Present: Mayor Kenneth G. Wray Deputy M a y o r Thomas Capossela David Schroedel Barbara Carr Bruce Campbell Karin W o m p a Evelyn Stupel, Trustees Also Present: Anthony P. Giaccio, Village Administrator Janet Gandolfo, Village Counsel Richard Gross, Village General Foreman Sean E. McCarthy, Village Building Inspector John Kapica, Police Chief At 7:00 p.m. the Mayor called the meeting to order with a prayer and pledge to the flag. Giaccio read the Public H e a r i n g Notice N o w therefore, be it resolved the Board of Trustees hereby schedules a public hearing be held at 7 pm, on Tuesday, April IS"*, 2 0 1 0 at Village Hall, 2 8 B e e k m a n A v e n u e , Sleepy Hollow, N e w Y o r k to hear and consider c o m m e n t s f r o m m e m b e r s of the public regarding the 2010-2011 Tentative budget. Mayor Wray opened up the Public Hearing: Mario Belanich Asked what the tax increase would be. Trustee Schroedel responded by saying it is not determined yet. The Public Hearing was adjourned Presentation by the Village Engineer Dolph Rotfeld and Dan Peluso from Rotfeld Engineering made a presentation to the Board on the Shaft 9 pump station project. Bids were received for this project and Engineered Fluid Inc. was the lowest bidder at $487,811. Mr. Rotfeld and Mr. Peluso recommended awarding this bid. Discussion ensued. �Approval of Minutes: Trustee Campbell moved, Seconded by Trustee Stupel to approve the Minutes of, 3/2/10, 3/9/10, 3/16/10 and 4/5/10. It was unanimous. * A correction was made on the 4/5/10 minutes, changing M a t h e w Brenner to Brennan. Approval of Warrants: Trustee Schroedel moved, seconded by Trustee Campbell to approve warrants 10MAR29,10MAR30, 10APR08,10APR09 and 10APR13 in the total of $230,389.63. Roll call was taken for each warrant. All ayes with the exception of warrant 10APR08 (Capossela voted nay). Motion passed Mayor's Announcements Mayor Wray informed the residents that there have been on-going conversations with General Motors and he is cautiously optimistic that something positive will come out of the talks. The Police Advisory Committee is being formed and anyone interested in joining should contact Village Hall. Public Comments: None Trustee Reports: Trustee Schroedel reported that the Finance Committee is working hard on reducing the tentative budget and believes they can keep the tax increase under 2%. Trustee Schroedel requested that a presentation on the water tank be placed on next week's work session agenda. Trustee Carr reported that she met with the senior citizens group to discuss senior center operations. Trustee Carr also mentioned that the Friends of Douglas Park have received three quotes for a design of a natural playground and are prepared to make a presentation to the Village Board. The Environmental Advisory Committee will be participating in the Earth Day event on Sunday at Morse School. The EAC would like to report on the leaf blower law. Trustee Campbell informed the Board that the Branding Sub-Committee met and discussed ways of promoting the Halloween season. Trustee Capossela gave a public works report. Leagues are starting and the fields are in good shape. The DPW will be plating 25 sycamore trees along Route 9. Residents should not throw dog waste down the sewer. �Trustee Capossela gave a recreation reports. He mentioned Parks staffing and announced the TNT parade, Lacrosse and Basketball Camps and the Lighthouse Tours. Trustee Wompa reported that the search for a new treasurer is underway and the Downtown Revitalization Corporation is holding an Earth Day event on Sunday at Morse School. Trustee Stupel announced that there will be a Housing Committee meeting this week. Administrator Report: The first meeting for the Police Advisory Committee will be sometime in May. As part of the Earth Day Celebration, the DPW will be planting sycamore trees along Route 9. The DPW is prepared for Sundays Earth Day event at Morse School. Resolutions: resolutions - See attached M a y o r Wray explained why there will be a public hearing on the Architectural Review Board New Business Mayor Wray announced that he attended the 160 birthday party at the Sleepy Hollow Cemetery. Mayor Wray met with Anna Lopez and the high school students working on the census on Saturday and said they are doing an excellent job. Mayor Wray encourages everyone to complete their census form. Mayor announced the swearing in of all the new officers for the Fire Department. The Mayor thanked outgoing Chief Hennessey and congratulated incoming Chief Korzelius. Trustee Stupel asked if the Horseman Statue could be clean up and illuminated and if the area could be better landscaped. Trustee Wompa recommended that the Village consider purchasing the vacant lot on Beekman Avenue to be used for public parking. Trustee Caposella informed the Board that it is Sleepy Hollow's turn to buy flags for Memorial Day. The Village alternatives purchasing these flags each year with Tarrytown Trustee Stupel praised Anna Lopez for her efforts with the census. �Public Comments: M a r i o Belanich asked what the status was on the horseman statue investigation Paul Wichman said he was having trouble getting a certificate of occupancy for his house. He needs this in order to sell his house. Executive Session: At 8:25 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Campbell and carried unanimously, the Board moved into executive session to discuss legal matters. At 8:40, on a motion made by Trustee Campbell and seconded by Trustee Carr and carried unanimously, the Board moved out of executive session. Moved: Trustee Campbell Seconded: Trustee Carr Vote: 6-0 �Meeting: 04/13/2010 Resolution#: 04/57/2010 WHEREAS, residency requirement may be waived by the Board of Trustees for Court Attendant(s) if appointee is a resident of the County of Westchester; NOW BE IT RESOLVED the Board of Trustees hereby waives the statutory Village residency requirement for all Court Attendant(s); Moved: Trustee Stupel Seconded: Trustee Schroedel Vote: 6-0 �Meeting Date: 04/13/2010 Resolution #: 04/58/2010 Be it resolved that the Board of Trustees of the Village of Sleepy Hollow does hereby adopt the following: 1) The Certificate of Base Percentages, Current Percentages and Current Base Proportions pursuant to Article 19 of the Real Property Tax Law for the levy of taxes on the 2010 Village Assessment Roll, as prepared by the Office of the Village Assessor. 2) The Certificate of Adjusted Base Proportions pursuant to Article 19 of the Real Property Tax Law for the levy of taxes on the 2010 Village Assessment Roll, as prepared by the Village Assessor. 3) The Class Tax Shares adopted for the Village Levy Roll of 2010 are as follows: Homestead: 67.1074 % Moved: Trustee Caposella Non-Homestead: Seconded: Trustee Stupe I 32.8926 % Vote: 6-0 �Meeting Date: Resolution #: 4/13/10 4/59/10 Resolution of the Board of Trustees of the Village of Sleepy Hollow Accepting the Bid for the Shaft 9 Pump Package Booster Station Project WHEREAS, on March 25, 2010 the Village of Sleepy Hollow received bid proposals for the Shaft 9 Pump Package Booster Station Project; and WHEREAS, all bids have been reviewed by the Village Engineer and a qualified low bidder, Engineered Fluid, Inc. of Centralia, Illinois has been identified with a low bid amount of $478,811.00; and WHEREAS, the Village Engineer has determined that the Engineered Fluid, Inc. bid to be acceptable and has recommended its approval; and NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees herein accepts the bid of Engineered Fluid, Inc. at a total amount of $478,811.00 and be it further RESOLVED that the Mayor is authorized to take any and all steps necessary to effectuate the intent of this resolution. Said hearing will also consider comments from the public regarding the transfer of certain authority of the Architectural Review Board to the Planning Board. Moved: Trustee Schroedel Seconded: Trustee Stupel Vote: 6-0 �PUBLIC HEARING NOTICE PLEASE TAKE NOTICE the Board of Trustees of the Village of Sleepy Hollow will hold a public hearing on Tuesday, April 27, 2010 at 7 p.m. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York to hear and consider comments from members of the public regarding an amendment to the Village Code, eliminating Chapter 6, entitled Architectural Review Board and amending Chapter 62 to give certain duties now performed by the Architectural Review Board to the Planning Board. A copy of the proposed revisions to the Village Code is available at the Village Clerk's office, MondayFriday from 8:30 a.m. to 4:30 p.m. All interested parties are invited to attend and be heard at said hearing.
