Present: Mayor Kenneth G. Wray Thomas Capossela Karin T. Wompa Bruce R. Campbell Barbara J. CanDavid L. Schroedel Evelyn R. Stupel Trustees Also Present: Anthony Giaccio, Village Administrator Sara DiGiacomo, Village Treasurer Janet Gandolfo, Village Attorney Greg Camp, Police Chief John Korzelius, Fire Chief Mayor Wray called the work session to order at 7:00 p.m. WESTCHESTER COUNTY PASSENGER TRANSPORT IMA - Barbara Monahan and Tom Richio from the Westchester County Taxi and Limousine Commission made a presentation that summarized a County program that permits the Village to enforce illegal livery cabs and taxis in return for revenue from fines. The Board recently entered into an IMA with the County regarding this. AUDITORS REPORT - Auditor David Spara from Toski Schaefer gave a report on the Village's 2009/2010 financial statement. The Village did see an increase to its fund balance, but water revenues were down significantly. WATER RESERVIOR - Mayor Wray outlined the next steps as they relate to the water reservoir project. The Village is the lead agency under SEQRA for this project. A study needs to be completed on the plan to install a reservoir either directly above or below the existing water reservoir. Once the study is complete, the Board will issue a new findings statement. WATER PROJECT IMA - Grant writer, Fiona Hodgson introduced a resolution to authorize the Mayor to sign a shared services inter municipal agreement to study ways in which Briarcliff, Tarrytown and Sleepy Hollow can share water services. The three Villages received a grant for �this project. The estimated match, not including in kind work, is $1,000 per community. Mayor Wray requested that a resolution to approve this study be on the next Board Meeting agenda. GRANT APPLICATION FOR PIER - Grant writer, Fiona Hodgson asked the Board to choose between two grant applications. The two grant applications request funds for a Pocantico River study and funds for a new pier. Both projects have pros and cons, but the Board felt that the better project would be the pier. Mayor Wray asked that a resolution to approve this grant application be on the next Board Meeting agenda. FIRE APPARATUS CONSUTLANT - Fire Chief, John Korzelius submitted a proposal from consulting firm "Emergency Vehicle Response" (EVR) to assist with the purchase of a new fire apparatus. Chief Korzelius feels that a consultant will be helpful in determining whether or not a new fire apparatus is needed, and if so, what type of apparatus is needed. They will also review bid specifications. Chief Korzelius recommends this particular consulting firm because they are experts in this area. Mayor Wray requested that a resolution to approve the proposal submitted by "Emergency Vehicle Response" (EVR) be on the next Board Meeting agenda. PERSONNEL STATUS CHANGES - The Board reviewed a request made by Chief Camp to change the status of two crossing guards from seasonal to part-time. There will be no additional cost associated with these status changes. The Board also reviewed a request from the Treasurer to change Chris Scelza's civil service status from provisional to permanent. Mr. Scelza recently passed his civil service exam. There is no additional cost associated with this status change either. Mayor Wray asked that a resolution to approve all three of these status changes be on the next Board Meeting agenda. CODE REVISIONS - Janet Gandolfo outlined proposed changes to the Village code. Most of the changes relate to items in the code that are now obsolete or need to be updated. Items mentioned include fire districts, building department codes, hand bills and posters, littering, trees, tattoo shops, signs, residency requirements and telephones. A list of the proposed code revisions is available on the Village's website. Discussion ensued. ANNOUNCEMENTS - Trustee Capossela announced that there will be hydrant flushing going on this week and that if anyone experiences brown water they should let the water run until it clears.
