Present: Mayor Kenneth G. Wray Thomas Capossela David L. Schroedel Karin T. Wompa Evelyn R. Stupel Bruce R. Campbell Barbara J. Carr Trustees Also Present: Anthony Giaccio, Village Administrator Sara DiGiacomo, Village Treasurer Janet Gandolfo, Village Attorney Greg Camp, Police Chief Sean McCarthy, Village Architect Rich Gross, General Foreman Mayor Wray called the work session to order at 7:00 p.m. BUDGET PUBLIC HEARING ^ Mr. Giaccio read the public hearing notice (attached). Mario Belanich asked what changes would be made from the tentative budget to the final budget and wanted to know what the contingency fund was for. Mayor Wray responded. Motion was made by Trustee Schroedel and seconded be Trustee Campbell to close the public hearing on the 2011/2012 budget. The motion passed 6-0. SAFETY TRAINING - Nancy Coyne and Brian Miles from the Spain Agency submitted a summary of all the in-house safety training they have provided to the Village (attached). LIMOUSINE COMMISSION - Chief Camp reported on a proposed Inter-Municipal Agreement that would permit the Village to enforce the rules and regulations set forth by the Westchester Limousine and Taxi Commission. The Village would receive 25% of all fines collected. COMMUNITY DEVELOPMENT BLOCK GRANTS ^ Fiona Hodgson summarized the Community Development Block Grant applications. The Village will be requesting funding for seven projects including new sewers on Cortlandt Street, lights and a new pedestrian intersection on Beekman Avenue, sidewalks for Clinton Street and North Washington, a senior bus and a trolley. Applications are due June 1, 2 0 I I . �PARK RULES - The Recreation Committee made a recemendation to change the park rules (attached). Discussion ensued. PORTUGUESE PARADE - The Board reviewed a request made by the Portuguese Community to hold a candlelight procession along Cortlandt Street on Sun., May 8, 2011 at 7:30pm. HOTEL TAX - The Board reviewed a resolution to support a proposed State law that would allow the Village to impose a 3% tax on hotel occupants. Discussion ensued. EXECUTIVE SESSION At 8:35, on a motion made by Trustee Schroedel and seconded by Trustee Cambell and carried unanimously the Board moved to executive session to discuss legal matters. At 8:45, on a motion made by Trustee Schroedel and seconded by Trustee Carr and carried unanimously the Board moved out of executive session. SPECIAL SESSION On a motion made by Trustee Schroedel and seconded by Trustee Campbell and carried unanimously the Board moved to special session. Motion was made by Trustee Schroedel and seconded be Trustee Stupel to accept the resignation of Jimmy Hayes from the Ambulance Corp. The motion passed 6-0. Motion was made by Trustee Schroedel and seconded be Trustee Campbell to accept the resignation of Bryan Duggan from the Ambulance Corp. The motion passed 6-0. Motion was made by Trustee Campbell and seconded by Trustee Carr to set a public hearing on Community Development Block Grants for May 3, 2011. The motion passed 6-0. Motion was made by Trustee Campbell and seconded by Trustee Schroedel to adopt the attached park rules. The motion passed 6-0. On a motion made by Trustee Capossela and seconded by Trustee Campbell and carried unanimously the Board moved out of special session. At 9:00 p.m. the meeting was adjourned. No separate sheets for facility (pavilion, gazebo, etc.). Instead add check box as follows: o Pavilion o Gazebo o Picnic Area 2. One $300.00 fee for groups of 20-50 3.
