayor announced that schools will be closed tomorrow due to inclement weather.
Trustee Capossela reported that due to inclement weather, Richard Gross, General
Foreman has requested that the Village declare a snow storm emergency at 8am for
Wednesday, February 10th, 2010.
Trustee Capossela also reported that recyclables will be picked up if possible
and that there is a holiday schedule pick up for next week.
The DPW Committee met and are working on the budget, and Deputy Mayor Capossela
asked if 10/31, the Halloween Hayride Organizers, would return and attend a work session if
interested.
Trustee Stupel reported that the Safe Housing and Code Enforcement committees met and
a draft of this meeting wiil be ready by Friday.

�Trustee Stupel thanked members of the Committee for their patience and expertise and
thanked Janet Gandolfo, Sean McCarthy and Mathew Brennan. Trustee Stupel also reminded
everyone about the census and to sign up if possible,
The Building Department budget planning continues to be an ongoing process.
Trustee Carr mentioned that Evelyn, Anthony and Barbara met with library regarding their
budget.
Administrator's Report
The Downtown Revitalization Corporation has completed the Village calendar and it will be
mailed out at the end of the month.
The Department of Transportation has approved the route 9 culvert project. - contracts are
in and nave been reviewed by the Village Attorney.
Work is progressing on the budget. Lights at Devries Park have been removed.
Chief Kapica attended his first department head meeting and discussed some initiatives he
has planned.
Work on the Senior Center's final phase will begin this week.
Resolutions: 5 resolutions - all passed.
New Business:
Mayor announced that Anthony Giaccio, Dolph Rothfeld and David Schroedel met with
Congresswoman Nita Lowey to discuss the water tank plans. Ms. Lowy's office was very
helpful and will follow up with Senator Gillibrand and Senator Shumer's office in an effort to
get funding for this project.

Public Comments:
Mario Belanich, of North Washington St, addressed the Mayor and the Board of Trustees and
asked about the resolution about Anthony Giaccio signing checks.
Mayor responded and brief discussion ensued.

�At 7:46 p.m., on a motion by Trustee Campbell, Seconded Trustee Schroedel the Board of
Trustees went into Executive Session.
At 8:04 p.m., on a motion by Trustee Carr, seconded by Trustee Schroedel the board came
out of Executive Session.
At 8:05 p.m., on a motion by Trustee Campbell, seconded by Trustee Carr the meeting was
adjourned.

WHEREAS, Giorgio Cicciarella was appointed as a temporary part time laborer in the Public
Works Department in July, 2008.
WHEREAS, the temporary vacancy continues to exist in the position of Village Caretaker and,
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees does hereby confirm the
permanent Mayor's appointment of Giorgio Cicciarella of 71 New Broadway, Sleepy Hollow, New
York as a part time laborer in the Public Works Department to work Monday through Friday at
an hourly salary of $15.30 effective immediately not to exceed 17.5 hours per week.

WHEREAS, during the period between the retirement of Chief Warren and the
appointment of John Kapica as Chief of Police, Sergeant Cotareio has been
serving in the capacity of Acting Chief of Police; and
WHEREAS, due to this and other personnel exigencies within the Police
Department the position of Detective Sergeant has gone unfilled; and
WHEREAS, the intricacies of investigative work make it desirable to have a
superior officer oversee the responsibilities of this division; and
WHEREAS, Chief Kapica has assigned Sergeant Cotareio to the Detective's
Division effective February 5th 2010,
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees supports the
assignment of Sergeant Cotareio to the Detective Division and,
BE IT FURTHER RESOLVED THAT Detective Sergeant Cotarelo's annual salary
is $102,667.00 effective February 8, 2010.
