Present: Mayor Kenneth G. Wray Deputy Mayor Karin Wompa Bruce Campbell Jennifer Lobato-Church Susan MacFarlane Evelyn Stupel Trustees Barbara Carr (Absent) Also Present: Anthony Giaccio, Village Administrator Janet Gandolfo, Village Attorney Sara DiGiacomo, Village Treasurer Rich Gross, General Foreman Greg Camp, Police Chief At 7:05 p.m. Mayor Wray called the meeting to order with a pledge to the flag. There was a moment of silence for the passing of long time resident Gloria Koval and former Mayor Bill McBride. Public Hearing: There was a public hearing to adopt the revised Village Code. Mr. Giaccio read the public hearing notice (attached). Mayor acknowledged the hard work done by Janet Gandolfo and the department heads to help revise the code. The process has been going on for several years. There have been plenty of opportunities for public comments along the way. Ms. Gandolfo mentioned that there are two outstanding issues, the ARB and fees. Marion Belanich commented that he thought the Board should wait until everything is completed. Motion was made by Trustee Lobato-Church and seconded by Trustee Stupel to adjourn the public hearing. Motion carried unanimously. Approval of Warrants: Trustee Campbell moved, seconded by Trustee MacFarlane to approve warrant 12JUL10 in the amount of$176,436.82. Motion carried 5-0 (Note an invoice for repairs to the fire department's social room in the amount of $6,000 was removed from the warrant) �Approval of Minutes: Trustee Lobato-Church moved, seconded by Trustee Campbell to approve the minutes for June 26, 2012, Motion Carried 4-0 (MacFarlane abstained) Mayor Wray made some grammatical changes. Mayor's Announcements: Mayor Wray asked grant writer Fiona Hodgson to give a summary of 5 grant applications she will be submitting to the State. The applications include one for a new water tank, two tourism grants and two lighthouse grants. Discussion ensued. Mayor Wray gave a status report on General Motors. Last year the Board approved a special permit for Lighthouse Landing. Tarrytown filed a lawsuit over the project. General Motors sent out an RFP to prospective developers, but have not named anyone yet. The DEC approved the clean-up plan which will begin this fall. In order for the project to move forward a new water tank has to be built. The Village is still waiting for a decision on the Tarrytown Lawsuit, which has delayed the project. Mayor Wray expressed disappointment with Tarrytown's decision to file the lawsuit when Sleepy Hollow refrained from doing so. Mayor Wray said that the fourth of July fireworks were great and he thanked village staff and volunteers that assured the event was a safe and successful one. Trustee Reports: Trustee MacFarlane gave a recreation report. The sports camps have started as well as the drop in camp at Barnhart Park. The lighthouse is open for visitors and a pool table was donated to the senior center. Trustee Macfarlane proposed having pedestrian access along the General Motors west parcel from Ichabod's Landing to Kingsland Point Park for park to park days. General Motors will need to approve this idea. Trustee MacFarlane would like the bathhouse to be opened for events later in the summer. She is working with local restaurants to create "pop up" cafes at the bathhouse. Trustee Macfarlane announced that the second annual movie night at Horan's Landing will take place on September 22 rain date September 26. The movie has not yet been determined. Trustee Campbell supported the tourism grant applications and reminded everyone that there is plenty of information available on the Village's website www.sleepyhollowny.gov Deputy Mayor Wompa mentioned that the Downtown Revitalization Corporation chose not to apply for the farmer's market grant. Discussion to have a nighttime farmer's market at Horan's Landing ensued. �Trustee Stupel reported that Court was in session on June 27 and that 15 cases were heard. The next court date will be on July 19. This year the building department has received 235 complaints, 400 violations were issued and 29 illegal apartments were discovered. A total of $53,000 has been collected in fines this year. Trustee Stupel gave a report on public works. Repairs to the water main leading to Kingsland Point Park should be completed by this Saturday. The Elm Street Parking Lot is being repainted this week. -The painting of the Rescue House firehouse is almost complete. Administrator's Report: See attached Chief Camp made a request to the Board to approve a lease agreement related to the Police Department's audio recording devices. Mayor asked the Village Attorney to prepare a resolution. Public Comments: Michael Kampen commented on the code revisions and asked if the Board would consider changing the height regulations in the zoning code (Section 450-4). Resolutions: See attached Correspondence: None Old Business: Deputy Mayor wanted to know ifthere was any update on General Motors settlement money. Mr. Giaccio responded by saying no. Trustee Lobato-Church mentioned that the traffic study for Valley Street has been extended. Mayor Wray asked when the water main will be repaired at Kingsland Point Park. Work is scheduled to be completed by Saturday. New Business: Deputy Mayor Wompa mentioned that she received a complaint about traffic on Hudson Terrace. Deputy Mayor Wompa recommended that the bathhouse be opened on weekends. Trustee Lobato-Church requested that all traffic issues be discussed at a future work session. �Trustee Lobato-Church reported on the T.I.P.S. instituted by the police department. This program will make it easier for individuals to anonymously report illegal activity. Motion was made by Trustee Stupe!, seconded by Deputy Mayor Wompa to go on a summer Board meeting schedule. Discussion ensued. The Board voted to cancel meetings on August 7, 2012 and August 28,2012. Motion carried unanimously. On motion by Trustee Campbell, Seconded by Trustee Lobato-Church the meeting was adjourned at 9: 15 p.m. Respectfully submitted, ~V Village Administrator �ADMINISTRATOR'S REPORT (7/10/12) 1) We received a copy of the movie trailer for "Why Stop Now". This movie was filmed in Sleepy Hollow last summer under the name Pre-disposed. The movie should be out in theaters soon. 2) The Village won a Westchester County Lottery to purchase a County vehicle for $1. The vehicle will be used by the police department for its child seat safety program. 3) Repairs were made to a large storm pipe on New Broadway last week. A blockage in the pipe resulted in flooding and erosion that damaged the street, sidewalk and a nearby driveway. The pipe was replaced by our DPW and the road and surrounding area was restored to its original condition. 4) Thank you to Ellen McGlynn and Amy Bender for volunteering to plant flowers in the flower pots outside Morse School. The Flowers look great. The DPW will water the plants daily to make sure they survive. 5) Last Friday was Mike Timm's last day with the Village. I know the Mayor has acknowledged his retirement, but I wanted to publically thank Mike for his hard work and dedication to the Village for over 30 years. 6) Village Clerk, Paula McCarthy is currently attending a week long course at Cornell University to become a certified municipal clerk. � Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections.
