Present: Mayor Kenneth G. Wray Deputy Mayor Thomas Capossela David Schroedel Barbara Carr Bruce Campbell Karin Wompa Evelyn Stupel, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy, Village Clerk Sara A. DiGiacomo, Village Treasurer Janet Gandolfo, Village Counsel Richard Gross, Village General Foreman Sean E. McCarthy, Village Building Inspector John Kapica, Police Chief At 7:23 p.m. Mayor Wray called the meeting to order with a pledge to the flag. Mayor called for a moment of silence for Angie Adams, a long time resident of North Tarrytown and Sleepy Hollow and a member of the seniors. A moment of silence was also observed for Bobbi Checchi, former police detective, who served the community for over 25 years and was an important part of the schools and the kids' sports. Village Clerk read the announcement for Public Hearing continuation regarding the parking in Manor. Mayor opened the meeting and evoked the five minute rule. Chris Atkinson of Philipse Manor addressed the Mayor and the Board of Trustees and said he approved of a previous proposal made by the PMIA, except for the one part stating that one's driveway must be filled before parking on the street, which would be inconvenient. Mr. Atkinson shared a letter he wrote to the Board, see attached. Don Cateano, of Lawrence Avenue, addressed the Mayor and the Board of Trustees stating that this is the fourth public meeting about parking in the manor and that there are other issues in the community to be addressed. He also objected to the parking enforcement in the Manor and said that its not fair that someone cannot park in the Manor to take a walk. Mr. Cateano went on to say that everyone pays taxes in the community, and that if someone wants to have a party, they should be able to. He stated that he is not a power house in the community but people will agree that he is right. Mario Belanich, of North Washington Street addressed the Mayor and the Board of Trustees and complained that this public hearing went on for too long. He stated that the streets in the Manor are public, not private, and that alternate side parking signs should apply like in the rest of the village. �There were no further comments on this matter at this time. Trustee Schroedel made a motion to close the public hearing on parking in the Manor. The motion was seconded by Trustee Campbell. It was unanimous. Mayor's Announcements: Mayor stated that all comments made on this public hearing will be considered by the Board. Approval of Minutes: Trustee Stupel moved, seconded by Trustee Capossela, to approve the minutes of 12/14/2010, 1/4/2011 and 1/11/2011. It was unanimous. Approval of Warrants: Trustee Campbell moved, seconded by Trustee Schroedel to approve the warrant of $409,711.57. It was unanimous. Public Comments: Mayor opened the meeting to public comments and evoked the 5 minute rule. Mario Belanich, of North Washington Street asked about one of the resolutions regarding a hiree in the finance department. Bruce Lozito of Ichabod's Landing, addressed the Mayor and the Board of Trustees and expressed some of his concerns regarding the General Motor's proposed plan. He is delighted that this is happening and complimented the village Board and General Motors for coming this far. Mr. Lozito presented a plan which was concerning a retaining wall between Ichabod's Landing and GM. He also stated that he was concerned about using the lower part of Beekman Avenue as one of the main entrances into the new development; in addition he stated this will have a tremendous effect on the residents of Ichabod's Landing. He thanked the Board and asked that his concerns be taken into consideration. There were no further comments at this time. Trustee Reports: Trustee Shroedel- Reported that the Public Safety Committee met with candidates for the Police Chief's position and, an appointment would be made this evening. Trustee Shroedel also reported that the 2009-2010 audit of the village is many months behind schedule, and changing firms made it confusing. �Trustee Carr - Reported that she met with the seniors and recommended that the use of the James Galgano Senior building be for village approved organizations, such as the TNT and ASO, and not to be used by outside individuals for private functions. Mayor suggested discussing it at the next Work Session. Trustee Campbell, reported that the Village may sign a new contract agreement with cablevislon and that it will be discussed at the next work session. Deputy Mayor Capossela reported that the next snow storm will be number (7) seven, and asked residents to follow alternate side parking regulations, and be aware for snow emergency notices. He asked that residents help out by clearing the fire hydrants in front of their homes. Deputy Mayor Capossela also thanked Chief Kapica for his one year of service with the Village. Trustee Wompa, reported that the finance department is in need of a temporary service agency. She also reported that the Sleepy Hollow Downtown Revitalization Corp. received a $30K reimbursement for the playground at Morse School, and she will be meeting with Howard Smith about other improvements. Trustee Stupel, reported that the Westchester County land records are now available for the use of the building dept. Administrator's Report: Mr. Giaccio was asked to contact the State to see if the Village can get more money to plow the stated roads within the Village. He also reported that the 2011-2012 budget is about to begin and it will be challenging, it will begin in February. Resolutions: See attached. At 8:41pm, Trustee Schroedel made a motion to go into executive session, seconded by Trustee Carr to discuss three resolutions that are on the agenda. At 9:02pm Trustee Campbell moved to come out of executive session, seconded by Trustee Stupel. Old Business: Trustee Wompa asked about the status of the furniture for the Senior Center. Mr. Giaccio responded that it should take two more weeks, and the Recreation dept will then be moving there. Trustee Stupel asked if the IT Dept had changed the water program for the Assessor to have access. Mrs. DiGiacomo explained that it would take another two weeks, and that at that time the Trustees should have access to approving the warrants online as well. �New Business: Trustee Stupel asked about obtaining a credit card machine for the court's use. Mayor responded that this will be discussed at a work session. Trustee Carr reported that there have been complaints about speeding on Hudson Street and on Rice and Gordon Avenue as well. She also asked about a crosswalk and a stop sign. Discussion ensued and, Mayor suggested reporting the speeding matters directly to the Chief of Police and that discussion about sidewalks will be for a Work Session. Communications: The Village Clerk reported five renewals applications were received for liquor licenses. Public Comments: Mayor opened the meeting to public for comments and evoked the 5 minute rule. Don Cateano of Lawrence Avenue addressed the Mayor and the Board and suggested that the Police Dept give advice regarding the sidewalks; and that all sidewalks in the Manor should be checked.
