Present: Mayor Kenneth G. Wray Thomas Capossela David L. Schroedel Karin T, Wompa Barbara J. Carr Bruce R. Campbell Evelyn R. Stupel Trustees Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Sean McCarthy, Village Architect Rich Gross, General Foreman Mayor Wray called the work session to order at 7:00 p.m. DOWNTOWN REVITALIZATION PRESENTATION - Susan Roth gave a presentation on a plan to set design guidelines for facades along Beekman Avenue. Ms. Roth would like the Village Board to adopt these guidelines to establish standards for facades in the downtown. There is a question as to whether or not these guidelines would be recommendations or required by law. If it's part of the Village code, a public hearing would be necessary. FAMILY FUN DAY - The Board reviewed a request made by Cindy Bohlander to have a family fun day on Saturday, August 28. at Kingsland Point Park. Proceeds of the event will go to The Britney Fitzgerald Scholarship Fund. The matter was referred to the Recreation Department. HUDSON VALLEY WRITER'S CENTER REQUEST - The Board reviewed a request made by The Hudson Valley Writer's Center to have a fiindraising event on October 2, 2010. The event will require that part of Riverside Drive be shut down from 9:00am Saturday, October 2nd to 12:00 noon on October 3 rd . Discussion ensued. WESTCOP REQUEST - The Board discussed a request made by WESTCOP for the Village to fund an academic enrichment program. Funds have been allocated in the 2010-2011 budget for this purpose. �EARLY RETIREMENT INCENTIVE PROGRAM - Trustee Schroedel reported that the Finance Committee has researched the State's Early Retirement Incentive Program and believes that it will result in a savings for the Village. There was a discussion about when this needed to be adopted and how long employees would have to opt in. The Mayor announced that the Board will set a public hearing on this at the next Board meeting. WEBSITE AGREEMENT - Trustee Campbell reported that the Community Relations Committee is recommending that the Village enter into an agreement with Netsoft Solutions for web support. Trustee Campbell requested that a resolution approving this agreement be placed on the agenda. Mayor Wray permitted it to be on the agenda. LICENSE AGREEMENT FOR MORSE SCHOOL - Ms. Gandolfo outlined the terms of a licensing agreement between the Village and the Tarrytown School district that will allow the Village to make improvements to the Morse School Park. The park is located on School property. The Village Board has concerns about how much in-kind work will be needed for this job. The Public Works Committee will review this agreement. EXECUTIVE SESSION At 8:15, on a motion made by Trustee Carr and seconded by Trustee Wompa and carried unanimously the Board moved into executive session to discuss personnel matters. At 8:54, on a motion made by Trustee Schroedel and seconded by Trustee Campbell and carried unanimously the Board moved out of executive session. SPECIAL SESSION > On a motion made by Trustee Campbell and seconded by Trustee Schroedel and carried unanimously the Board moved into special session. Motion was made by Trustee Campbell and seconded by Trustee Schroedel to approve hiring Ramon Castillo to the position of part-time bus driver at a rate of $15/hour. Motion passed 6-0. Motion was made by Trustee Campbell and seconded by Trustee Carr to authorize the Mayor to sign an agreement with Netsoft Solutions for website support. Motion passed 6-0. On a motion made by Trustee Campbell and seconded by Trustee Campbell and carried unanimously, the Board moved out of special session. At 9:00 p.m. the meeting was adjourned.
