Present: Mayor Kenneth G. Wray Bruce R. Campbell Barbara J. Carr David L. Schroedel Evelyn R. Stupel Trustees Thomas Capossela (Absent) Karin T. Wompa (Absent) Also Present: Anthony Giaecio, Village Administrator Janet Gandolfo, Village Attorney Mayor Wray called the work session to order at 7:15 p.m. PUBLIC ACCESS TELEVISION PRESENTATION - There was a presentation made by a joint Tarry town/Sleepy Hollow committee formed to establish a Public Access Television Station. Bruce Campbell, Barbara Carr, James West, Dean Galley and Robert Hoyt represented the Committee. Currently both Villages have a government and education channel, but no public access. Combining the two Village's will allow for the opportunity to share limited resources. Attached is a summary of the presentation. LIBRARY BOARD PRESENTATION - Members of the Warner Library Board and staff made a presentation on the library and the programs that are offered to both Sleepy Hollow and Tarrytown. The presentation was in response to recent discussions over library funding. Discussion ensured. SENIOR CITIZEN TAX EXEMPTION - Tax Assessor Fred Gross updated the board on the senior citizen property tax exemption. Seniors with an income of less than $29,000, the reduction could be as much as 50 percent. The reduction goes up or down in 5-percent increments depending on income. Seniors whose income exceeds $37,400 are not eligible for the discount. Last year 29 seniors qualified for the program resulting in a $44,000 tax loss for the village. This year 26 seniors are expected to qualify. �CODE REVISIONS- Village Attorney, Janet Gandolfo updated the Board on the code revision project. Department heads are meeting with Ms. Gandolfo to bring the Village code up to date. Many local laws are outdated and obsolete. The Village Board will have to vote on any changes made to the code. When completed, this project will enable residents to access the code on-line. See attached report. ICHABOD'S LANDING MAINTENANCE AGREEMENT-Village Attorney, Janet Gandolfo intbrmed the Board that an agreement has been reached with Ichabod's Landing regarding maintenance of the River Walk. Ichabod's will contribute $5,000 per year to pay a private landscaper. In addition. Ichabod's will repay $20,000 owed from the previous four years. At 8:50 p.m. the meeting was adjourned.
