Present: Mayor Kenneth G. Wray Deputy Mayor Thomas Capossela David Schroedel Barbara Carr Bruce Campbel Karin Wompa Evelyn Stupel, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy, Village Clerk Sara A. DiGiacomo, Village Treasurer Janet Gandolfo, Village Counsel Richard Gross, Village General Foreman Sean E. McCarthy, Village Building Inspector John Kapica, Police Chief At 7:03 p.m. Mayor Wray called the meeting to order with a pledge to the flag. Mayor asked for a moment of silence in memory for Gordon Gray, a lifelong resident of the Village. Mayor opened the Public Hearing meeting and evoked the five minute rule. The Village Clerk read the Public Hearing announcement regarding Parking in the Manor. Haig Bohigian of 225 Hunter Avenue, addressed the Mayor and the Board of Trustees and stated that he hasn't seen anyone parked on Bellwood Avenue, except for police and medical personnel, in addition Mr. Bohigian shared a letter he wrote to the Mayor and Board. Please see letter attached. Don Cateano of 43 Lawrence Avenue, who has been a resident for 53 years, addressed the Mayor and the Board of Trustees and stated that as far as he knows this has been a political thing for many years and he is in favor of the current parking status. A resident of Philipse Manor for 18 years addressed the Mayor and the Board of Trustees and asked if a 15 minute provision is accurate and there needs to be more clear instructions on what to do. Mayor responded that at this time the rules state "No parking". This resident also asked if he can park on his lawn since he got a summons for parking in front of his house. Village Attorney Janet Gandolfo responded that the Village does not have a code stating one cannot park on the lawn, but the Village does have a code stating that one does have to park in the driveway. �Richard Piano, President of the PMIA and a resident of Phiiipse Manor, addressed the Mayor and the Board of Trustees and suggested delaying this decision, he read aloud and shared a detailed letter from the PMIA Board with some proposals, see attached. Adrienne Berezowski of 149 Farrington Avenue addressed the Mayor and the Board of Trustees and stated that he is trying to come up with a constitutional manner that doesn't change the character of the Manor, he stated that a blanket ban won't work, some residents have more than one car, caretakers, and more. Mr. Berezowski also stated that treating a commuter differently would be fine but that it should be established if its residential vs non-residential; he also stated that neighbors should communicate with each other and not take advantage of the parking privileges. Eliot Martone of 18 Farrington and Vice President of the PMIA addressed the Mayor and the Board of Trustees and stated that there is a system that works very well, and that they support the police dept. Mr. Martone also stated that a few years ago many hours were spent writing grants and that there should be a law to support this change. Chris Atkinsons of Devries Avenue, addressed the Mayor and the Board of Trustees and fully supports the current status of the parking regulations. He stated that it's been without a problem for a long time, and that families have genuine needs. Heidi Torpid a resident of Phiiipse Manor and a new member of the PMIA addressed the Mayor and the Board of Trustees and suggested that visitors write a note and leave it on the dashboard when parking on the street. Don Cateano of Lawrence Avenue addressed the Mayor and the Board of Trustees and stated that he's lived in this community for 53 years and that there is no money in this community. He also complained that he can't find a good tenant because the police dept give out parking tickets. David Hudson, who lives on Palmer and Munroe, addressed the Mayor and the Board of Trustees and stated that the current parking regulations have been working well, except for the parking incident over the summer. He urged the Board to keep it simple since these issues set off people's emotions. Haig Bohigianor, addressed the Mayor and the Board again, stating that he has been a resident for 37 years, he suggested that the Board continue what has been in the past, doesn't see a reason to change anything Adriene Berezowski addressed the Mayor and the Board of Trustees and suggested that residents communicate with their neighbors; since he would rather not have to call the Police dept. Mayor Wray adjourned the Public Hearing until January 18th,2011 and asked residents to submit additional comments to the Village Clerk. He also noted that, as the Chief of Police previously stated, that any law needs to treat everyone fairly. �Mayor stated that leaving the current regulations the way they are, is not an option and that the Village needs an enforceable law. Mayor Wray introduced Mr. David Smith of VHB Engineering (Saccardi & Schiff) to give a brief review of the General Motors Concept Plan. Mr. David Smith stated that Mr. Andy Tong, had previously done a presentation on the changes of the new plan, and these changes and documents have been circulated. He stated that the Village has gone thru five years of review; including the Supreme Court justice and that this is an essential application to the Board of Trustees. Mr. Smith explained some of the changes that have taken place in the new plan. Next step is for the Board of Trustees to decide if the changes in the current document are consistent with the previously agreed on environmental impact statement. A detailed presentation about the updated plans for General Motors will take place during the work session next week, January Mayor said at next week's work session there will be additional questions, and that there will be a public hearing on this matter in the future. Approval of Minutes: Trustee Schroedel moved, seconded by Trustee Campbell to approve the minutes of 10/26/2010 as amended. Vote: 6-0 Mayor announcements: Mayor thanked Mr. John Stiloski for the Horse Carriage rides he sponsored during the Santa Claus event at Village Hall. Mayor thanked the Sleepy Hollow Ambulance Corp. for donating their holiday decorations to the James Galgano Senior Building. Mayor thanked Deputy Mayor Capossela, Trustee Schroedel and Administrator Anthony Giaccio for the dinner arrangements that took place on New Years' Day at the James Galgano Senior Building. Mayor thanked everyone that gave donations and helped, and said it was great to see everyone come together and help out for a good cause. Mayor announced that a meeting will be held at the High School on January to discuss shared services between the school district and the Villages, of Tarrytown and Sleepy Hollow. Public Comments: Mayor opened Public Comments and evoked the 5 minute rule: Haig Bohigan addressed the Mayor and the Board and questioned why some amenities were being removed from the updated General Motors plan, such as the fire house. Trustee Schroedel responded and explained that this is a misconception and that no amenities were being removed from the plan. He also stated that the developer will be required to donate $11.5 million dollars to the village for the construction of the new facilities. �David Hodgson a resident of Philipse i^anor, addressed the Mayor and the Board of Trustees and said he is concerned about future traffic and asked if the Board could do something now to prevent Palmer Avenue and Kingsland Point Park from having so much traffic for the General Motors Construction site. Mayor Wray responded and said to undertake a bridge is a major job, but said that he will jump on it right away, even though this is a separate process and it needs to be studied. There is an existing access point, needs to be studied and has its own process. Richard Piano, a resident and PMIA President of Philipse Manor, addressed the Mayor and the Board of Trustees again and stated that it should be noted that Kingsland Point Park won't be a park anymore if it's allowed to have traffic. He also stated that the PMIA voted unanimous and wants to be known they do not want this traffic in the Manor. Trustee Reports: Trustee Campbell - Thanked a lot of people for their cooperation for the New Years' Day dinner. He stated he felt proud to do this for the community, and thanked Deputy Mayor Capossela for this great idea. Trustee Campbell also announced that the public meeting on the proposal to merge the Villages of Sleepy Hollow, Tarrytown and the school district will take place at 7:30 pm, on January 19'^ at the High School Cafeteria. He stated this is an opportunity for all three entities to work together and cut costs. He also mentioned that the next work session will posasibly be at the Writer's Center. Trustee Schroedel - reported that the Public Safety Committee met and also acknowledged Chief Kapica's extraordinary leadership and stability and, his commitment to maintain the supervisory chain of command. He also mentioned that the Board will now be going through the interviewing process in the next few weeks, to replace Chief Kapica whose term is officially ending on January 31^1 Trustee Shroedel also reported that he will be meeting with Village Treasurer to review the state audit. Trustee Carr- Thanked Deputy Mayor Capossela for the New Years' Day dinner idea and wished everyone a Happy New Year. Deputy Mayor Capossela - Stated that on Sunday, December it was a fairly large snow storm and our DPW staff did a great job clearing the roads. He also noted that the DPW Staff will be picking up Christmas trees until Feb He reminded everyone that January 17"" is a holiday and garbage pickup will be on a holiday schedule. Deputy Mayor Capossela also reported that the DPW Committee has begun interviewing for a new Parks Foreman. He thanked everyone who helped with the dinner on New Years' Day. Trustee Wompa- reported that the Sleepy Hollow Downtown Revitalization is still accepting ads for the new calendar and that interested parties should contact the Village Clerk's office. She reported that the SHDTR is working on getting benches for the park. �Trustee Stupel - Reported that the Housing Committee will meet at the end of January to review past year efforts and new strategies, and the next court date for building code violation cases is on January Trustee Stupel wished everyone a Happy New Year. Administrator's Report: Mr. Giaccio reported that a lot of volunteers came out to help on Saturday for the New Years Day Dinner and a special thanks to l^arisol. He reported that the Village Treasurer has been working on the Copy machine. Mr. Giaccio stated that he will be attending a shared services meeting, along with Mayor Wray, and with other villages at the Town of Greenburg. He advised that the DeVries Park Informational meeting had a small turn out of attendees but a lot of productive information was available and that it will be aired on TV. He also reported that the project for Devries park will commence at the end of TNT season. Resolutions: see attached resolutions Communications: Village Clerk announced the receipt of a Liquor license renewal for the Embassy Bar, located at 134-136 Cortland Street.
