Equipment
WHEREAS, the Police Department has accumulated an assortment of no longer
serviceable computers, printers, monitors and back up battery systems that are
taking up valuable space within the Police Department and have no value; and
WHEREAS, the Police Department seeks to appropriately dispose of this
unusable equipment;
NOW, THEREFORE, BE IT RESOLVED that the Village Board of the Village of
Sleepy Hollow hereby grants permission to the Sieepy Hollow Police Department
to dispose of the following listed equipment;

Resolution Awarding Bid for a Mobile In-Car Digital Video Recording
System
WHEREAS^ the Police Department received a federal Technology grant in the
amount of $35,000 for the purchase of a Mobile In-Car Digital Recording System;
and
WHEREAS^ bid documents for the purchase of the system were prepared and
on November
2010 a Notice to Bidders was placed in the Journal News
advising potential vendors that sealed bids for a Mobile In-Car Digital Video
Recording System would be received by the Village Clerk until 2:00 p.m. on
Friday, December 10^^ 2010; and
WHEREAS, in response to that Notice, five vendors requested and were
provided bid documents; and
WHEREAS, on December lO'^^, 2010 responses were received from three
vendors, Kustom Signals, L-3 Mobile Vision, Inc. and Watch Guard Digital In Car
Video; and
WHEREAS, the response from Kustom Signals contained no bid and the bid
from L-3 Mobile Vision, Inc. was $34,995.35 while the bid from Watch Guard
Digital In Car Video was $31,140; and
WHEREAS, after a complete review of the products proposed by each vendor
and after checking the references provided by both vendors, the Chief of Police
recommends that the bid be awarded to the low bidder Watch Guard Digital In
Car Video for the bid price of $31,1401;
NOW, THEREFORE BE IT RESOLVED that the Board of Trustees of the Village
of Sleepy Hollow hereby awards the bid for a Mobile In-Car Digital Video
Recording System to Watch Guard Digital In Car Video for the bid price of
$31,140.

Whereas, on December 22, 2009 the Sleepy Hollow Board of Trustees granted
a Special Permit to National RE/sources of Greenwich, Connecticut approving a
Riverfront Development Concept Plan pursuant to Section 62-5. l.H of the Sleepy
Hollow Zoning code for the development of a four story building to be known as
Rivers Edge located at River Street; and
Whereas, the applicant had a period of one (1) year to present an application to
the Sleepy Hollow Planning Board for site plan approval; and
Whereas, the applicant has represented to the BOT that delays due to
circumstances beyond its control have prevented it from filing said site plan
application; and
Whereas, the applicant has requested an extension of time to submit said site
plan application stating it intends to submit the site plan application for the
February, 2011 meeting of the Planning Board; and
Whereas, the BOT believes that it is in the best interests of the Village to
promote the development as proposed;
Now, Therefore, Be It Resolved the Board of Trustees hereby extends the
period of time for National RE/sources to submit its site plan application to the
Planning Board to June 30, 2011.

Resolution Directing the Village Clerk to Request Certified Copies
Of the Civil Service Lists for the Positions of Chief, Lieutenant and
Sergeant
WHEREAS, Chief Kapica's contract with the Village will be completed on January
31^ 2011; and
WHEREAS, Chief Kapica's departure as Chief of Police will create a vacancy in
the position and, depending on who is appointed to fill the position, vacancies in
the positions of lieutenant and sergeant may be created as well; and
WHEREAS, in order to ensure an orderly transition within the Police Department
and maintain the efficiency of department operations, it is essential that ail
vacancies within the command structure of the Police Department be filled as
expeditiously as possible; and
WHEREAS, in order to accomplish this will require that the Village secure
certified copies of the existing Civil Service lists for these positions from the
Westchester County Department of Personnel;
NOW, THEREFORE, BE IT RESOLVED that the Village Board of the Village of
Sleepy Hollow hereby directs the Village Cierk to request certified copies of the
Civil Service lists for the positions of Chief of Police, Lieutenant of Police and
Sergeant of Police from the Westchester County Department of Personnel.

�PUBLIC HEARING NOTICE
PLEASE TAKE NOTICE the Board of Trustees of the Village of Sleepy Hollow will hold a
continuation of a public hearing on Tuesdav&gt; January
2011, at 7:00 p-m, at
Village Hall, 28 Beekman Avenue, Sleepy Hollow, NY, to hear and consider comments
from members of the public regarding an amendment to Village Code, Chapter 5720A(A), to amend the code to one of the following:
1. Delete Chapter 57"-20A(A) in its entirety;
2. Amend Chapter 57-20A(A) to permit for periods of time of less than 15
minutes;
3. Amend Chapter 57-20A(A) to permit parking of vehicles by building
contractors, landscaping contractors, domestic workers, home healthcare
providers and other business invitees between the hours of 7am-6pm,
4. Amend Chapter 57-20A (A) to permit parking of vehicles by social invitees
between the hours of 7am-12am.
A copy of the Village Code is available at the Village Clerk's office, Monday-Friday from
8:30 a.m. to 4:30 p.m. All interested parties are invited to attendant and be heard at
said hearing. Village Hall is accessible to the handicapped.
