Present: Mayor Kenneth G. Wray Karin.T. Wompa . David L. Schroedel Bruce R. Campbell Evelyn R. Stupel Barbara J. Carr Trustees Thomas Capossela (Absent) Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Sean McCarthy, Village Architect John Kapica, Police Chief Rich Gross, General Foreman Mayor Wray called the meeting to order at 7:00 p.m. PUBLIC HEARING ON 2010/2011 TENTATIVE BUDGET Mr. Giaccio read the Public Hearing Notice Now therefore, be rf resolved the Board of Trustees hereby schedules a public hearing be held at 7 pm, on Tuesday, April 20 , 2010 at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York to hear and consider comments from members of the public regarding the 2010-2011. Tentative budget. Francesca Spinner Asked the Board to continue its support for the Neighborhood House by including $6,000 in the budget that help funds senior citizen programs. Ms. Spinner submitted a letter to the Board (attached) Gordon Albert - Asked if the Board could allocate $10,000 in the budget for WESTCOP. Mr. Albert submitted a list of programs that WESTCOP will offer (attached) th p Jim Hart - Asked if the Village could include in the budget $10,000 for WESTCOP. Joe Quinnen - Gave Support for Neighborhood House �Motion was made by Trustee Carr and seconded by Trustee Stupel to close the public hearing on the 2010/2011 Tentative Budget. The motion passed 5-0. WATER RESERVOIR - Trustee Schroedel read a statement that related to the Village's water system (attached). David Smith from Saccardi and Schiff gave a presentation on the proposed water tank. The Village is currently not in compliance with Health Department regulations for water storage capacity. The Village currently has approximately 870,000 gallons of storage capacity and the new tank would provide approximately 2.4 million gallons of storage capacity. Discussion ensued. WSG PRESENTATION - Justin Creswell from WSG gave a presentation to the Board on the Village's computer system and service agreement memo to the Board (attached). The Village Board is unhappy with the current state of the Village's IT system. Discussion ensued. DOUGLAS PARK PLAYGROUND - A presentation was made by the "Friends of Douglas Park". The group is promoting the idea of building a natural playground in Douglas Park and is recommending using "Follow the Child" to do the design. Rachel Hansen read a letter to the Board (attached). Discussion ensued. SALARY ADJUSTMENT - Mayor Wray tabled this discussion until the budget was completed. SENIOR CENTER CDBG CONTRACT - The Board reviewed a resolution authorizing the Mayor to sign a contract related to a Community Development Block Grant for the senior center. TREE PERMIT APPEAL - The Board discussed a request to reverse a Tree Commission decision FOR 247 North Broadway. SPECIAL SESSION •} At 9:10 p.m., on a motion made by Trustee Campbell and seconded by Trustee Stupel and carried unanimously, the Board moved into special session. Motion was made by Trustee Campbell and seconded by Trustee Shroedel to overturn a Tree Commission decision and allow the removal of a tree at 347 North Broadway. The motion passed 6-0. p On a motion made by Trustee Carr and seconded by Trustee Campbell and carried unanimously, the Board moved out of special session �EXECUTIVE SESSION At 9:25 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Carr and carried unanimously, the Board moved into executive session to discuss legal matters. At 10:09, on a motion made by Trustee Schroedel and seconded by Trustee Campbell and carried unanimously, the Board moved out of executive session. At 10:10p.m. the meeting was adj ourned.
