Present: James Nazemetz, Chairman Elvira Aloia Sean McCarthy Brian Slavin (Arrived late) Louis Falasca Absent: Juan Menendez Marion Reilly Also Present: Jeffrey McGovern, Jr. Attorney James Margotta, Building Inspector Chairman Nazemetz called the meeting to order at 8:05 PM. Louis Falasca made a motion to include the Chairman as a voting member since there were not enough members present for a quota, seconded by Sean McCarthy and carried. Brian Slavin then arrived, therefore the motion was stricken. 1. Mr. & Mrs. Jacobsen- 534 Bellwood Avenue- Erect second floor family room over garage Mr. Jacobsen commented that they are proposing to build a family room over the garage. The Board reviewed the drawings of the proposed room which showed four skylights, two in the front and two in the back. Discussion ensued on the skylights as to whether they should be lined up with the windows. Discussion also ensued on the gas burning fire place and if the chimney would be in brick (veneer type). Mr. Falasca made a motion to approve the skylights as an addition to what Mr. Jacobsen has requested. The skylights should be centered over the windows below in the front on the west side, chimney should have a matching veneer surface (as close as possible), motion seconded by Mrs. Aloia and carried. 2. Hudson Valley Writer's Center- Philipse Manor Station-new roof Mr. Margotta commented that the Metro-North railroad will issue building permits and CO's, not our building department. Also, the Building Inspector does not do the inspection. They are just appearing before the Board tonight as a courtesy. Donal Stever, member of the Hudson Valley Writer's Center Board and Joanne Talle, architect were representatives for the Writer's Center. Jim Nazemetz showed a sample of the new shingles for the roof which he had been given. Mr. Falasca asked what will be done about the asbestos found on the existing roof. Mr. Stever stated that a certified asbestos contractor has been hired for the removal. Mr. Falasca moved to approve the new roof, second by Mrs. Aloia and motion carried. 1 �3. Emma Serine- 9 Lawrence Avenue- New Construction Bob Barstow, architect for the construction showed drawings for the new building which will replace the old garage that is presently there. He commented since this is in a fire district, materials used must be non-combustible. The building will be mixed use, commercial/residential with an office on the bottom and an apartment on the top. Discussion ensued on the location of the exterior door for the second floor apartment suggesting having one common entry for the first and second floor. Also discussed was the parking situation. Mr. Barstow commented that the exterior walls will be a special brick front of which he showed a sample; the color will be terra cotta. He stated that it must be masonry because it is located in a fire district. Mr. Slavin moved to approve plans as submitted in original plans with one common doorway in the front or double front doors as discussed, motion seconded by Mr. Falasca and carried. The revised copy of the ARB application to be kept on record. 4, Ana LeRoy(Psychic'a Office) 35 Beekman Avenue- Continued Sign The applicant commented that the proposed sign would be ruby red, triangular neon about 5 1/4 inches, the awning is on hold. This temporary sign will be removed when the awning is installed. Mr. Falasca moved to approve the temporary permit to install the neon sign until the end of April 1994 which is then to be removed and replaced by the "to be approved awning", motion seconded by Mr. Slavin and carried. Approval of Minutes Discussion ensued on the satellite dishes that were installed at South Paws on Beekman Avenue. The minutes of September 22, 1993 do not reflect what is actually installed on the roof. Mr. Slavin moved to approve the minutes of September 22, 1993 subject to the outcome of the small satellite dish situated in the front of the building and the location of the larger one, Mrs. Aloia seconded the motion and carried. Mr. Margotta will speak to the owners of the bar regarding their location. Since the next meeting of the ARB will fall on the day before Thanksgiving, the meeting will be held on Monday, November 22, 1993 instead. There being no further business, the meeting was adjourned.
