                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
March 6, 2012 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

Mayor Wray called the work session to order at 7:00 p.m.
GOLD STAR MOTHERS PLAQUE - Chick Galella informed the Board that he is donating a
plaque to honor the "Gold Star Mothers", which will be unveiled in Patriot's Park on Memorial
Day. Gold Star Mothers are mothers whose sons and daughters lost their lives serving their
country.
HALF MARATHON AND TRIATHLON

Kristen Idalski from the Rivertown Runners and

Veronica Skrelja from the Leukemia Lymphoma Society were in attendance to answer questions
about the half marathon and triathlon. The Board requested that both groups contribute money to
offset some of the overtime costs associated with these two events. Discussion ensued.
WATER TANK

Dolph Rotfeld from Rotfeld Engineering and Trustee Schroedel gave a status

report on the water tank. At this time, the Village has determined that there are only two viable
locations for the tank. They are either directly underneath or directly above the existing reservoir
within the Village's easement on the Rockefeller State Park Preserve. Discussion ensued.
BUDGET - Sara DiGiacomo provided the Board with a summary of the budget process. Mayor
Wray asked that the budget public hearing be set at next week's Board meeting. The Board will
also consider setting a public hearing to override the tax cap. Discussion ensued.
MAYOR'S ANNOUNCEMENTS

Mayor Wray announced that the Westchester Klezmer

Association will be having a concert at the Warner Library on Sunday. Trustee Carr announced
that the S1. Patrick's Day Parade is also on Sunday and will start at 1:30.

�EXECUTIVE SESSION
At 8:02 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Carr and carried
unanimously the Board moved to executive session to discuss a legal matter.
At 8:42 p.m., on a motion made by Trustee Schroedel and seconded by Trustee Stupel and
carried unanimously the Board moved out of executive session.
SPECIAL SESSION
Motion was made by Trustee Campbell and seconded by Trustee Wompa to go into special
session. Motion carried 6-0.
Motion was made by Trustee Schroedel, seconded by Trustee Campbell, to authorize test borings
at the Rockefeller State Park Preserve (see attached resolution). Motion passed 6-0 (Capossela
recused himself)
MAYOR'S ANNOUNCEMENTS

Mayor Wray announced that there is a framework for an

agreement for both the PBA and Teamsters contract, but more work is needed.

Mayor Wray

instructed labor council, Rich Zuckerman and Administrator Giaccio to help complete the terms
that will enable the Board to vote on the two proposals.
At 8:47 p.m. on a motion by Trustee Wompa, seconded by Trustee Schroedel and passing
unanimously,

the meeting was adjourned.
