Present: Mayor Kenneth G. Wray Deputy Mayor Thomas Capossela Bruce Campbell Evelyn Stupel Barbara Carr Karin Wompa David Schroedel Also Present: Trustees Anthony P. Giaccio, Village Administrator Sara DiGiacomo, Village Treasurer Janet Gandolfo, Village Counsel Richard Gross, Village General Foreman Sean E. McCarthy, Village Architect Greg Camp, Police Chief John Korzelius, Fire Chief At 7:05 p.m. the Mayor called the meeting to order with a pledge to the flag. Approval of Warrants: Trustee Carr moved, seconded by Trustee Schroedel to approve warrant 11SEP13 in the amount of $220,830.23. Motion carried 6-0. Mayor's Announcements Mayor Wray stated that the Swim-a-thon and Street Fair were great successes. Mayor Wray congratulated Brian Anzovino on the birth of his son. A resolution approving the sale of an old police car to the City of Owego, New York was added to the agenda. Fire Chief Announcement Fire Chief John Korzelius reported on a food and clothing drive being done by the Fire Department to aid victims of Hurricane Irene. All donations were sent to the Town of Prattsville, New York, which suffered extensive damage due to the storm. Supplies were delivered on September 11. Mayor Wray noted that it was fitting that firemen were again helping those in need on tenth anniversary of 9/11. Mayor Wray thanked the members of the Fire Department for their efforts. The Fire Department will continue to accept donations of food and supplies, but no longer will be accepting clothes. Public Comments: Joe Foley of 126 Valley Street asked about a water leak on Valley Street that has been going on for several months. Rich Gross informed the Board that the water is coming out of a Con Edison manhole. Con Edison has been uncooperative in helping to solve the problem. Mr. Gross will try and address the problem by redirecting water coming from the top of Valley Street. �Water Restrictions: Rich Gross reported that there is currently a water conservation advisory due to the shutting down of the Catskill Aqueduct. Mr. Gross said that the aqueduct should be up and running by midnight, but the water restrictions will still remain until the next day. Trustee Reports: Trustee Schroedel informed the Board that the Finance Committee unanimously recommends approving the bond resolution. Trustee Schroedel reported that the Public Safety Committee has been meeting with the captain of the ambulance corps, police chief and fire chief, to discuss issues related to the ambulance corps. There will be a re-application process to determine who will remain in the ambulance corps. Despite the changes, there has been no interruption of service. Trustee Schroedel announced that no incidents were reported during the Swim-a-thon and Street Fair. Trustee Campbell reported that the Halloween Committee is soliciting sponsors for the Haunted Hayride. Trustee Campbell reported that the Community Relations Committee has been meeting with Tarrytown in an effort to create a joint public access television station. RFP's from production companies have been received and the Committee would like to make a presentation at the next work session. Trustee Capossela gave a DPW report. Mums are being planted along Beekman Avenue islands. Paving will begin within a couple of weeks and all catch basins have been cleaned of debris. Trustee Wompa announced that petitions to save the Sleepy Hollow Post Office have been circulated around town. Many signatures have already been received. Trustee Stupel reported that the Court convened on July 28 for the purpose of processing building code violations. The Court has experienced an increase in cases related to building code violations and fines. The next Court date is September 23. Administrator Report: Mr. Giaccio reported that the success of the Swim-a-Thon and Street Fair can be attributed in part to extensive preparation done by the department heads and volunteers groups. Mr. Giaccio will be attending a seminar on the tax cap along with the Treasurer. Mr. Giaccio encouraged local businesses to sponsor the Haunted Hayride. Mr. Giaccio reminded the residents that the recent water issues are the result of actions taken by New York City. Trustee Schroedel would like to make a presentation on the water system at a future work session. Resolutions: - S e e attached �New Business Trustee Capossela commented that he had noticed many broken parking meters around the Village. Chief Camp informed the Board that the meters will be repaired. Discussion ensued. Trustee Carr mentioned that, due to the damage caused by Hurricane Irene, residents of Greene County, New York are in need a donations of large appliances. Trustee Carr said that she ate at the new Brazilian Restaurant Palmas and the food was great. Trustee Stupel mentioned that she believes the Street Fair was one of the best ever. Public Comments: Joe Foley of 126 Valley Street complained about the amount of litter that is on Cortlandt and Beekman Avenue. Discussion ensued.
