Present: Mayor Kenneth G. Wray Deputy Mayor Karin Wompa Bruce Campbell Evelyn Stupel Jennifer Lobato-Church Susan MacFarlane Trustees Barbara Carr (Absent) Also Present: Anthony Giaccio, Village Administrator Rich Gross, General Foreman Sean McCarthy, Village Architect Mayor Wray called the work session to order at 7:00 p.m. TREE APPEAL - Mary Linder made an appeal to the Village Board to overturn a tree committee decision. Ms. Linder was denied a tree permit for a maple tree located at 225 Highland Avenue. Tree Committee members Rich Gross and Shelley Robinson answered questions from the Board. Discussion ensued. Mayor Wray asked that Ms. Linder provide an arborist report on the tree. SPEED HUMPS ON VALLEY STREET - The Village Board discussed ways to slow traffic on Valley Street. One suggestion is to install speed humps between College Avenue and Wildey Street. The Police Department is currently conducting a traffic study that will be completed this week. Discussion ensued. Mayor Wray asked that the residents on Valley Street be notified so that they can provide comments. The matter was tabled. CATSKILL AQUEDUCT SHUTDOWNS - Rich Gross informed the Board that on June 10, the New York State Department of Environmental Protection is planning the first of several temporary shut downs of the Catskill Aqueduct. The shutdowns will be for 16 hours and may result in brown water. Residents are encouraged to conserve water during this time. ENGINEER CONTRACTS - The Board discussed proposed contract renewals for four engineering firms. Mayor Wray initiated the discussion and asked the trustees to review the contracts and make comments. All four engineering firms currently provide various engineering services to the Village. �SEASONAL STAFF - Trustee Stupel proposed hiring five seasonal workers for the DPW. Interviews were done and the Public Works Committee is ready to make a recommendation to the Board. The Board discussed what the seasonal workers should be doing. The Board also discussed hiring one seasonal recreation assistant. CODE DISCUSSION - Mayor Wray created an ad hoc committee to review the draft village code. Trustee Lobato-Church will chair the committee. The Board members were each given a copy of the draft code book volume one. The Board requested fees from other communities to compare with the Village's current fee schedule. SPCA IMA - The Board reviewed an inter-municipal agreement with the SPCA of Westchester to provide care and shelter for homeless and stray dogs and cats. Discussion ensued. Mayor Wray requested that a resolution on this be put on the next Board meeting agenda. SPECIAL SESSION At 8:15 p.m., on a motion made by Trustee Lobato-Church and seconded by Trustee Campbell and carried unanimously the Board moved to special session. Resolutions - See attached At 8:29 p.m., on a motion was made by Trustee Campbell and seconded by Trustee Wompa and carried unanimously the Board moved out of special session. At 8:30 pm the meeting was adjourned Respectfully submitted, Village Administrator �Meeting Date: 06/05/2012 Resolution #: 06/62/2012 Resolution Hiring Seasonal DPW Staff WHEREAS, a need for seasonal DPW staff is necessary; and WHEREAS, Kevin Calabro and Robert Pell III of Montrose NY, and Javi Cordero, Gregory Fitzgerald and Jose Rivera of Sleepy Hollow, NY have qualified for this position; and WHEREAS, the General Foreman along with the Public Works Committee, have recommended that these candidates be hired on a seasonal basis to fill these positions; NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Sleepy Hollow hereby approves that Kevin Calabro, Robert Pell III, Javi Cordero, Gregory Fitzgerald and Jose Rivera, be hired on a seasonal basis, up to four months, in the Department of Public Works at a salary rate of $15.00 per hour, effective June 11, 2012, to September 7, 2012, under the direct supervision of the General Foreman. Moved: Trustee Stupel Seconded: Trustee MacFarlane Vote: 5-0 �Meeting Date: Resolution #: 06/05/2012 06/63/2012 Resolution Hiring Seasonal Recreation Staff WHEREAS, Recreation Supervisor, Robin Pell has submitted a written request to the Village Administrator recommending the hiring of one seasonal recreation assistant, to work at the after-school program and for recreation events, and WHEREAS, Ms. Pell has recommended hiring Deanna Peterson of Montrose, NY for this position at an hourly rate of pay of $12.00 per hour effective June 6, 2012. NOW, THEREFORE, BE IT RESOLVED that the Mayor and Board of Trustees of the Village of Sleepy Hollow approve the hiring of Deanna Peterson to the position of recreation assistant at an hourly rate of $12.00 per hour effective June 6, 2012. Moved: Trustee Campbell Seconded: Trustee Lobato-Church Vote: 5-0 �Meeting Date: Resolution #: 06/05/2012 06/64/2012 Resolution of the Board of Trustees Authorizing the Building Inspector to Grant Tree Removals Requests for the Duracell Remediation Project WHEREAS, the Village has been notified by the New York State Department of Environmental Conservation of the necessity for further and additional remedial work on properties surrounding the former Duracell site associated with Order on Consent (#W#-11145-09-11) signed in December 2009; and WHEREAS, AECOM ("the Applicant") has been retained to perform the remedial work and has requested that the Village waive the requirement to obtain Tree Removal Permits; and WHEREAS, the Mayor and Board of Trustees have determined that it is in the best interest of the Village, and is desirous to expedite the permitting process for the Applicant and property owners. NOW THEREFORE BE IT RESOLVED, that the Building Inspector is herby authorized to approve tree removal requests, without submission of a separate application and Tree Commission review, as set forth in Chapter 52A of the Village Code under the following conditions: 1. All required tree removals will be documented and included with each remedial work Building Permit application. 2. The Applicant will retain a New York State ISA Arborist to consult, as needed, on the health and safety of trees within the remediation areas.
