Present: Mayor Kenneth G. Wray Thomas Capossela Karin T. Wompa Bruce R. Campbell Barbara J. CanDavid L. Schroedel Evelyn R. Stupel Trustees Also Present: Anthony Giaccio, Village Administrator Sara DiGiacomo, Village Treasurer Janet Gandolfo, Village Attorney Rich Gross, General Foreman Greg Camp, Police Chief Robin Pell, Recreation Supervisor David Smith, Village Planning Consultant Dolph Rotfeld, Village Engineer Mayor Wray called the work session to order at 7:00 p.m. WATER SYSTEM PRESENTATION - Trustee Schroedel gave a power point presentation on Sleepy Hollow's water system. The Village's water storage capacity in inadequate and there is an urgent need to construct a new reservoir. The proposed site for the new reservoir is either directly below or above the existing reservoir located on the Rockefeller State Preserve. The Village has an easement at this location. David Smith and Dolph Rotfeld were present to answer questions. Discussion ensued. David Smith was instructed to start the SEQRA process. SECURITY CAMERAS AT 100 COLLEGE ARMS - 100 College Arms pays the Village $ 10,000 a year for extra security as part of a PILOT agreement. The management company for 100 College Arms offered to install security cameras that can link up to the Police Department. The cost of these cameras is approximately $20,000 and so the management company asked the Village Board to waive the security fee for two years. Discussion ensued. Mayor Wray requested that a resolution to approve this request be on the next Board Meeting agenda. �AFTER SCHOOL PROGRAM - Robin Pell was on hand to answer questions about the afterschool program. Most of the students have paid, but there are a couple of students that still owe money. Ms. Pell said that checks were sent to the Recreation Department, but this is no longer permitted by the Village Board. Checks should come directly to the Finance Department. PASSENGER TRANSPORT IMA ^ The Board reviewed a draft inter-municipal agreement with the County. The agreement states that the Village can enforce County laws that regulate livery cabs in exchange for a percent of the revenue from fines. Discussion ensued. Mayor Wray requested that a resolution to approve this request be on the next Board Meeting agenda. SNOW AND ICE AGREEMENT - The Board reviewed a snow and ice agreement with the State. The Village receives payment from the State to plow and salt State roads located in Sleepy Hollow. Discussion ensued. Mayor Wray requested that a resolution to approve this request be on the next Board Meeting agenda. CODE REVISIONS - Janet Gandolfo outlined proposed changes and updates to the code. Most of the changes relate to items in the code that are now obsolete, such as constables. Discussion ensued. SALARY INCREASE FOR COURT OFFICER - The Board reviewed a request made by Judge Andres Valdespino to increase the Court Officer's hourly rate of pay. The funds are available in the operating budget. Mayor Wray requested that a resolution to approve this request be on the next Board Meeting agenda. HALLOWEEN EVENTS - Trustee Campbell, Bill Hammer and Chamber of Commerce President Terry McGlynn updated the Board on the plans for Halloween. The Village and Chamber of Commerce are working together to try and capitalize on the many tourists that come to Sleepy Hollow in October. At 8:50 p.m. the meeting was adjourned.
