Present: Mayor Kenneth G. Wray Deputy Mayor Thomas Caposseia David Schroedel Barbara Carr Karin Wompa Evelyn Stupel, Trustees Absent: Bruce Campbell Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy, Village Clerk Sara A. DiGiacomo, Village Treasurer Janet Gandolfo, Village Counsel Richard Gross, Village General Foreman Sean E. McCarthy, Village Building Inspector Gregory Camp, Police Chief At 7:09 p.m. the Mayor called the meeting to order with a pledge to the flag. Approval of Warrants: Deputy Mayor Caposseia moved to approve the warrant in the amount of $584,378.23. Trustee Stupel seconded. It was unanimous (5-0) Approval of Minutes: Trustee Carr made a motion to approve the minutes March, 8* 2011 as amended. Trustee Wompa seconded. It was unanimous (5-0) Mayor announcements: Mayor Wray stated that the Board of Trustees has been working hard with the department heads on the budget for the new fiscal year. He stated that new areas have been identified for reductions and reorganization. He reviewed the summary sheet. He also stated that he was looking to add a part-time building inspector. Mayor Wray stated that the library budget board was unable to achieve their funding which caused the library to use a default budget. As a result, the Village's portion will increase by about $70,000. Mayor Wray stated that the Village has reduced the salt for salt and sand by $20,000. He also stated that some of the personnel expenses were properly budgeted. He also stated that �neighborhood house would not be funded this year since the James Galgano building was completed by the Village. Lastly, Mayor Wray stated that the Trustees have a couple of days to adopt the new budget and, the Trustees will meet on Thursday to adopt it. Public Comments: Mayor Wray opened the meeting to Public Comments and evoked the 5 minute rule. There were no comments at this time. Trustee Reports: Trustee Schroedel explained some of the budget figures and spoke about the Village contribution into the pension system. Mayor Wray said we can control the budget and mentioned that the Village had to cut some employees to keep the pension contribution where it is. Trustee Carr reported on behalf of Trustee Campbell who was absent. The Parks Committee met last week to discuss new rules for the parks, which are now in effect. Trustee Carr reported that there will only be one group per day and stated that at Kingsland Park, the group cannot exceed 50 people. Trustee Carr also reported that the Village has been working on the new playground at Douglas Park, and Saturday, April 30* everyone is invited to attend the cleanup day at Patriots Park. The rain date is l^ay 22. Deputy Mayor Capossela stated that the Village DPW is working on Devries Field. He stated that TNT games are being played at Quattro Field. Deputy Mayor met with Richie Gross to discuss replacing the street sweeper machine. Lastly, he stated that this Sunday (May 1^') is the Old Croton Aqueduct ceremony at the Sleepy Hollow Cemetery, at 10:00 am, and the National Guard from Peekskill will be in attendance to honor the veterans. Trustee Wompa stated that on April 16* the Village celebrated Earth Day. The weather was bad but the gardening was completed and said that the gardening will be incorporate into the school curriculum as well. Trustee Stupel -Trustee Stupel thanked the board for the tentative approval for additional staff to the building dept. Court is scheduled for tomorrow. Administrator's Report: Anthony Giaccio stated that the government channel was down for a few days. He apologized for the interruption in service. The Village received a grant for $35K for in-car �Police systems and; the Village came in under budget, so the Police Chief recommended spending the additional money thru a change order. Mr. Giaccio stated that there are new rules for Kingsland Point Park and that all applicants were informed regarding compliance. The Bath House at Kingsland is close to completion. He stated that there are some parties that have expressed interests in renting out the facility. Mr. Giaccio stated that he was at a fund raiser with the County Executive and asked him if the Lighthouse would be funded. He stated that the County Executive said it would be funded. Resolutions: See attached. Resolution 6 was pulled for further reconsideration. Old Business: There was none. New Business: There was none. Communications,, Petitions and Reqyests: Mayor Wray stated that the Rock of Salvation church has requested to use Sykes Park for their annual event. He referred this request to the Parks Committee. Trustee Wompa said that Police Chief Camp left a memo of the desk for discussion on Bedford Road. Trustee Stupel stated that she almost got run over 4 times last week in front of Village Hall. Public Comments: Mayor opened the public comments period and evoked the 5 minute rule. Don Cateano of Lawrence Avenue asked about 50 person limit in the parks. He stated that its nonsense and that if he wants a party of 75, who is going to stop him. Don Caetano asked about the experience of the recently hired person for Park's Foreman. He stated that the county should come together and abolish the police. He stated that people know nothing about this village. He also questioned the selection of the pansies in the plastic carts. He stated that the Trustees do what they want. �Daniel Scott of Ichabod's Landing, Sleepy Hollow referred to Mr. Cateano's statement regarding decisions that have already been passed before the public had a chance to participate in the process. He stated that there's a way you can make this more participatory in advance. Deputy Mayor Capossela said the hiring of the Park's Foreman employee was discussed openly by the Board. Daniel Scott complained that the agenda is. not posted early enough. He offered to sit down with the Board to talk about a better process of informing the public. Don Cateano stated that the Village needs to buy a new street sweeper. He stated that the driver drives the sweeper too fast. Trustee Schroedel stated that this Board has reduced taxes more than any Board in the last 30 years. Don Cateano praised Janet Gandolfo for her leading in the community. There were no further comments from the public at this time. At 8:15 p.m. on a motion by Trustee Carr, seconded by Trustee Wompa, the meeting was adjourned. It was unanimous (5-0).
