Present: Mayor Kenneth G. Wray Deputy Mayor Thomas Capossela Barbara Carr Bruce Campbell Karin Wompa Evelyn Stupel, Trustees Also Present: Anthony P. Giaccio, Village Administrator Janet Gandolfo, Village Counsel Richard Gross, Village General Foreman Paula A. McCarthy, Village Clerk John Kapica, police chief Absent: David Schroedel, Trustee At 7:05 p.m. the Mayor called the meeting to order with a pledge to the flag. The Village Clerk read the public Hearing announcements for the Public Hearing regarding revisions of the Architectural Review Board and the Public Hearing announcement for the Leaf Blowers Code Change. Mayor opened the meeting to the public and evoked the 5 minute rule: Mayor stated that a letter was received regarding the Leaf Blowers from the Dafers. See attached letter. Amy Perrett submitted a letter - see attached. Mr. Calamandri submitted - see letter attached. from Sleepy Hollow, addressed the Mayor and the Board and submitted a letter - see attached. Richard Plano, of 157 Millard addressed the Mayor and the Board and stated that he has served on the Planning Board and the Board of Trustees and he strongly opposes to the demolishing of the Architectural Review Board. See letter attached. Donald Stever of 134 Hunter Avenue addressed the Mayor and the Board of Trustees and stated that he has worked with Tommy and Janet in the past. He stated that if the ARB is abolished it should not be turned over to the Planning Board since they do not have the experience. lim Nazemetz of Sleepy Hollow reported a sample of statistics with total numbers of appearances per applicant. He also stated that denials were only for those David Physh �that submitted applications and then didn't appear. Patrick Munroe of New Broadway addressed the Mayor and the Board of Trustees and stated that he has lived in Sleepy Hollow for 66 years. He stated that his neighbor uses a leaf blower while he's having dinner and early in the morning. He asked that the Board find a resolution to appease everyone involved. of 134 Hunter Avenue asked how the Village Board came to decide to change the leaf blower code. He started there should be exemptions to this change. Jim Nazemetz of 10 Millard Avenue addressed the Mayor and the Board regarding the leaf blowers. He stated that leaf blowers are a threat to all, including children and the elderly. The air is polluted and there's noise. He also stated that the damage to the leaf blower operator, such as hearing loss and lung damage may occur if they don't use the proper equipment. John Oakley Diane Fiorella of Gordon Avenue addressed the Mayor and the Board and said she has recently been reading materials about hazardous conditions. She stated that the neighborhood has a lot of young children and she is concerned about the hazardous conditions. of 124 Van Tassel addressed the Mayor and the Board and stated he has lived for 3 years in an apartment and he used a small blower but states that the rack is better. He stated that blowers smell and are noisy. He also stated that he works from home and has to be interrupted while on phone calls because of the noise. Patrick Martin of 26 Palmer Avenue addressed the Mayor and the Board and complained that blowers are very noisy, produce lots of fumes. Adam Straus of 166 Farrington addressed the Mayor and the Board and stated that this situation is bad because many people in the neighborhood work in the city and want their yard to look nice. Lawn services go on all week and a further seasonal restriction would be better. She has witnessed gardeners blowing nothing and it would help to restrict that. She stated this would be a reasonable proposal. Amy Bianca David Psych of 2 Highland Lane stated that the blowers should be banned. of 12 Spruce Street addressed the Mayor and the Board of Trustees and stated that Xerox owns the property next door to him and he has watched the gardeners blow dust around He hopes that this also applies to the Village DPW Dept. Ed Andrews Mayor stated that this does not apply to electric blowers. A resident of Rice Avenue addressed the Mayor and the Board and stated that he likes to play outside with his kid outdoors and suggested that blowers not be used on Sundays. �of Sleepy Hollow addressed the Mayor and the Board and proposed no blower use on the weekends, it is family time. Michael Conklin A resident of 420 Kendal Way addressed the Mayor and the Board and stated that the proposal to change the code is a good one. Patrick Munroe of 63 North Broadway addressed the Mayor and the Board of Trustees and said he is willing to do research and compare "who" does it quicker: "Let us sit down and reason together". Mayor Wray stated that an excellent report was presented and covered a lot of issues. f David Bedell of Sleepy Hollow and Chair of the Environmental Advisory Committee proposed that residents should get additional information by visiting Sheac.wordpress.com There were no further comments at this time. Mayor Wray adjourned both Public Hearings at 8:00 pm and encouraged residents to send in more comments for the next meeting. Approval of Warrants: Trustee Carr moved, seconded by Trustee Campbell to approve the warrant of $344,363.32 Vote: 5-0 Mayor Announcements: Mayor announced that a new Village Treasurer is being apPointed, and she has 8 years experience. Public Comments: Mayor opened the meeting to public comments and evoked the 5 minute rule. Gary Serina of 9 Lawrence Avenue addressed the Mayor and the Board and stated that he has been a resident for 46 years. He stated he has been in front of the Zoning Board since last October trying to open a restaurant and has not been sucessful. He stated that it has an outside deck and it sits 30 people. The prior cafe did not survive. He commented on the R4A zone rule and the current zoning requirements. He has spoken to Sean McCarthy about a re-zone to C2; He would like to open up a white table cloth restaurant, not a bodega. He also stated that if this zone was re-zoned he did not have to go in front of the Zoning Board and asked how he can get this zone to change. Mayor stated that the Zoning Board makes their own decisions and there is a process to follow. �Mario Belanich of North Washington Street addressed the Mayor and the Board and asked if Leaf Blower Public Hearing would continue. He also stated that nothing is being done about the broken meters. Deputy Mayor Capossela suggested installing one muni meter instead of having multiples. There were no further comments at this time. Trustee Reports: Trustee Schroedel- Had nothing to report. Trustee Carr- Stated that the Seniors Committee met this past week and Mario DeFelicesuggested a few events and also requested to increase the budget. The Douglas Park design will be presented to the Board and will bring a recommendation. Stated that the Community Relations Committee will meet tomorrow to resolve issues with website. Moving ahead with plans for Halloween and will be making recommendations on how to handle large crowds at Kingsland Park. Trustee Campbell- Deputy Mayor CaDossela- Stated that he received complaints regarding pruning on Riverside Drive. He thanked Firemen Moon and Chula for the assistance with the Memorial Day Parade. The Picnic event for TNT baseball is June 15 at Devries, 12 noon. He stated that hydrant flushing will happen over this weekend. He asked about the status for the light at DeVries Park. Mr. McCarthy stated that the foundation for poles is almost complete; expected date of completion is June 22"d. Trustee Wompa- Stated that the Downtown Revitalization met and continues to work on the fac;ade grants and wants to offer the program to merchants outside the Beekamn Avenue area. The new website is: DestinationSleepyHollow.org Trustee Stupel- Stated that the code enforcement committee will meet next week­ Codes have changed and recently the court ordered $63,000.00 in fines. Administrators Report: Mr. Giaccio stated that the Triathlon has 350 people signed up and it's all ready to go. The Safety Committee meets and its goal is to meet 4 times a year with training sessions in between, for all employees. Resolutions: See attached �Communications: Village Clerk reported that a Liquor license was received for 222 Beekman Avenue. Mayor Announcements: Mayor spoke about the legislation for retirement. Public Comments: Mayor opened the meeting to public comments and evoked the 5 minute rule. Mario Belanich addressed the Mayor and the Board and questioned of the resolutions not being available. He also complaint that some people are putting out their garbage on a holiday and should get summons. There were no further comments at this time.
