Present: Mayor Kenneth G. Wray Deputy Mayor Thomas Capossela David Schroedel Barbara Carr Bruce Campbel Karin Wompa Evelyn Stupel, Trustees Also Present: Anthony P. Giaccio, Village Administrator Paula A. McCarthy, Village Clerk Sara A. DiGiacomo, Village Treasurer Janet Gandolfo, Village Counsel Richard Gross, Village General Foreman Sean E. McCarthy, Village Building Inspector Gregory Camp, Police Chief At 7:15 p.m. the Mayor called the meeting to order with a pledge to the flag. The Mayor asked for a moment of silence for Joanne Coza and for the father of Police Officer Dougherty who recently passed away. Mayor asked Mr. Fred Gross to address the Board of Trustees and the public regarding the Tax Grievances. Fred Gross, Property Tax Assessor, reported that 104 property owners filed a tax grievance this year for their Village Taxes. Last year there were 124 grievances. Mr. Gross stated that his recommendations amount to a reduction of approximately $1.5 million in assessed property value, resulting in a minimal reduction in taxes, less than V4 of one percent, owed to the Village. Mr. Gross stated that the total assessed value of properties in the Village is approximately $240 million. The marked value or what the property would sell for is higher. There were no comments at this time. Approval of Warrants: Trustee Campbell moved, seconded by Trustee Carr to approve the warrant in the amount of $222,553.36. It was unanimous. Approval of Minutes: Trustee Carr moved, seconded by Trustee Campbell to approve the Minutes of 2/14/2012 as amended. Vote 4-0 (Trustees Schroedel and Capossela were absent) �Trustee Carr moved, seconded by Deputy Mayor Capossela to approve the Minutes of 2/28/2012. It was unanimous. Trustee Campbell moved, seconded by trustee Wompa to approve the Minutes of 3/6/2012. It was unanimous. Mayor announcements: Mayor asked Trustee Wompa to make an important announcement: Trustee Wompa announced that our post office has been saved, and it will not close. Public Comments: Donald Cateano of Lawrence Avenue in Sleepy Hollow addressed the Mayor and the Board of Trustees and inquired about rules and regulations for having a hotdog cart at a gas station. Mayor and Village Attorney referred this matter to Mr. Sean McCarthy, Building Inspector, who briefly explained about the process of obtaining site plan approval and compliance with the Zoning code. Mr. McCarthy explained that selling hotdogs is not prohibited but does it need to go through an approval process as all vendors need to be regulated. Mr. Cateano asked about the Village's Building Inspectors going on private property without proper identification. He stated they should have 10 at all times. Mayor asked Mr. McCarthy to show off the identification on his shirt and his badge. Mr. Cateano also stated that the Muni Meter does not give out change, and that Village employees should pay for parking. He stated that Village Taxes are too high. There were no further comments at this time. Trustee Reports: Trustee Schroedel- Reported that the st. Patrick's Day Parade brought approximately 5,000 people to Beekman Avenue and there were no incidents reported. Trustee Schroedel thanked the Police Department and the community. Trustee Carr- Reported that the st. Patrick's seniors' luncheon was very nice and reminded residents of the parks clean-up days coming up; Horan's Landing will be April 22nd, Kingsland Point Park will be April 28th and Douglas Park will be May 5th• There will be activities for the children at Douglas Park. Reported that he and Trustee Carr were invited by the Phillips Manor Garden Club to attend a lecture by an arborist from the Town of Greenburg, discussing the ongOing spirit of revising the Village Code and Tree Commission. In the area of communications, Trustee campbell encourages everyone to use the website for government information and updates. Trustee Campbell - �Deputy Mayor Capossela- Reported that the St. Patricks' Day Parade was beautiful and thanked the Department of Public Works, the Police Department for a great job. He also mentioned that DPW employee, Earl Tompkins, complete a Tree Stewart Program. Deputy Mayor Capossela also made a brief farewell speech to former and current members of the Board thanking everyone that has worked with him including the residents and Department Heads and, especially thanked Mayor Wray for being true gentlemen. Trustee Wompa- Reported that the Administration Committee had met with the Village Clerk to discuss the Clerk's budget. Trustee Wompa happily announced that the Sleepy Hollow Post Office would not be closing and thanked everyone who campaigned to save the post office. Trustee Wompa reminded everyone that Tuesday, March 20th is Election Day. She also reminded everyone that Earth Day will be on April 21st. Trustee Stupel - Reported that Housing Court has collected $30,750.00 this calendar year and, she praised the new building code enforcement efforts for cleaning up the Village. Trustee Stupel noted that at a recent building fire that occurred on North Broadway, the owner had previously been cited for fire code violations and lack of smoke detectors. She stated the fire, which caused minimal damage, could have been worse if this building had not been brought up to code. Mayor Wray stated that lives were saved and it's great to hear that the practical side of code enforcement efforts is working. Administrator's Report- Mr. Giaccio reported that the first Muni Meter in the Village is now in service on Beekman Avenue across from Village Hall. He also stated that one-third of the parking meters have been refurbished and are now functioning resulting in an increase in revenues. The New Devries Park Playground is completed and receiving a lot of compliments. The Warner Library submitted a proposed budget for 2012/13 and is less than last year. Mr. Giaccio explained that in April Con Edison will be doing a project to replace every gas line on every street in Phillips Manor. The project will involve excavation as well as access to homes to make connections to the new gas mains. Con Edison will contact home owners to arrange access time. There will be little to no interruptions in gas service. There is a similar project nearly completed on Spruce Street and Maple Street and Beeklam Avenue after the school year ends in June. Con Edison will be responsible for repairing damage that will be done to village streets and for paying for Police presence as needed. Richard Gross also gave a brief explanation regarding this project. Discussion ensued. Mr. Giaccio reported that the mapping project which started in November of 2011 is completed and Peter Basha did an excellent job. The project far exceeded our expectations. Resolutions: (see attached) �Communications: t Village Clerk reminded residents that Election Day is March 20 h and polls will be opened from 6:00 am to 9:00 pm. Residents should have received a card in the mail from the Board of Elections stating their voting District. A movie company, Fantastic Voyage LLC is filming a movie on Route 117, on March 14, 15, t and 16 h on Route 117, from 10:00 am to 7:00 am. The movie titled Inside Uewyn Davis starts John Goodman and Justin Timberlake. Mr. Richard Mackie thanked Richard Gross for taking care of the flag at the VFW. Mayor announcement: Mayor announced that there will not be a Work Session next week. Public Comments: Donald Cateano of Lawrence Avenue in Sleepy Hollow addressed the Mayor and the Board of Trustees and suggested that the municipal parking lot across the street from Village Hall should have a permanent port potty.
