                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
The Board of Trustees of the Village of Sleepy Hollow held a Work Session on Tuesday, June
21, 2011 in Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

Mayor Wray called the work session to order at 7:00 p.m.
SOLID WASTE MANAGEMENT - Sleepy Hollow resident Tim Judge made a presentation
on waste management. Mr. Judge has experience in this area and is proposing to prepare a study
for the Village to determine ways in which trash removal can be done more efficiently. The
Mayor sited the potential 2% property tax cap as an incentive to try and find ways to be more
efficient. The study is estimated to cost between $15,000 and $20,000. Discussion ensued.
ICHABOD'S LANDING LANDSCAPING - Alex McFarlane and other members from the
Ichabod's Landing executive board were in attendance. They are proposing to reinstitute an
agreement between Ichabod's and the Village in which Ichabod's contributes $5,000 per year
towards the cost of landscaping along the River Walk. The proposal met with a positive
response from the Board. The Mayor referred the matter to the Recreation and Parks Committee.
TREE POLICY ^ The Board discussed updating the Village's tree policies. David Bedell,
Chairman of the E^nvironmental Advisory Committee sat in on the discussion. The Board
discussed liability, mapping, preservation and the role of the Tree Commission. The Mayor
referred the matter to the Recreation and Parks Committee and the EAC.

�DEVRIES PARK PLAYGROUND - The Board discussed the bid results for the Devries Park
Playground project. The Board is in receipt of a letter from Suzette Lopane of the Westchester
County Planning Department that recommends awarding the bid to Vemon Hills Landscaping.
The total cost of the project is $363,255 with $248,400 being funded through a Community
Development Block Grant.

Discussion ensued.

KATHRYN DAVIS BATHHOUSE LEASES - The Board discussed renting out of the
Bathhouse at Kingsland Point Park. RFP's were received from three prospective tenants.
Discussion ensued. The Board agreed that the lease should be until the end of next year.
PRISONER TRANSPORT IMA - Chief Camp gave a report on the prisoner transport
agreement with the County. The agreement enables the Village to receive reimbursements from
the County for prisoner transports. The village will get an additional $5 for each transport to and
from the County jail. Currently the village gets about $300 for a trip. Chief Camp said that this
is a slight increase from the previous agreement.
HANDICAP PARKING SPACES - Chief Camp infomied the Board that some residents had
requested handicapped spaces on Cortlandt Street and Beekman Avenue. Discussion ensued. A
public hearing is necessary to create these spaces.
GM LICENSE AGREEMENT - The Board reviewed a draft license agreement with General
Motors, which will permit the Village to park vehicles on the West Parcel.
SPECIAL SESSION
On a motion made by Trustee Carr and seconded by Trustee Stupel and carried unanimously the
Board moved to special session.
Motion was made by Trustee Campbell and seconded by Trustee Carr to authorize Mayor Wray
to sign the Cablevision Franchise Agreement. The motion passed 6-0.
On a motion made by Trustee Carr and seconded by Trustee Stupel and carried unanimously the
Board moved out of special session.
At 8:47 the meeting was adjourned.
