Present: Mayor Kenneth G. Wray Deputy Mayor, Thomas Capossela Karin Woilipa Bruce Campbell Evelyn Stupel David Schroedel Barbara Carr Trustees Also Present: Anthony P. Giaccio, Village Administrator Sara DiGiacomo, Village Treasurer Janet Gandolfo, Village Counsel Richard Gross, Village General Foreman Greg Camp, Police Chief There was an Executive Session at 6:40 to discuss a personnel matter. At 7:10 p.m. the Mayor called the meeting to order with a prayer and pledge to the flag. Approval of Warrants: Trustee Carr moved, seconded by Trustee Campbell to approve warrant 11SEP27 in the amount of $874,092.64. Motion carried 6-0 Approval of Minutes: Trustee Carr moved, seconded by the Trustee Campbell to approve the minutes for August 30, 2011, September 6, 2011, September 13, 2011 & September 20, 2011. Motion Carried 6-0 Mayor's Announcements: Mayor Wray announced that Village resident Gorete Crowe received a N e w York State nursing award. The Mayor proclaimed this past Saturday as Gorete Crowe Day in the Village. Mayor Wray said that Chris Halle, Jan Maltby and Camilla Calamandrei resigned as members of the Environmental Advisory Council. Mayor Wray appointed Adrian Berzowski to complete Chris Halle's term and Sean Roach to complete Jan Maltby's term. Mayor Wray outlined the plan to update the Village code and wished everyone a happy Jewish N e w Year. Public Comments: Mary Ellen Joy commented on items that the D P W needs to address. Items include damaged hedges on Riverside Drive, pot holes on Harwood Avenue, maintenance of the islands along Route 9 and clogged catch basins. The matter was referred to the Village Administrator. �Dan Scott thanked the Village Board for allowing comments on the code revisions. Mr. Scott recommended that the proposed changes be put on the Village website. Matthew Gullatta reported that a fundraising event for Paula Cloutier was recently held at the Double Tree Hotel. Ms. Cloutier suffers from Diabetes and is in need a new wheel chair. The event raised $5,000. Mr. Gullatta thanked all involved. Mario Belenich believes Sleepy Hollow should not look to share services with Tarrytown because they are suing the Village. Mr. Belenaich wanted to know where the $10,000 went for the after-school program. Trustee Reports: Trustee Schroedel reported on the fire inspection dinner and said that the Public Safety Committee will meet to discuss plans for Halloween. Trustee Schroedel praised Lieutenant Frank Hrotko, Lieutenant Anthony Bueti and police officers Jared Kmiotek, Jose Cotarello, and Rich D'alessandro for the professional manner in which they handled a violent crime that occurred on Depeyster Street. The assailant was apprehended. Trustee Schroedel advised former ambulance corps, members to return all Village owned property or the matter will be referred to the Police Department. Trustee Carr reported that the Halloween Committee continues to work on plans for the upcoming haunted hayride. Trustee Campbell stated his frustration with Tarrytown regarding the G.M. lawsuit. Trustee Campbell feels the lawsuit will needlessly cost both Village's tens of thousands of dollars. Trustee Capossela gave a D P W report. October 10 is a holiday and there will be no garbage pick-up on that day. Damaged catch basins and pot holes caused by Hurricane Irene are being repaired. Hemlock Road and Evergreen Way will be paved this week. Sykes Park has been resurfaced. Leaf pick-up has begun. Staring this Saturday, the use of leaf blowers is permitted. Trustee Capossela announced that the Sleepy Hollow, Ossining football game will take place this Saturday and he encouraged everyone to attend. Trustee W o m p a reported that the Administration Committee met with Paula McCarthy to discuss the FOIL process. Trustee Wompa also reported that the Downtown Revitalization Corporation will be purchasing new garbage cans for Beekman Avenue. Over 2,000 people signed the petition to save the Sleepy Hollow Post Office. Trustee Stupel reported that the Safe Housing Committee met to discuss illegal housing. The next Court date is October 27. �Administrator Report: Mr. Giaccio reported that there is a Duracell informational meeting tentatively scheduled for October 24. The meeting is being organized by the Department of Environmental Conservation and will be held at the High School. The Rivertown Runners met with department heads to review plans for the 1 Ok run. The race will take place on October 22 and will begin at Morse School. Hayride tickets have gone on sale and plans for Halloween are on-going. Resolutions: - See attached Old Business: - Trustee Schroedel informed the Public that there was never $10,000 missing f r o m the after-school program. The discrepancy was from a recreation department bookkeeping error, which indicated that more revenue was received than there actually was. N e w Business: - Trustee Schroedel announced that he will be making a presentation on the water system at next week's work session. Trustee Capossela would like the traffic light that comes out of Phillipsburg Manor taken off a timer because it causes traffic to back up on Route 9. The [Department of Transportation has to approve this. Trustee Campbell requested a financial report on the after-school program. Sara DiGiacomo gave a summary of the fees collected to date. Discussion ensued. Correspondence: The Clerk received a liquor license application from 91 Cortlandt Street. The application was referred to the Police Department and Building Department. Public Comments: Adrian Berzowski wanted to know what the Village's argument against the Tarrytown lawsuit was. Trustee Schroedel and Mayor Wray responded. Discussion ensued. Dan Scott wanted to know why changes were made to the ambulance corps. Mayor Wray responded. Discussion ensued. Mario Belenich commented on the Tarrytown lawsuit Frank Occhipinti wanted to know if benches could be installed on Cortlandt Street. �E X E C U T I V E SESSION At 9:00 p.m., on a motion made by Trustee Carr and seconded by Trustee Campbell and carried unanimously the Board moved to Executive Session to discuss personnel matters. At 9:29 p.m., on a motion made by Trustee Campbell and seconded by Trustee Carr and carried unanimously the Board moved out of executive session.
