                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
The Board of Trustees of the Village of Sleepy Hollow held a Work Session on Tuesday, June 7,
2011 in Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

Mayor Wray called the work session to order at 9:40 p.m. (Note ^ there was a special session of
the Board of Trustees prior to the Work Session)
FIRE PREVENTION BOARD - The Mayor appointed Kevin Donovan of Continental Street
to the Fire Prevention Board to fill a vacancy.
SEASONAL DPW WORKERS - Rich Gross recommended hiring three seasonal employees
for the summer. Two of the employees are from Sleepy Hollow and one is from Peekskill. The
Board discussed the merits of hiring Sleepy Hollow residents. Discussion ensued.
TREE COMMITTEE APPEAL - The Board reviewed a letter sent by Brant Goldsmith
requesting that the Village Board over-turn a Tree Commission decision related to a tree on his
property located at 3 Hyland Avenue. Mr. Goldsmith provided a copy of an arborist's report
(attached), which stated that the tree was rotting and is in danger of falling on his house.
SPCA AGREEMENT - The Board reviewed a proposed agreement with the SPCA to provide
care and shelter for homeless and stray dogs and cats seized by animal control officers. The cost
to the Village for this service is $3,360.

�KENDAL AVENUE SIDEWALKS - The Board reviewed the Kendal Avenue sidewalk bids.
The low bidder was Paladino Concrete Creations of Mt. Vernon, New York with a total bid of
$127,620.00. The Village is responsible to pay 25% of the cost of this project. Westchester County
provides the additional funding through a Community Development Block Grant.

TAX CERTIORARI'S - Janet Gandolfo provided the Board with a list of tax certioraris and
proposed settlements. If approved, the total cost to the Village will be $75,000. The Treasurer is
recommending the Village borrow this money as opposed to taking it out of the general fund.
Discussion ensued.
CROSSING GUARDS - Chief Camp recommended hiring three on-call seasonal crossing
guards to work at Kingsland Point Park.
JULY 4™ PICNIC AND PARADE REQUEST - The Board reviewed a request made by
Richard Piano, President of the Philipse Manor Improvement Association to hold a of July
picnic and parade on Saturday, July 2"'' at 10:00a.m., 2011. The rain date for this event is July
S""'', 2011.
SPECIAL SESSION
On a motion made by Trustee Schroedel and seconded by Trustee Wompa and carried
unanimously the Board moved to special session.
Motion was made by Trustee Schroedel and seconded by Trustee Stupel to over-turn a decision
made by the Tree Commission denying a tree permit to Brant Goldstein of 3 Hyland Avenue.
The motion passed 6-0.
Motion was made by Trustee Schroedel and seconded by Trustee Carr to approve a request made
by PMIA President Richard Piano to hold a of July parade and picnic on July 2,2011 with a
rain date of July 3'^' . The motion passed 6-0.
On a motion made by Trustee Carr and seconded by Trustee Schroedel and carried unanimously
the Board moved out of special session.
At 10:15 the meeting was adjourned.
