                  <text>Minutes of the Board of Trustees
Village of Sleepy Hollow
A work session of the Board of Trustees of the Village of Sleepy Hollow was held on Tuesday,
July 17,2012 at 7:00 P.M. at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York.

Mayor Wray called the work session to order at 7:05 p.m.
CON EDISON REQUEST - Con Edison representatives Kelly Sue Polao and Anthony Villano
were in attendance to request permission to store supplies on village owned property. Con
Edison needs a storage area for a large gas main project they will be doing in Philips Manor. The
project will start in late-JUly and end in November. The Board came up with some alternatives
and asked Mr. Giaccio to meet with Ms. Polao tomorrow. No decision was made.
TREE APPEALS - Lauren Gaul and Raul Moras were in attendance to appeal a Tree Committee
decision to remove an oak tree located on 465 Monroe Avenue. Tree Committee members Rich
Gross and Francois Rjeili answered questions from the Board. Discussion ensued. Mayor Wray
asked Board members to look at the tree before a decision is made. Trustee Campbell asked for
the arborists report and for a second opinion. The matter was tabled.
The Board reviewed a request made by Edward Monks to appeal a tree committee decision to
remove a catalpa tree located on 222 North Washington Street. Tree Committee members Rich
Gross and Francois Rjeili answered questions from the Board. The matter was tabled.
The Board reviewed a request made by Thomas Walek to appeal a Tree Committee decision to
remove a maple tree located on 532 Bellwood Avenue. Tree Committee members Rich Gross
and Francois Rjeili answered questions from the Board. Discussion ensued. The Board
determined that there was insufficient evidence to support the appeal and so the Tree
Committee's decision is upheld.

�CODE REVISIONS - The Board discussed code revisions. Mayor Wray started the conversation
by suggesting that the code related to the use of non-motorized vehicles such as bicycles and
scooters be amended. Mayor Wray also recommended changing the code with regards to ball
playing in the street. Discussion ensued.
Trustee MacFarlane asked that the Board consider amending the prerequisite to be a member of
the recreation committee. Discussion ensued.
Village Attorney, Janet Gandolfo asked the Board to consider setting design guidelines for single
and two family homes and setting a policy for film permits. Discussion ensued.
Trustee Campbell provided the Board with a proposed fee and fine schedule (attached)

PLANNER AND ENGINEER RFP - Mayor Wray directed Sean McCarthy to prepare an RFP in
order to solicit proposals from planners and engineers for various projects within the Village.
AECOM REQUEST - The Board reviewed a request made by AECOM asking for a reduction in
building department fees for the Duracell clean-up project. Mayor Wray and Sean McCarthy
will meet to discuss a fair arrangement that may include AECOM hiring a consultant to oversee
the project.
PARK TO PARK DAYS - Trustee MacFarlane announced plans for three park to park days
during the summer. During these days, there will be access through the General Motors west
parcel parking lot that will allow pedestrians to go from Horan's Landing to Kingsland Point
Park. General Motors will have to approve a license agreement in order for the village to use its
property. The Rivertown Runners agreed to assist with this program. Discussion ensued.
POP UP CAFES Trustee MacFarlane announced plans to have pop up cafes in the pavilion at
the Kathryn W. Davis Riverwalk Center. A couple of local restaurant owners have already
shown interest. Discussion ensued.
