Minutes of the Board of Trustees
Village of Sleepy Hollow
The Board of Trustees of the Village of Sleepy Hollow held a Work Session on Tuesday,
December 6, 2011 at the Hudson Valley Writer's Center 300 Riverside Drive, Sleepy Hollow,
New York.
Present:

Janet Gandolfo. Village Attorney
Greg Camp, Police Chief
Sean McCarthy, Village Architect
Mayor Wray called the work session to order at 7:00 p.m.
MAYOR'S ANNOUNCEMENTS - Mayor Wray announced that public comments will be
allowed at the end of the meeting.
2% TAX CAP - Treasurer, Sara DiGiacomo gave the Board a spread sheet on how the 2% tax
cap will affect next year's budget (see attached). The figures are subject to change. The Board
is considering over riding the cap. Discussion ensued.
DOWNTOWN REVITALIZATION CORPORATION PRESENTATION- Trustee Wompa
made a power point presentation (attached) on the Downtown Revitalization Corporation (DRC).
Many businesses have taken advantage of the facade grant program and the DRC has
spearheaded several successful community events.
COMPLIJS AGREEMENT - Treasurer, Sara DiGiacomo gave the Board a draft agreement
with Complus. Complus is a company that recovers fines from outstanding parking tickets.
Discussion ensued. A resolution on this will be on the next Board meeting agenda.
�PART-TIME COSE ENFORCER - Sean McCarthy and Trustee Stupel recommended hiring a
part-time code enforcer. The Civil Service hst For this position was canvassed and interviews
were done. A resolution on this will be on the next Board meeting agenda.
CODE REVISIONS - The Board continued its discussion on code revisions. The Board first
discussed whether or not to have the Architectural Review Board (ARB). Later there was a
discussion on trees. Trustee Campbell provided the Board with a list of recommendations made
by the Recreation Committee (Attached).
PUBLIC COMMENTSJames West asked whether or not the Village owned Fremont Pond. Ms. Gandolfo responded.
Mr. West also requested another meeting to discuss Birch Close.
At 8:40 p.m. the meeting was adjourned.

�Parks and Recreation Committee - Tree Commission Policy
December 6, 2011
1. The Tree Commission's primary responsibility is the positive husbandry of public trees and
woodlands. This includes:
"
An inventory of current village trees
•
A comprehensive plan for pruning and maintaining village trees
•
A comprehensive plan for replacing and/or adding village trees
2. The Commission will be composed of:
•
The DPW General Foreman
•
The Head of the Building Department
•
2 representatives of the EAC
•
2 residents of the Village
3. The removal of any tree at least 8" in diameter and 4 1/2 feet in height requires a permit.
There shall be a regulated setback of 10" around the sides and back of each home where
landowners may remove trees without a permit.
4. There shall be a Tree Officer appointed by the Mayor whose function is to assess tree
conditions and issue permits for tree removal.
5. The Tree Officer must be someone knowledgeable about trees and trained in tree
management. The Tree Officer will work with the Tree Commission on conserving,
protecting and pruning village trees. Regarding trees on private property, the Tree Officer
will take into account the type of tree, whether it is a specimen species and whether it is
common to the area, the character of the neighborhood and the general welfare of the
Village. If necessary, the Tree Officer shall consult a certified arborist.
6. A landowner will automatically be granted a permit if he submits a report by a certified
arborist that a tree is dead.
7. A landowner may appeal the denial of a permit to the Planning Board.
8. When trees are removed on private property the landowner must plant 2 trees of the same
species either on his own property or in a place designated by the Tree Commission.
Instead, landowners may contribute a sum equal to the cost of 2 trees to the Tree Fund.
9. The head of the Building Department and the DPW General Foreman shall be empowered
to determine if an emergency exists and a tree must be removed due to safety
considerations.
