Present: Mayor Kenneth G. Wray Bruce Campbell Barbara Carr Karin Wompa Evelyn Stupel Trustees David Schroedel (absent) Thomas Capossela (absent Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Greg Camp, Police Chief Rich Gross, General Foreman Sean McCarthy, Village Architect Mayor Wray called the work session to order at 7:30 p.m. MAYOR'S ANNOUNCEMENTS - Mayor Wray introduced the Village Board and staff and informed the audience that public comments are permitted. CODE REVISIONS - Mayor Wray summarized the process of revising the village code. The Village Board has spent a great deal of time and effort on this project, which should be completed this spring. Ann Layden wanted to know where the proposed code revisions could be found. Trustee Wompa noted that all the proposed changes are available on the Village website. WATER SYSTEM UPDATE - Trustee Wompa gave an overview of the Village's water system and explained why it is necessary to construct a new water tank. The Village Board has set a public hearing on the water tank and is reviewing various options. - Jack Gasko asked if everything is being done politically to get permission to construct the tank on the New York State Presei"ve. Trustee Campbell responded by saying that all avenues are being pursued including political pressure. He noted that this effort has resulted in other locations being identified. �Dorothy Bone asked where the current tank was. Mayor Wray responded. Norman Sissman and Peter Davis said that the tennis courts near the Phelps water tank have been redone using funds received from Kendal residents. SNOW AND ICE AGREEMENT - The Village Board reviewed a draft snow and ice agreement sent to the Village from the New York State Department of Transportation. The agreement enables the Village to receive funds for plowing Route 9 and Route 448. Mayor Wray asked that a resolution to approve this agreement be on the next Board meeting agenda. TRAFFIC ENFORCEMENT IMA - The Village Board reviewed an inter-municipal agreement with the County of Westchester for traffic enforcement. Chief Camp explained that the Village receives funds from the County to enforce aggressive driving. Discussion ensued. Mayor Wray asked that a resolution to approve this agreement be on the next Board meeting agenda. PUBLIC COMMENTS Jennifer Lobato - Church recognized Daphney Nickel and complimented Chief Camp and Sean McCarthy. Ms. Lobato-Church is on the Police Advisory Committee and Zoning Board and has worked with both department heads. Jean Macintosh and Peter Davis complained that teenagers were illegally parking in spaces designated for Kendal residents. Chief Camp responded. Juanita Carmen asked is there could be a sidewalk from the Route 9 bus stop up to Phelps. Discussion ensued. Cobb Stewart asked if the code revisions were at the library. Trustee Wompa said that she believed they were, but if not, she will make sure that the library gets them. At 8:30 p.m. the meeting was adjourned.
