                  <text>The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday, February
14, 2012 Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

At 7:01p.m. Mayor Wray called the meeting to order with a pledge to the flag.
Approval of Warrants:
Trustee Carr moved, seconded by Trustee Campbell to approve the warrant of $574, 115.99
Vote: 4-0
Approval of Minutes:
Trustee Campbell moved, seconded by Trustee Carr to approve the Minutes of 1/31/2012 as
amended. Vote: 4-0
Mayor announcements:
Mayor stated that the recent state audit report is available on the Village's website and
encouraged everyone to read it.
Mayor stated that the deficiencies noted have been addressed and responded to.
Mayor stated that there will be a public meeting at the James Galgano Senior Center on
d
Thursday, March 22n at 7:00 pm, by the NYSDEC regarding the General Motors Site.
Mayor encouraged everyone to attend this meeting and to read the plan, which is available
on the Village's website.
Mayor thanked JP Doyle's for having the Lombardi Trophy available to customers after the
NY Giants won the Super Bowl.

�Public comments:
Mayor Wray opened the meeting to the public and evoked the 5 minute rule.
Don Cateano of 43 Lawrence Avenue addressed the Mayor and the Board of Trustees and
stated that members of the Police Advisory Committee should be residents of the Village or
business owners. He also disagreed with the possibility of the Village being involved with
Pleasantville's community television station in the future.
Mayor responded that the Police Advisory Committee Advisory Committee members are
appointed by the Mayor and that he appreciates the representation from home owners,
renters, business owners, and neighbors. Mayor explained that this Committee's primary role
is to foster a good relationship with the residents and it has no power to enforce laws. The
Chief of Police conducts the meetings and sets the bylaws, enforces local codes and state
laws.
Discussion ensued.
Mario Belanich of North Washington Street addressed the Mayor and the Board of Trustees
and asked if the afterschool program is paying for itself. He also agreed with Mr. Cateano
that all committee members should be local residents only.
Mayor responded that the after school program is self sustaining.
Mayor also stated that he has no intention of adding a residency requirement to this
committee.
Justin Concecelli of Community Media addressed the Mayor and the Board of Trustees and
inquired about the communications committee.
Trustee Campbell responded. Discussion ensued.
A representative for Carlos Rodrigues addressed the Mayor and the Board and inquired about
a zoning situation.
Mayor referred this inquiry to the Village Attorney and Zoning Board.
Don Cateano of 43 Lawrence Avenue addressed the Mayor and the Board of Trustees and
inquired about the communications committee sharing services with other communities.
Discussion ensued.
Mario Belanich of North Washington Street addressed the Mayor and the Board of Trustees
and commented on the headless horsemen statue.

�Trustee Reports:
Trustee Carr - nothing to report
Trustee Campbell - stated that the communications community recently visited the
Pleasantville Public Access TV Studio and, it was a very nice facility. There are ongOing
discussions which Trustee Campbell believes would be fruitful for our Villages.
Trustee Wompa - Reported that the Valentine's Day luncheon at the Senior Center was
very nice.

Trustee Stupel - Reported that the Planning Board, scheduled for February 16 , will be
having discussions on the Rivers Edge Development and the Open Door Family Medical
Center. Trustee Stupel also stated that the village is strictly enforcing the ordinance against
littering and routinely issuing tickets.
Administrator's Report:
Mr. Giaccio reported the following:
The General Motors' clean up information is available on-line and in the Clerk's Office.
Westchester County has provided flyers on recycling rules which the village will mail to all
residents.
The Village Hall roof is being repaired because there is a leak that has caused a mold
problem.
A Muni Meter has been installed on Beekman Avenue near the Municipal Lot and will be
operational very soon.
The Village has purchased a new sweeper.

The St. Patti's Day parade will be held on March 11 , 2012.

Communications:
The Village Clerk reported the following:

The Westchester County Mobile Shredder will be in the Village on Saturday, February 18 •

Grievance Day will be on Tuesday, February 21, 2012.
The Board of Elections will be sending out cards to all registered residents advising them of
their voting location.
The restaurant at 60 Clinton has applied for new liquor license.
Mayor Announcements:
At 8:00 pm Mayor asked for a motion to go into executive session. Trustee Wompa moved,
seconded by Trustee Stupel to go into executive session to discuss potential litigation. It was
unanimous.

�At 8:15 pm Trustee Carr moved, seconded by Trustee Campbell to come out of executive
session.
Mayor stated that a potential litigation case was discussed.

Mayor opened the meeting to the public and evoked the 5 minute rule.
There were no comments at this time.
At 8:18 pm, on a motion by Trustee Wompa, seconded by Trustee Stupel the meeting was
adjourned.
