Present: Mayor Kenneth G. Wray Deputy Mayor Thomas Capossela David Schroedel Barbara Carr rieft at 7:45pm') Bruce Campbell Karin Wompa Evelyn Stupel, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy, Village Clerk Sara A. DiGiacomo, Village Treasurer Janet Gandolfo, Village Counsel Richard Gross, Village General Foreman Sean E. McCarthy, Village Building Inspector Gregory Camp, Police Chief David Smith, Planning Consultant At 7:07 p.m. the Mayor called the meeting to order with a pledge to the flag. Mayor asked for a moment of silence in memory of Patricia Spota, a longtime resident of the Village and wife of former Trustee Spota. Public Hearing Code Revisions: Village Clerk read the public hearing notice aloud for the record. Deputy Mayor Capossela stated that garbage is being put out on holidays and it looks terrible. Village Attorney, Janet Gandolfo said the Building and Police Departments have the authority to issue tickets for garbage being put out on the wrong days. Discussion ensued. At this time, there were no further comments from the public. On a motion by Trustee Schroedel, seconded by Trustee Wompa the public hearing meeting was closed. Mayor stated that we will continue to have discussions about the Code Revision and will take all comments into consideration. There will be another public hearing in the future before the final approval. At this time, the Mayor introduced David Smith, Village Planning Consultant to make a presentation to the Board about the Village's Water System. �Mr. Smith discussed alternatives such as building a second water tank at Phelps Memorial Hospital, costing approximately $4.8 million; this does not include the repairs and upkeeps of the current tank. Another alternative would be to build a new tank within the current tank, costing approximately $2,329 million; the NYS Parks Dept. considered this alternative a visual intrusion. Moving on to another alternative would be to excavate down to bury a new tank, costing approximately $5.1 million, and despite it being the most expensive option it is the most likely, given that it stays entirely within the confines of the existing easement. A new tank on Kykuit property off County House Road is another alternative that was originally considered as part of the FEIS document, costing approximately $2.8 million; this has not been approved by the landowner. The last alternative presented was to build a new tank approximately 200 feet west of the existing tank, inside the Rockefeller State Park Preserve, costing an estimated $2.1 million; this is not a favorable option by the Parks Dept. either. The Village Board asked for further clarification as to the eventual maintenance costs that will ultimately be needed for the existing reservoir. Discussion ensued. Mayor stated that there is enormous work to be done and urged the Board to make a motion for a resolution to call for a public hearing. Approval of Warrants: Trustee Campbell moved, seconded by Trustee Schroedel to approve the warrant of $596,880.35 as amended. Vote: 5-0 Approval of Minutes: Trustee Campbell moved, seconded by Deputy Mayor Capossela to approve the Minutes of 11/29/2011. Vote: 4-0-2 Trustees Campbell, Capossela, Schroedel, Stupel voted: Yes Trustee Wompa: Abstained Trustee Carr: Absent Trustee Campbell moved, seconded by Deputy Mayor Capossela to approve the Minutes of 12/20/2011. Vote: 4-0-2 Trustees Campbell, Capossela, Wompa, Stupel voted: Yes Trustee Schroedel: Abstained Trustee Carr: Absent Mayor announcements: Mayor wished everyone a prosperous and safe New Year. Mayor stated that the Warner Library is hosting a concert on Saturday, and the library has now a fax machine. Public comments: Mayor opened the meeting to the public at this time and evoked the 5 minute rule: �There were no comments. Trustee Reports: Trustee Schroedel - thanked Deputy Mayor Capossela and Anthony Giaccio for putting together the 2"^ annual New Year's Day dinner at the James Galgano Senior Center. Trustee Campbell: stated that the New Years Day dinner was great. Deputy Mayor Capossela: stated that the New Years Day dinner had a great turn out, and thanked everyone for their help and who donated foods and assisted with cooking, especially Anthony Giaccio, Pat Hagerty, Richard Gross and Rocky Martello, he also thanked the Sleepy Hollow Cheerleaders and many others. Trustee Worn pa: reported that the Village calendar is awaiting final proof. Trustee Stupel: reported that court will meet this Thursday the 26**^ and the Safe Housing Committee will meet this week as well. Administrator's Report: Mr. Giaccio thanked many for their help and donations to the New Years Day dinner including C-Town, Que Chula Restaurant, and Bridge View Restaurant. See attached report. Resolutions: (see attached) Trustee Schroedel moved, seconded by Deputy Mayor Capossela to approve the religious procession request for this Saturday, January 7*^ 2012, for the Ecuadorian community. Old Business: Trustee Stupel stated that old Campaign signs are still on village property. New Business: Trustee Schroedel asked about a few stains on the ceiling of the James Galgano Senior Center. Communications: Village Clerk stated for the record that the Clerk's office received numerous letters for the students at the middle school regarding the disbanding of plastic bags. Village Clerk also announced the new election members that were recently elected for the Senior Citizens Club. �Public comments: Mayor opened the meeting to the public at this time and evoked the 5 minute rule: There were no comments.
